Civic Lane March 9, 2016 5:30 P.M. 1. CALL TO ORDER: calls the meeting to order at p.m. 2. ROLL CALL: Present: NICKEL, CULTON, DAVINA Absent: STAFFORD, PENCE. 3. UNFINISHED BUSINESS: Chairman Culton states that the Beggrow's and Murrison's have reached out to the Commission to discuss preserving their property and any resources that may be available. The Beggrow Family called today and had an unexpected conflict arise and thus are unable to be here tonight. A. NRHP Nomination and Historic Properties Q &A 1. Beggrows' Property ( "Dicky Dr" Barn) — see above. 2. Murrisons' Property (Johnson- Draper Farmstead) 2380 W. Beacon Light Road Rich Murrison, he and his wife Teri Murrison own the property. They have been restoring the home, but the barn has not been addressed yet. Shingles continue to fall during storms and you can see daylight from the interior. He is uncertain when the actual barn was constructed. Discussion. Chairman Culton notes that according to the windshield survey that was conducted last year, the barn is eligible for designation. The property is actually outside of Eagle City limits, but it is our hope to preserve these local barns. The Commission is definitely interested in the process and perhaps there would be tax credits available. Museum Coordinator states that perhaps Ada County would be a swifter route to designate it on the register. The Commission states they will help. At the last meeting the Commission decided to pursue the nomination of the Beggrow Property, but it may have to wait until next fiscal year. B. Grants, Signs, and Plaques Culton provides a report. He requests staff research exact costs for the signage to assist him in preparing a grant. Council Liaison Soelberg notes that there is a group called Beautify Downtown Eagle that is working on signage, branding and other things. This may be a great group for the Commission to work with and perhaps participate in. He will forward that information to Chairman Culton. C. Subcommittee updates 1. Quarterly Speaker's Program —Chief Calley Presentation in May Nickel gives a brief review of the program. This May they are working with Police Chief Calley, and he will be doing a presentation on World War II. He will be re- enacting memories that a neighbor of his that he was gracious enough to share. The dates will be either May 25`h or 26`h at the Library. This will be a great tie in for the Field of Honor. Nickel will work with City staff to advertise the event, as well as reaching out to the Senior Center, local schools and other outlets. Museum Curator Dunn states that per the request of Commission she has submitted Eagle's History walk to the State Historic Preservation Commission (SHPO) to get on their History Month Celebration calendar of event. 2. Pioneer Cemetery: No report Page I of 2 D. Museum Curator's Report & CLG Questionnaire: Dunn will work with the Commission and staff to distribute the History Month posters throughout the City. She continues to work on the Eagle Island Prison Farm display for the museum. Dunn reviews a portion of the CLG Questionnaire with the Commission. E. Preservation Month — Walking Tour Brochures: Discussed earlier. F. Historic District: No report. 4. NEW BUSINESS: A. Minutes of February 10, 2016 Nickel moves to approve minutes of February 10, 2016. Seconded by Davina. ALL AYE ... MOTION CARRIES. B. Welcome New Commissioners! Chairman welcomes Commissioner Davina. C. Municipal Registry Evaluation & Historic Properties Task Force Chairman Culton states that he has been requested to seek an alternate person to assist with the evaluation of the municipal registry. Commissioner Davina agrees to provide assistance. Dunn provides an update. According to the City Clerk/Treasurer, Commissioner Culton has been appointed Vice - Chairman of the Task Force with Ms. Dunn as the Chairman. This group will be reaching out to the property owners of all of those property owners of those properties on the municipal registry. A script and some training will be done for all of the Task Force Members so when they go out and contact the property owners, consistent and accurate information will be provided to each of the property owners. 1. General Discussion of Upcoming projects, events Budget discussion for fiscal year 2016 -2017 will be added to next month's agenda. 5.
