Meeting Minutes
Eagle City Hall, 660 E. Civic Lane
February 10, 5:30 P.M.
1. CALL TO ORDER: Culton calls the meeting to order at 5:30 p.m.
2. ROLL CALL: Present: STAFFORD, NICKEL, CULTON.
Council Liaison Soelberg is present.
3. WELCOME BY MAYOR RIDGEWAY: Thanks for putting me on the agenda tonight.
Our City Council has committed to actively have liaisons attend meetings and if the liaison
cannot attend the meeting they will ask is someone else can attend so we can foster a better
relationship between the HPC and the City Council. One of our new initiatives includes your
Commission and that is to have a sub - committee from the Arts Council and the Historic
Preservation Commission to look at all of our historic homes in the City, meet with the owners of
those homes and see if they have future plans for their homes and see how the City might be able
to preserve those homes and if people are interested in selling or donating those homes to the
City. We would like for you to choose two members to serve on that committee and then two
members from the Arts Commission to work on the committee and then have some City
Officials who are part of the Committee. I would encourage you if you have any questions for
me or the City Council to give me a call.
Culton discusses the Municipal Registry.
Discussion on how to get people to apply for boards and commission.
4. UNFINISHED BUSINESS:
A. Grants, Signs and Plaques — IHC Grant Update: Culton reports on his grant. They made a
recommendation to me and instead of going through their complete grant process I will resubmit
as a Planning Grant. This is a $1,000 matching grant. I'm going to work with Alana on the
properties.
Nickel: two of our existing plaques appear to have some misinformation on them. The owners of
the properties were not allowed to proof the information. As we move forward if the people are
still around that we are doing stories on let's make sure we run it by them accuracy before they
are made. If the information is incorrect on these plaques then we need to redo the plaques.
Sheri Sharp: discusses the misinformation that is on the plaque in front of her home. The whole
plaque bothers me. Discusses the true story about the home being built. They went to Europe in
1955 and not in 1929. It also says it's occupied by me and I don't like letting people know that
information. General discussion.
Nickle I would like to look at all of our signs before we jump in with the new and make sure we
are as accurate as possible before we start the new round of plaques.
Nickel: I would like to add under Unfinished Business the Update of the Comprehensive Plan for
the City of Eagle.
Culton moves to amend the Agenda to add the Comprehensive Plan for the City of Eagle
as #G. Seconded by Nickel. ALL AYES: MOTION CARRIES ........................
B. Subcommittee updates:
1. Quarterly Speaker's Program — Tentative Chief Calley Program:

Nickel: I did confirm with Police Calley that he is on board in May with his WWII Presentation.
I will also contact the Library about use of their facility. We don't have a date and I will work
with Chief Calley on that. Discussion on advertising.
General discussion on recruiting new members.
2. Pioneer Cemetery:
Stafford: I had a conversation with Pete L'Orange and he said there was not a cemetery program
in the State of Idaho. There are programs in Oregon and Washington and he gave me some
websites to visit. General discussion.
C. Municipal Registry:
Culton: I did post this online. Discusses on being in compliant with CLG. I would like this to
be done my next fiscal year. Stafford would be happy to take this on.
Nickel: I have to leave in a few minutes, could we jump down to F. and G.?
1. Update property status by FYI 7?
2. Digitize and explore GIS /IT solution
F. Historic District Discussion: General discussion on a Historic District. Nickel will do some
further research on this issue.
G. Update of Comprehensive Plan for the City of Eagle: Nickel: Nicole the City Planer has sent
out a request to all of the committees to have 2 members volunteer their time on Updating of the
Comprehensive Plan for the City of Eagle. Nickel has volunteered.
Commissioner Nickel left the meeting.
Further discussion on Item #C the Municipal Registry.
D. Museum Curator's Report & CLG Questionnaire: No report
E. Preservation Month — Prep and Marketing
Culton: May is the big show and we are going to have that article published. I'm working with
Alana to get her materials and shore up the Speakers Program. We want to feature our Walking
Tour.
5. NEW BUSINESS:
A. Minutes of January 13, 2016:
Stafford moves to approve the January 13, 2016 minutes as written. Seconded by Culton.
ALL AYES: MOTION CARRIES .......................
B. HPC Mission and Priorities:
Culton: I want to layout my vision going forward. I want to refocus on saving our historic
properties that should be our number one goal and then community engagement. The third is to
get the Commission fully staffed.
C. Discuss NRHP Nomination and Dicky Dr. Barn:
General discussion. Culton proposes to focus on the Dicky Dr. Barn and work with the property
owners to get the barn registered. General discussion. Culton will reach out to the owners and
we will need to apply for a SHIPO Grant to do the survey.
D. Board recruitment: We have already had some previous discussion on this. We just need to
get the word out. General discussion on ways to recruit members.

There being no further business, Culton moved to adjourn. The motion was seconded by
