Minutes - 2016 - Historic Preservation Commission - 01/13/2016 - SpecialE THE CITY OF EAGLE HISTORIC PRESERVATION COMMISSION Special Meeting Minutes Eagle City Hall, 660 E. Civic Lane January 13, 2016 5:30 P.M. 1. CALL TO ORDER: Nickel calls the meeting to order at 5:35 p.m. 2. ROLL CALL: Present: NICKEL, STAFFORD, CULTON. A quorum is present. Chairman recognizes students from Eagle High School. Council Liaison Soelberg is introduced. 3. UNFINISHED BUSINESS: A. Grants, Signs and Plaques: Culton reports on a Grant to the Idaho Humanities Council for signs in the amount of $2,000. The Council will meet in February and make their decision. General discussion. B. Museum Curator's Report: Alana Dunn: distributes the Certified Local Government Evaluation Criteria Reporting Form and discusses the same which is due in June. I will attend each of your meetings through June so we can discuss the information that is required in this report. Discussion on the report. Preservation month is in May and if you want something on the Calendar they will need to know by the end February. Commission concurs to advertise the Walking Tour and the Quarterly Speakers Program if they have the program in May. General discussion. C. Quarterly Speakers Program: Nickel: Police Chief Calley does a reenactment. He was neighbors with a WWI 1 Veteran that he befriended and he ended up getting all of his memorabilia from the war and he also got stories. Chief Calley wears the gear and does the reenactment. I asked the Chief if we would do the reenactment at one of our Quarterly Speakers Program and he jumped at the idea. We could invite the members at the Senior Center or actually have this at the Senior Center. I will work with Chief Calley for the program in May. Stafford: We talked about having the DAR come back. I have an ancestor that qualifies so that would be fun to take him through the process. Stafford will follow up with the DAR for the March meeting. General discussion. D. Subcommittee Updates: a. Pioneer Section of Dry Creek Cemetery. Discussion on putting process information on the website. General discussion on how to proceed with the mapping. 4. NEW BUSINESS: A. Minutes of November 19, 2015: Stafford moves to approve the November 19, 2015 minutes. Seconded by Culton. ALL AYES: MOTION CARRIES ...................... Page 1 of 2 B. General Discussion of Upcoming projects, events: General discussion on the Barn Windshield Survey and the properties in the survey which will need an additional survey and how to proceed. Discussion on a Historic District and the Eagle City Code Section relative to Historic Districts. Chairman Nickel will research this and bring this back at the next meeting. 5. One of the requirements assigned to the SHPO is the evaluation of CLG programs in their state; every CLG program should be evaluated at least once every four (4) years. In an effort to make this as straightforward and easy as possible, the Idaho SHPO has developed this form to assist in the evaluation process. ENFORCE APPROPRIATE STATE AND LOCAL LEGISLATION FOR THE DESIGNATION AND PROTECTION OF HISTORIC PROPERTIES A. According to state law IC 67-6501, Local Planning Act of 1975, local governments are required to produce a comprehensive plan. As part of that comprehensive plan, the government must consider "special areas or sites," which specifically include historic, architectural, and archaeological properties and sites. 1. This state law also allows for specific activities to be undertaken by the local historic preservation commission to promote and protect historic properties. One of these activities is Design Review by the HPC of historic buildings in locally designated historic districts. Does the HPC have Design Review authority?
