1. CALL TO ORDER: Meeting called to order at 5:30 p.m.
2. ROLL CALL: Present: NICKEL, STAFFORD, CULTON. A quorum is present.
A. Final discussion on barn windshield survey
Discussion of barn survey. Staff is directed to provide hard copies of the analysis of the different
barns surveyed for further review and discussion on how to proceed with potential nominations.
There are five properties that may qualify for nomination, two of which are outside of city limits.
Discussion the appropriateness of spending funds on properties outside of city limits. Perhaps
the survey information on properties outside of city limits could be provided to other Historic
Preservation Commissions that may service those properties.
B. Museum Curator's Report: Alana Dunn
Ms. Dunn is not in attendance, and unable to attend tonight's meeting. She may be in attendance
next month to review a proposed Eagle "scrapbook" idea she is working on.
C. Grants, Signs and Plaques
Discussion amongst the Commissioners on who would be willing to research potential grant
resources.
D. Quarterly Speakers Program
Discussion of potential speakers. The contact from Daughters of Revolution has not been
reached. Nickel states that Hal Bunderson is working on composing books for cities throughout
Idaho and he may be willing to come and speak on it.
E. Subcommittee Updates
1. Pioneer Section of Dry Creek Cemetery: Nothing new to report.
2. Eagle Comprehensive Plan Update: The Comprehensive Plan Review Committee presented
its recommendations last Council last night. Discussion.
Discussion of establishing a historic district to preserve the Sharp home on Eagle Road.
The Commission would like to Invite Sheri Sharp to attend the next HPC meeting and Planner
Baird Spencer to discuss implementing a historic district to preserve Shari Sharp's house,
potentially incorporating that into the comprehensive plan updates that may be coming forward.
3. Merrill Park Rooster Design Review Application: Nickel met with Parks and Recreation
Director Aho today about location options for the installation of the rooster at the park. Three
options are reviewed: perch the rooster in the rafters of the shelter, construct a "cage" to enclose
the rooster in and place in to the south of the shelter, or create a commemorative plaque
regarding the Merrill family and egg farm, and have a miniature chicken made of the large one
that was donated. Discussion.
Culton moves that rather than installing the donated rooster at Merrill Park, that a plaque
commemorating the Merrill Family's land donation for the park, as well as the Merrill Egg
Farm be installed. Seconded by Stafford. ALL AYE... MOTION CARRIES.'

The Commission concurs that they will no longer pursue the placement of the rooster, and leave
it to the City Council to determine what they want to do with the donated statue.
4. NEW BUSINESS:
Staff notes there was a clerical error on the agenda, it should have read September 15th minutes,
not September 9th.
A. Minutes of September 15, 2015.
Stafford moves to approve the minutes as written. Seconded by Colton. ALL
AYE... MOTION CARRIES.
B. Review and Discussion of Heritage Conference
Commissioner Culton reviews a PowerPoint to review the events that occurred at the Conference
that they attended. [Attached to minutes]
Discussion.
C. General Discussion of Upcoming projects, events: No report
5. ADJOURNMENT: There being no further business, moved to adjourn. CultenThe motion was
seconded by Stafford. ALL AYES. MOTION CARRIED.
