1. CALL TO ORDER:
2. ROLL CALL: Present: NICKEL, KELCH, STAFFORD, CULTON. Absent: SCOTT.

4. NEW BUSINESS:
A. Minutes of April 8, 2015.
Kelch moves to approve the minutes of April 8, 2015 as presented. Seconded by Colton. ALL
AYE... MOTION CARRIES.
B. Minutes of May 13, 2015.
Colton moves to approve the minutes of May 13, 2015 as presented. Seconded by Stafford. ALL
AYE ... MOTION CARRIES.
C. Budget discussion for fiscal year 2015 -2016.
Discussion regarding programs for next year, and adjustments in the budget that may need to be made for
next year. Reduce education budget to $700 and increase Publicity- Printing line to $450.
Stafford would like to increase Eagle's participation in the National History Month which occurs in May
of each year. Perhaps looking at increasing the advertising and adding activities for this annual event next
year. Nickel states that an increased advertising in local publications would be good as well.
Eagle Curator Dunn states that she distributed posters at various locations throughout Eagle that the State
Historic Preservation Office provided promoting National History Month. It also detailed various
activities throughout the state. Eagle was mentioned in this promotion by the State. There are
opportunities to add activities for next year and have them promoted by the State for this event.
Discussion on options for promoting the activities, including working with Eagle Parks and Recreation
and participating in their recreational guide that will be mailed out twice a year. Kelch suggests to move
the $100 from the Country Christmas line item as the Commission does not participate in this event, and
move the funds to publicity and printing. This would make the total publicity and printing as $550.00.
Kelch moves to approve the budget of $8,000 for fiscal year 2015 -2016, with the following
expenditure changes. Increase publicity & publishing to $550.00. Reduce Educational Programs to
$700.00. And eliminate the line item for Country Christmas. Everything else remains the same.
Seconded by Colton. ALL AYE ... MOTION CARRIES.
D. Sonner -Osier Farmstead nomination to the National Re ister of Historic Places: The Idaho State
Historic Sites Review Board will consider the nomination of The Sonner -Osier Farmstead to the National
Register of Historic Places on June 2, 2015. Since the City of Eagle is an Idaho Certified Local
Government (CLG) participant, comments are being solicited. The public may comment on this item.
Chairman Nickel introduces the item.
Curator Dunn reviews the request from SHPO for comments and letter of support for the nomination of
Sonner -Osier Farmstead nomination.
Colton moves to authorize Chairman Nickel to sign the letter as presented. Seconded by Kelch.

Curator Dunn states that all of the archives and pictures are available online. It is a great new feature
available through a link on the City of Eagle's website. She is currently working on a pamphlet for the
museum.
Curator states that the National Parks has requested participation on a questionnaire that was forwarded
by Pete L'Orange with SHPO asking for participation from Commissions that are with CLG eligible
communities. Ms. Dunn reviews the same. Discussion. Nickel will review the questionnaire.
Discussion on museum signage. Dunn states that there are currently 3 off site /directional signs that the
State installed and there is also an A -frame sign that is set out for the museum.
The Commissioner Nickel, Stafford & Culton confirm that they will attend the Heritage Conference in
September. They will contact the Clerk's Office and let her know the dates to reserve hotel rooms.
Commission will not meet in the month of July.
Nickel states that this is Commissioner Kelch's last meeting. She has been a great asset for the
Commission and the City and he thanks her for her dedication and passion for the Historic Commission.
Nickel discuss potentially looking at reducing the number of Commissioners and the ongoing vacancies
with the Commission and perhaps look at amending the code reduce it to 5 members not to exceed 7.
Stafford moves request the City Council amend the City Code 2 -7 -1, and direct the Clerk's Office
to draft an ordinance amending the number of historic preservation commission members from
seven (7) to have the commission consist of between five (5) and seven (7). Seconded by Culton.
ALL AYE..MOTION CARRIES.
Culton will put the walking tour on the HPC website and on the Commissions Facebook page. He
discusses a potential Dry Creek Cemetery project for an Eagle Scout project, establishing goals and
objectives, etc.
6. ADJOURNMENT: There being no further business, Scott moved to adjourn. The motion was
seconded by Stafford. ALL AYES. MOTION CARRIED.
The meeting adjourned at 6:10 PM.
