Air 4 THE CITY OF EAGLE HISTORIC PRESERVATION COMMISSION sir iv MINUTES Eagle City Hall, 660 E. Civic Lane April 8, 2014 5:30 P.M. * Added item 1. CALL TO ORDER: Meeting called order at 5:40 p.m. 2. ROLL CALL: Present: NICKEL, KELCH, SCOTT, STAFFORD. Absent: CULTON. A quorum is present. 3. NEW BUSINESS: A. Introduction of New Commissioner Chairman Nickel introduces Mike Culton and welcomes him to the Commission. Continued to later in the meeting in hopes that Mr. Culton arrives. *B. Presentation regarding the Certified Local Government Program—Idaho State Historic Preservation Office:,Pete L'Orange-Historic Preservation Planner/CLG Coordinator Chairman Nickel introduces Pete L'Orange. Mr. L'Orange reviews the Certified Local Government Program (CLG). Mr. L'Orange reviews the different grant opportunities available through the CLG program, and what the funding can be used for. There are approximately 34-35 communities in the State of Idaho that are certified. Each year about 12-15 of those communities apply for grants. CLG Communities must be reviewed by the State Historic Preservation Office every 4 years to ensure they remain CLG certified. Eagle is up for review next year. Discussion. *C. Selection of Historian to conduct Windshield Survey of Barns in Eagle&Eagle's impact area: The Commission will select a historian from those submitted in response to the request for proposals for the windshield survey. This recommendation will be forwarded to the City Council for final approval of a service agreement. No work shall begin prior to an agreement being signed and grant funds being secured from Idaho State Historic Preservation Office. Chairman Nickel introduces the item. Discussion regarding the submittals. Stafford moves to accept the bidding offer(historian proposal)submitted by Madeline Buckendorf consulting to participate in our barn survey. Seconded by Kelch. ALL AYE...MOTION CARRIES. Deputy Clerk Osborn comments that once confirmation is received from SHPO that funding is available, Ms. Buckendorf s contract for services will be forwarded to the Council for approval. Ms. Buckedorf may not begin her work until the contract has been approved and executed. A. Introduction of New Commissioner Chairman Nickel introduces Mike Culton and welcomes him to the Commission. Mr. Culton tells the Commission a little about himself, and is excited to be part of the Commission. D. Approval of Minutes March 11,2015 , Page 1 of 3 hpc-04-08-15min Chairman Nickel introduces the item. Scott notes that while she attended the tour, she departed afterwards as she was ill. Under updates it shows her in attendance, and it needs to be corrected. Kelch moves to approve the minutes of March 11,2015 as amended. Seconded by Scott. ALL AYE...MOTION CARRIES. E. Discussion of Upcoming Projects,Events—Field Trips Chairman Nickel introduces the item. Discussion of the field trip with Sheri Sharp. Discussion of other Field trips. Perhaps a tour of the Dry Creek Cemetery for the May meeting. Commissioner Nickel will try to arrange the bus again, meeting at City Hall at 4:30 and then returning to City Hall for the remainder of the meeting. F. Discussion on Suggestions for Municipal Registry—(PK) Chairman Nickel introduces the item. Commissioner Kelch municipal registry and what it is comprised of. These are sites that are historic,but do not qualify for the national registry. Kelch reviews the history of this project and current progress on the same. Museum Curator Dunn provides comment for clarification. Pete L'Orange provides comment on the registry. Discussion. Discussion regarding different options of obtaining notice if a property on the historic registry is changing ownership or use. G. Election of Officers for Commission: Chairman, Vice Chairman, Secretary Chairman Nickel introduces the item. Discussion. This will be brought forward at the next meeting for action. 4. UNFINISHED BUSINESS: A. Updates/Sub-Committees: 1. Grant applications update This was covered under the RFP selection above. 2. Signs/Plagues Kelch suggests Blue Moose, Thomas Aikens House and Methodist Church were the three properties potentially for plaques. They are not historically significant but more points of interest. They will be incorporated into the walking tour brochures. She will move forward unless there are concerns from the Commission. 3. Quarterly Speakers Program—Review March Program; Commission Suggestions Kech,there was not a very good turn out from the community for the Eagle Fire Department history. Steve Guerber was the speaker,only about 6 in attendance. Discussion of options for the next speaker. They decide on either September or October for the next Speaker series. 4. Rooster—(SN) Page 2 of 3 hpc-04-08-15min Chairman Nickel states he is working with staff on submitting another application. 5. Heritage Conference—September 23-25, 2015 Scott states that June 1, 2015 is the early registration date. They need to look at funding and see who will be attending and what is has been budgeted for. Action will need to be taken on this at the next Commission meeting. Pete L'Orange discusses early bird rates and hotel accommodations for the Conference. 6. Walking Tour/May Historic Preservation Month—(RS) Commissioner Stafford hands out examples of the new walking tour map. Scott moves to approve the funding of the walking tour brochures in the amount not to exceed$200. Seconded by Kelch. ALL AYE...MOTION CARRIES. 7. Website/Facebook Update— Discussion on who will take over maintenance of these two media options. Commissioner Culton states he will look into it. 8. Pioneer Section of Dry Creek Cemetery—(Nickel,Kelch) Discussion regarding nvestigating the Pioneer section of the cemetery. 9. Barns—(DS) Discussed above. 5.
