Minutes - 2013 - Historic Preservation Commission - 03/13/2013 - Regular Eagle Historic Preservation Commission
Minutes of March 13, 2013
Call to Order: 5:32 p.m.
Roll Call: Thomason, Fallow, Kelch, Scott, Stafford, Nickel, Bearden
Approval of Minutes of Feb 13, 2013: Kelch (so moved), Fallow second.
Grant applications update (Kelch, Fallow) Ketch reported that last month it was decided that
the Heritage Park was not a good property for a historic sign, due to lack of historic information
for the property. The telephone building which was the former Cullen blacksmith/machine shop
would be a good candidate. Stafford offered to call the owners and get permission to place a
plaque in front of the building. However Kelch decided that was not a good idea since the
original building was not there any longer. She decided that the Nazarene Church would be a
better choice. Kelch reported that she has had great difficulty in obtaining history on the
Church. Also she needs a good photo before the remodel. Nickel reported that Rebecca has
done research on the Nazarene Church. Nickel stated that he would contact Rebecca to see if
she has anything on the church.Thomason stated that he would call someone to see if he could
locate a picture and let Ketch know.
Fallow reported that she ran into the VP of Foreign Affairs with Century Link. He did not know
that the building where the telephone co. stands was a site of historic significance. Fallow
stated that he might be interested in putting in a plaque about the property with Century Link
footing the bill. Fallow stated that she would call Jim Schmit and discuss the possibility of
Century Link providing a plaque in conjunction with us submitting photos and the history.
Quarterly Speakers Program: Thomason led a discussion about the number of attendees at the
past Speaker Programs, stating that the numbers seem consistently low. Scott stated she felt
that since they have been advertised that perhaps the low turnout is just due to the fact that
people are just too busy or not interested in historic topics.
Thomason asked if another was already in the works. It was decided that we would host a
round table with Ron Marshall and the possibility of another person such as Sherry Sharp.
Thomason stated that he would call Mr. Marshall, and the Library to set this up. Discussion
ensued about the format of a round table, it was decided that a panelist or interviewer would
be necessary(with a list of questions)to keep the discussion on track. No one was chosen or
decided on to take the task of moderator although Fallow suggested that Thomason would be a
good person to take this on. May 1st at 6:30 was chosen for the date and time.
Ketch offered up the name Phil Fry as another possibility for the round table talk. Thomason
asked if anyone knew Mr.Fry and commissioner Kelch stated that she did and would take on the
task of calling him and seeing if he would be interested in participating.
Thomason finished up stating that this round table talk and the unveiling of the Fisher House
would be our contribution to Idaho History month. (May) If we could get this finished up early
enough possibly we could get the information in the Boise Historic Bulletin.
Geocaching discussion:
Thomason introduced the subject and asked Fallow to explain geocaching to us and how this
plays into our role. Commissioner Fallow explained that this program could be primarily
through the Museum with support from the commission. The basic idea is to develop
coordinates that a geocaching hobbyist could follow to find places of historic interest in the
Eagle area. This led to the discussion of possibility of leaving small trinkets for these people to
find once they locate one of the geo-places. (Plus they sign in to let someone know they have
been there) Fallow stated that the museum could lend GPS models to people for use in this
endeavor. Continuing to explain Fallow stated that this is somewhat like a scavenger hunt using
GPS coordinates, you can upon arrival to one of these sites check in on some media site to get
historic information. She also stated that she has heard of races held in Boise of families
looking for these sites. Fallow stated that she has done this geo-cashing in Washington, D.C.
but did not collect anything at any sites, only that you would check in to get more information,
and in the end there was a survey asking questions i.e.: "how long did it take?,etc."
Fallow stated that this a high level concept, unlikely we could go with this alone, possibly
tapping into another group that does this on a broader scope. Commissioner Nickel stated he
thought that this would be good to get High School students involved. Commissioner Bearden
stated that his brother has been doing geo-caching for a long time and his brother plans to visit
him this summer. Maybe his brother could give us some ideas on this. Discussion was
continued as to other ways this could be possibly implemented. Nothing was settled and no
one volunteered to take this project on at this time.
New Projects:
Commissioner Kelch discussed the need for a new walking tour brochure. With no one
volunteering for this project,Thomason offered up the idea that we hold a special meeting on a
Saturday at the museum to accomplish this. We could use the same program that museum
director,Alana used when she designed the first one. Several commissioners agreed.
Commissioner Nickel stated that he was now monitoring the housing applications that come in
to the city, with an eye out for any historic properties that might be of interest to the
commission.
