Minutes - 2013 - Historic Preservation Commission - 02/13/2013 - RegularEagle Historic Preservation Commission
Minutes of February 13, 1013
CaII to Order: The meeting was called to order by Chairman Thomason at 5:29 p.m.
All commissioners were in attendance except Shawn Nickel but he was expected to arrive soon.
Roll Call: Commissioners Thomason, Kelch, Beardon, Stafford, Nickel, Fallow, and Scott were
present. Also we had a guest Mr. Ron Marshall, who was instrumental in establishing the Eagle
Museum.
Approval of Minutes: of Jan 9`h, 2013 by Kelch and Fallow, all in attendance said "aye".
Grant applications update: Commissioner Fallow stated that Commissioner Kelch has been
working on the wording for the signage which is due to be completed by the end of May 2013.
Discussion was held between Thomason and Fallow as for the need of grant money approval
from the city. Commissioner Scott stated that she thought it was already in this year's budget,
Thomason asked if anyone else had looked at Sharon Bergman's budget she sent us. Also he
stated that he would check into this with the city. He stated to our guest Mr. Marshall that
Commissioner Fallow has written two grants to the State Historical Society for our historical
signage in town, with matching funds from the city. The first grant was for six signs; this one will
be for four. This has to do with Eagle's own municipal registry not a National Registry. Buildings
like Orville Jackson's don't qualify for the National Registry, but it is still important to Eagle's
History.
Mr. Marshall stated that Commissioner Kelch had called him about the history of the property
where the Heritage Park is, had some questions which he is prepared to answer. Commissioner
Thomason invited Mr. Marshall to the podium to give us more information. Commissioner
Kelch related a conversation between her and Mr. Marshall about what she had heard and
what really took place in regard to this property. It was established that the information that
Kelch had was flawed and therefore did not lend to the historical nature she was looking for.
She stated also that she asked for other suggestions from Mr. Marshall.
Mr. Marshall then took the podium to speak. He introduced himself and stated his address. He
spoke of a former land owner and the small houses on the land area that are no longer in
existence. The former owner was Mr. Christ. Mr Christ was an electrician and was kept busy
because a lot of the houses in Eagle at the time were not wired for electricity. He wired Mr
Marshalls grandfathers house on park in 1934. In the 1950's they sold the property to a realtor
by the name of Kathy Rich, she eventually owned all 4 lots. Then Jerry's market was closed
because of Albertsons, Jerry asked Mr. Marshall to sell it for him. Ponderosa Paint bought the
property. Ponderosa told Mr. Marshall that they did not like the look of the small houses on the
lot next to them. So Ponderosa bought the remaining lots. Then the owner of Ponderosa Paint
got cancer and went to Mr. Marshall to have him sell those lots. Mr. Marshall went to Rick
Issaguire, who was Mayor of Eagle, and eventually Eagle did buy the lots and turn it into a park.
Don Crawford was born in Eagle. Parents lived where the first Nursing Home is now, North
Eagle Rd. He drove the school bus, eventually purchased the Auto Repair (Eagle Auto Repair)
1st building on the right after Dry Creek, was the home and shop of Don Crawford's first shop.
Nazarene Church on 2nd Ave. Was a Church for many, many years then they sold the building
to Summers Funeral Home. The building is still there. Summers did not do well then sold it
again.
Cullens Blacksmith and then later a Machine shop. In the 1980's Mr Marshall sold it to the
telephone co. Joey Cullen Invented the Adjusto Gate.
Liquor Store today was a auto repair shop at the end of WWII. Puckett's garage had 2 bays. He
and Don Crawford were the only two mechanics in town. This is the only property in Eagle to
be owned by two Mayors. No parts store in Eagle, had to go to Boise to get parts. Eagle
Beverage was a contract store. Jerry Decker remodeled the building, was a feed store/ liquors
store.
The old Fire House is another important place. There is a lot of history written on the Fire
House. The fire department was started in the 1940's. The original building was built with
volunteers and donated materials.
The Commission thanked Mr. Marshall for his valuable information and his time.
Commissioner Fallow suggested that we vote tonight on which property will replace Heritage
Park. After some discussion about still using Heritage Park it was decided that Heritage did not
provide enough history to make it interesting to the public. Cullen's Machine shop was offered
as a suggestion; Commissioner Kelch stated that there was plenty of history on that at the
Museum. This would keep our signage on the East side of Eagle Rd. It was decided to do the
Cullen's property by a majority. Commissioner Stafford agreed to do the research on the old
Cullen property. If the telephone co turns us down for the signage, then our second would be
the Nazarene Church. Frank said commissioner Kelch should contact a Mr Dord of the Nazarene
Church to see if they had any historical information they would like to share.
Lastly Commissioner Fallow stated that she was invited to join the steering committee on the
possible round -a -bout in Eagle (located at the four corners of Eagle and old State), on behalf of
the Eagle Preservation Commission. She has attended one introductory meeting and would like
any input from the commission that she can carry forward.
Commissioner Fallow suggested that we each think of projects that the commission could work
on individually or in pairs in the coming year. Some discussion was had between Chairman
Thomason and Commissioner Fallow on this subject. Nothing was decided in the end.
