Minutes - 2012 - Historic Preservation Commission - 02/08/2012 - Regular EAGLE HISTORIC PRESERVATION COMMISSION Minutes of February 8th, 2012 Call to order: The meeting was called to order at 5:31 pm. Roll Call: Commissioners Frank Thomason,Alana Dunn, Pam Kelch were present. Commissioners Diane Scott and Karianne Fallow had excused absences. Curator Laurie Baker was also present, along with Josh Haskett. Mr. Haskett is here as a possible new Commission Member. UNFINISHED BUSINESS Approval of Minutes: The January l lth minutes were unanimously approved. Commissioner Kelch moved to approve the minutes and Commissioner Dunn seconded the motion. Quarterly Speakers Program: For this quarter's speaker, Commissioner Thomason invited David Leroy to speak on Abraham Lincoln and his relation to Idaho. The date was January 25th at 6:30 and 52 people attended. Commissioner Thomason let the Commission know that Mr. Leroy called the next day to thank us for having him as a speaker and was pleased at the turn out. Commissioner Thomason also gave a $50 honorarium to Mr. Leroy, as he did not charge a fee for speaking. The Commission briefly touched on the fact that Commissioner Scott will be hosting the next Speaker's Program and that speaker's subject will be about clocks. We will continue this item until next meeting when all Commissioners are present. Idaho State Historical Society Community Grant: Curator Baker spoke about the Idaho State Historical Society Community Grant and has been working with Commissioner Fallow and Mark Baltes from Landmark Impressions. Curator Baker sent out a sign template to Mr. Baltes and he sent it back with some updates and improvements. The Commission all agree that it looks nice and that we will go with that look for our signs. It has been brought up that there is concern with placement of two of the signs. The first one is the sign at the Orville Jackson's store. Landmark Signs has sent us a template where the sign would be affixed to the planter. The Commission has all agreed that this would not be an ideal place to have the sign. We believe the sign should have a stand and fixed into the sidewalk. The other problem sign is the one located in front of Sheri Sharp's house. Landmark Impressions has this one affixed to the fence in front of Ms. Sharp's home. Again, the Commission feels it should have a stand and be put up permanently into the sidewalk. Since we are missing two Commissioners this month, the Commission feels this is a decision that should be revisited next month. Idaho Archaeology and Historic Preservation Month: Curator Baker reminded the Commission that Historic Preservation Month is coming up in May and that we spoke briefly at the last meeting of possibly finding someone who could speak on the Eagle Island Prison Farm. Commissioner Kelch stated she looked on the speaker's list that the Idaho Humanities Council publishes, but found no one who speaks on that topic. Curator Baker has spoken to Lois Kunkler, whose father was the superintendent at the Farm. However, Ms. Kunkler is not comfortable speaking in front of audiences. Commissioner Kelch suggested that perhaps Ms. Kunkler's daughter, Lynne Sedlacek, may like to speak. Commissioner Kelch said she would pursue this and report back to the Commission on her findings. Orchids and Onions Awards: Commissioner Fallow has taken the lead on the Orchids and Onion Awards. She has completed all of the necessary paperwork needed for nomination for this Award. Commissioner Thomason thanked Commissioner Fallow and Curator Baker for their hard work on this. Commission Vacancies: Curator Baker informed the Commission she had an unexpected visitor last week. Mark Pelkoski,a Commission member who had to resign due to work conflicts, is now back in Eagle and would like to look into becoming a Commissioner again. He does have one request that he would like to ask of the Commission. In order to be able to make the meetings, he asked if we would be willing to move the meeting to 6:00 in the evening, instead of the 5:30,when we currently meet. The Commission agrees that we need to revisit this item next month when all the Commissioners are available to have a say in this. Curator Baker has also spoken to Mr. Alan Drew, a longtime supporter of the museum. He is a local resident and very interested in local history. He is also interested in the open position on the Commission. Curator Baker has informed both gentleman of the application process and will keep the Commission updated on any progress. NEW BUSINESS --Commissioner Kelch presented the idea of having a standard introduction at the Quarterly Speakers Program. This would not only help out the Commissioners, but by keeping the information standard we can look more professional. Commissioner Kelch also wanted to ask the Commissioners' opinion of giving a gift certificate to all our speakers as a means of thanking them. The idea was brought up that we keep the gift certificates local, buying only from local restaurants. Commissioner Kelch also thought that we could see if any of the area restaurants would like to match funds with us on gift certificates. Adjournment: There being no further business, the meeting adjourned at 6:25 pm. Commissioner Dunn moved for adjournment; Commissioner Kelch seconded the motion. Respectfully submitted, Alana Dunn, Secretary Approved Frank Thomason, Chair Sharon Bergman, City Clerk
