Minutes - 2012 - Historic Preservation Commission - 01/11/2012 - Regular EAGLE HISTORIC PRESERVATION COMMISSION Minutes of January 11th, 2012 Call to order: The meeting was called to order at 5:32 pm. Roll Call: Commissioners Frank Thomason,Alana Dunn,Pam Kelch,Diane Scott and Karianne Fallow were present. Curator Laurie Baker was also present, along with Josh Haskett. Mr. Haskett is here as a possible new Commission Member. UNFINISHED BUSINESS Approval of Minutes: The November 9th minutes were unanimously approved. Commissioner Fallow moved to approve the minutes and Commissioner Kelch seconded the motion. Country Christmas: Commissioners Kelch and Dunn headed up Country Christmas this year. The Commission decided this year to rent a costume(Chrismoose)for a volunteer to wear and stand in front of the museum to attract patrons. Also, hot cider and cookies were available inside the museum. Even with all these efforts, we only had 46 patrons that day. Commissioner Kelch brought up the idea that next year we shouldn't get as vested with Country Christmas. The Commission agreed. Commissioner Thomason pointed out that Country Christmas is no longer a city sponsored event and has dwindled. The Commission agreed that we can revisit this next Christmas season with the idea that we do less, if anything at all. Bushnell-Fisher House: Curator Baker reported that she had finally received confirmation paperwork regarding our nomination for the Bushnell-Fisher House. Curator Baker updated us on the series of events that led to the late arrival of the paperwork. With this paperwork,the Bushnell-Fisher House is now officially on the National Register of Historic Places and is also the last site in Eagle that is eligible for such nomination. Commissioner Fallow put the question to the Commission about what would be appropriate for a celebration for this event. Several different ideas were put forth, one being a tour of the house and a small celebration open to the public and city officials. The Commission all agreed that we needed to wait until warmer weather for a celebration like this, possibly towards the end of May or work it around Fun Days in June. Quarterly Speakers Program: It is Commissioner Thomason's turn to host the Quarterly Speakers Program. For this quarter's speaker, Commissioner Thomason has invited David Leroy to speak on Abraham Lincoln and his relation to Idaho. Mr. Leroy has written a book on this subject and is a well versed, highly educated man on this topic. The date has been set for January 25th at 6:30 and there will be a book signing at the end of the program. Commissioner Thomason has asked Commissioner Dunn to make flyers and help distribute the flyers around the community. The Commission then posed the question of who should host the next program and what the topic should be. Commissioner Thomason suggested that we could invite Barbara Perry Bauer, who has done much research on the Interurban. Commissioner Scott shared an idea for a speaker. She suggested that we bring in an expert on clocks. She knows of a repairman and enthusiast in Meridian that would be ideal for the next speakers program. Commissioner Scott said she would speak with him and report back to the Commission on this. Commissioner Fallow brought up the idea that even if our speakers are volunteer and not paid, we should think about offering a gift certificate of some kind. Commission Budget: Curator Baker addressed the Commission about the format in which she will be reporting the Commission budget to us. The budget will only reflect on month at a time and the Commissioners will only receive a budget when an actual change has been made. Idaho State Historical Society Community Grant: Commissioner Fallow has taken the lead in conjunction with Curator Baker on the progress of the community grant project. Landmark Impressions is the company we are working with to make the six historical markers. Commissioner Fallow and Curator Baker have been in contact with Mark Baltes at Landmark Impressions and have made substantial progress. Mr. Baltes has been working with ACRD and has filed the appropriate paperwork needed. ACHD has waived the $25 permit fee and has informed us that some of our historic markers will be in the right of way and some will not. Mr. Baltes will let us know when ACRD has approved our paperwork. Commissioner Fallow also pointed out that we need to contact the property owners and present them with a form letter explaining our intent. Commissioner Fallow said that she will draft a form letter and present it to the Commission at the next meeting. Curator Baker also informed the Commission that we already have a National Register marker in front of the Short House and should choose a different site for the sixth marker. The Commission agreed that we should choose another site and thought that the Baptist church(Rembrandt's)would be a good selection. Commissioner Fallow said she would talk to Landmark Impressions and have that change made. NEW BUSINESS --Curator Baker brought up the fact that Idaho Archeology and Preservation Month is coming up in May. The title this year is"Home on the Range." The Commission came up with several ideas. One idea is that we should create a program around the Eagle Prison Farm. Curator Baker will forward the email she has received about this event. --Commissioner Fallow was given a present from the Commission for the birth of her new baby girl. --Curator Baker informed the Commission that our new liaison on the City Council is Mary Defayette. In order to help out our new liaison, Curator Baker suggested that maybe we could do a small presentation at the pre- council meeting. According to Curator Baker, most other Commissions for the City of Eagle do this in order to make it easier on their Council liaisons. The Commissioners decided that Commissioner Thomason would be the most effective Commission member to give this presentation as he is our Chair. --Commissioner Fallow brought up the fact that Preservation Idaho's Orchids and Onions Awards are coming and that we should possibly look into nominating ourselves or possibly Curator Baker to receive an Orchid award for outstanding Historic Preservation. Commissioner Fallow will look into this and report back at the next meeting. Adjournment: There being no further business,the meeting adjourned at 6:30 pm.
