Minutes of August 10th, 2011
Call to Order: The meeting was called to order at 5:30 pm.
Roll Call: Commissioners Frank Thomason, Alana Dunn and Pam Kelch were present. Diane Scott and
Karianne Fallow had excused absences. Museum Curator Laurie Baker was also present, along with Eagle
resident Ron Marshall.
UNFINISHED BUSINESS
Approval of Minutes: The July 13th minutes were unanimously approved. Commissioner Kelch moved to
approve the minutes and Commissioner Dunn seconded the motion.
Historic Preservation Commission Bylaws: Frank has presented a draft of bylaws to the Commission for
consideration. The Commission has decided to continue this for the next meeting when all Commissioners
are present. A motion was made by Commissioner Kelch to continue this topic at the next meeting. The
motion was seconded by Commissioner Dunn.
Quarterly Speakers Program: Alana has asked David Habben to speak on September 28th at 6:30 at the
Eagle City library. His presentation is on cemetery symbology. The Commission all agreed that this is a
good tie-in to the Dry Creek Cemetery Program that Commissioners Scott and Kelch are working on.
Dry Creek Cemetery Program: Commissioners Scott and Kelch have obtained permission to do a
presentation at the Dry Creek cemetery. Diane will talk about the history of the cemetery and Pam is
looking into the history of the more prominent residents of Eagle who are buried there. Pam introduced the
idea of producing a paper booklet for the guests to take home with them. Other ideas discussed were
dressing up in period costume and possibly handing out treats on the way out of the cemetery. A tentative
date has been scheduled for Saturday, October 29th. Pam also informed the Commission that we must be
gone by dusk, as that is when the cemetery closes. Curator Baker brought up the fact that we cannot charge
an admission fee,but can ask for a donation.
Eagle Historic Commission Banner: Commissioner Kelch is in the process of working on a banner for the
commission. The Commission decided to continue this discussion at the next meeting, when all
commissioners are present. Commissioner Dunn motioned for a continuation; Commissioner Kelch
seconded the motion.
Eagle Register of Historic Sites: Curator Baker spoke about the local historic site worksheets that she has
developed and has been handing out to the Commission for the last two meetings. Laurie explained the
worksheet is slightly different than those used for the National Register of Historic Places. Currently it is
planned that there will be thirty-three sites in the local register, each with its own worksheet.
Certified Local Government grant,2012: Laurie reminded the Commission that the deadline for the CLG
grant is Sept 30th. However, this grant does not fund"historic markers," a project the Commission has
talked about before. The ISHS Community Grant,however, does cover historic signposts. The Community
Grant application is due Sept 1st. The Commission decided to ask Commissioner Fallow if she will help
with the grant application, as she has the most expertise in this area. Laurie will email a request and the
forms to Commissioner Fallow and see is she would have the time to help in this endeavor.
Commission Vacancies: Larry Rackham was given all paperwork to finish out his application for a seat on
the Commission,but we have not heard back from him for over a month. Laurie did follow up, but there
has been no word from Mr. Rackham. The Commissioners all agreed we should put an ad on the Eagle city
website advertising the commission openings. Curator Baker will also give the ad to the Valley Times
newspaper and The Independent newspaper.
NEW BUSINESS
General code changes: Commissioner Thomason reported on the general code changes discussed at the
City Council meeting on August 9, 2011. After much discussion of the current code covering "entertainment
facilities"and the need to address its ambiguities,the Council decided to continue this item so that the
Planning Department would have the opportunity to clarify the position of restaurants with bars so that they
would not be affected by wording designed to exclude stand alone bars.
Meeting of Society of Architectural Historians: This meeting is October 7-9, 2011. It is the Northwest
Chapter of The Society of Architectural Historians and covers local historic architecture. Curator Baker
brought this to the attention of the Commission should anyone want to attend.
Adjournment: There being no further business, the meeting adjourned at 6:30 pm. Commissioner Dunn
moved for adjournment; Commissioner Kelch seconded the motion.
