Minutes of July 13th, 2011
Call to Order: The meeting was called to order at 5:30 pm.
Roll Call: Commissioners Frank Thomason,Alana Dunn, Diane Scott and Pam Kelch
were present. Karianne Fallow had an excused absence. Museum Curator Laurie Baker
was also present, along with Larry Rackham, a prospective Commission member.
UNFINISHED BUSINESS
Approval of Minutes: The June 8th minutes were unanimously approved. Commissioner
Pam Kelch moved to approve the minutes and Commission Diane Scott seconded the
motion.
Historic Preservation Commission Bylaws: The commission went through most of the
Meridian Historical Preservation Commission bylaws to see what they could use in their
own bylaws. The commissioners went through page by page and made appropriate
changes. All commissioners agreed to come back to this task at the next meeting so that
this project might be finished.
Quarterly Speakers Program: Commissioner Dunn spoke about two different speakers
she is going to contact in regards to the Quarterly Speakers Program. One is Dr. Joanne
Klein from Boise State. She has a presentation concerning gravesites and genealogy. The
other presenter is Mr. David Habben. He is a historic photographer and has a
presentation on graveyard symbology. Commissioner Dunn states she would like to set
something up that would tie in with fall and Halloween. She will keep the Commission
updated on her progress.
Commission Vacancies: Mr. Larry Rackham attended this month's meeting as a possible
candidate for one of the vacancies the commission has at this time. Mr. Rackham stated
he was on the commission once before and is looking forward to serving on the
commission again. Curator Baker stated that the commission has evolved since then and
updated him on how the commission now stands. Curator Baker also reminded him of
the paperwork needed to complete his application to the commission.
Eagle Historic Commission Banner: Commissioner Kelch brought in a banner that she
had ordered and custom made for another civic group she participates in. She wanted to
present an example to the commission and get feedback. The commission all agreed they
liked the look of the banner, and agreed they would like the banner shorter and taller than
the one presented to them. The Commission also all agreed that the symbol on the
banner should be the City of Eagle emblem that is currently in use.
Eagle Register of Historic Sites: Curator Baker spoke briefly about the local Register of
Historic sites. She stated that she planned on having another site register form completed
by the next commission meeting. Commissioner Thomason commented on the register
of local sites, stating that he appreciated all of the hard work Curator Baker and
Commissioner Pam Kelch have done to make this a professional and informational
register.
NEW BUSINESS
Certified Local Government Grant,2012: Curator Baker informed the Commission of
two different Local government grants that are possible for the commission to submit, the
CLG(Certified Local Government) grant and the ISHS Community Assistance Grant.
Commissioner Kelch commented that for the ISHS grant it might be worth our while to
look at the preservation of some of the outbuildings at the Eagle Island State Prison Farm.
The Commission asked Pam to do some initial research and report back at the next
meeting.
Adjournment: There being no further business,the meeting adjourned at 6:30 pm.
Commissioner Diane Scott moved for adjournment, Commissioner Pam Kelch seconded
the motion.
