Minutes of May 11, 2011
Call to Order: The meeting was called to order at 5:30 pm.
Roll Call: Commissioners Frank Thomason, Karianne Fallow, Diane Scott, and Alana Dunn were
present. Pam Kelch was absent. Museum Curator Laurie Baker was also present.
UNFINISHED BUSINESS
Approval of Minutes: The April 13 minutes were challenged by Diane Scott. She pointed out she was
not here at the last meeting, even though the minutes stated she was. Minutes were revised and a motion
was made to accept changes. Motion was seconded and changes were accepted.
Orville Jackson Building: The commission continued the discussion about seeking out historic objects
on the site,namely the soda fountain and chairs, and asking them to be housed in the museum. Chair
Frank Thomason commented that he stopped in and noted that the soda fountain is now dismantled and
in the side room. He also went on asking of the commission that each of us should stop in and show a
sign of support for the new business. The commission commented that it would be a nice gesture to see
if the new owners wanted to put up historical photos of the building,to show the history of the place.
The commission asked Curator Baker if she would look for photos and pick out ones she thought
appropriate.
Historic Preservation Commission Bylaws: Curator Baker asked once again that we review the
Meridian Historic Preservation Commission bylaws that were forwarded to us and see if we can take
ideas from these bylaws to help formulate our own. The Commission asked Curator Baker to please
email the bylaws again to all commissioners. The commission should be ready to discuss this matter at
the next meeting.
Commission Preservation Code Changes: Curator Baker reported that changing our name from the
"Eagle Historic Preservation Commission"to"Preservation Eagle"could only be done if we continued
to use the word"commission"in our name. The commission agreed that the name"Preservation Eagle
Commission" sounded a bit odd. Chair Frank Thomason brought up the idea that maybe we could use
the name "Preservation Eagle"in letterhead only and not actually change the name. Curator Baker said
she would look into that idea and see if we could do that. The commission also spoke of increasing our
number of commissioners from 5 to 7 seats and starting to hold our commission meetings at the City
Hall. Again, Curator Baker said she would talk to the City Clerk and see if any of these requests are
obtainable.
Commission Budget: The commission once again evaluated the need for a minimum of$2000 for the
commission budget. The entire commission agreed that there is justification for a$2000 budget and a
motion was brought before the commission. It was seconded. A $2000 budget will be asked for at the
next budget meeting with City Council. Curator Baker has given all commissioners an example of line
item designations and what an appropriate monetary break-down might look like. The commission liked
the line item designations and no one could come up with any other line items to add. If something
comes up in the future, a line item could always be submitted at that time.
Idaho Archaeology and Historic Preservation Month: The commission was pleased with the turn out
of the"Reader's Theater: Women's Experiences on the Oregon Trail". The total head count was 34
people with$35 dollars collected in donations. The next program is scheduled for May 18, 2011 at
7:00pm. It will be presented by Don Watts and is titled"Weird and Wacky Sites on the Historic
Register". The commission also spoke of attending the Ada County Historic Preservation Council
meeting/awards ceremony. Commissioners Fallow and Dunn said they would attend and represent the
commission.
NEW BUSINESS
Election of Officers: Commissioner Karianne Fallow has been filling in pro tern as Secretary since
Nancy Suiter's resignation. Now that the commission is at full capacity with all seats full, it has been
decided a permanent Secretary should be settled on. Commissioner Alana Dunn,the newest member of
the commission,volunteered and a motion was made. The motioned was seconded and Commissioner
Dunn is now the new Secretary.
Commission Calendar: Before adjourning it was noted that each commissioner should make note of
the following upcoming events in their personal calendars.
• June 8: Regularly scheduled meeting of the Eagle Historic Preservation Commission(Eagle City
Hall, 5:30 pm)
• June 10/11: Eagle Fun Days
• June 28: Eagle City Council Pre-Council meeting at museum(5:30 pm)
Adjournment: There being no further business,the meeting adjourned at 6:30 pm.
