Minutes - 2011 - Historic Preservation Commission - 09/14/2011 - Regular EAGLE HISTORIC PRESERVATION COMMISSION Minutes of September 14th,2011 Call to Order: The meeting was called to order at 5:30 pm. Roll Call: Commissioners Frank Thomason,Alana Dunn, Pam Kelch, Diane Scott, and Karianne Fallow were present. Curator Laurie Baker was also present, along with Kathy Coburn, an intern for the City of Eagle. UNFINISHED BUSINESS Approval of Minutes: The August 10t minutes were unanimously approved. Commissioner Kelch moved to approve the minutes and Commissioner Dunn seconded the motion. Historic Preservation Commission Bylaws: At the last Commission meeting, Commissioner Thomason presented a draft of bylaws to the Commission for consideration. In lieu of time,the Commission decided to continue this item for the next meeting. Quarterly Speakers Program: Commissioner Dunn has asked David Habben to speak on September 28th at 6:30 at the Eagle City library. His presentation is on Cemetery Symbology. The Commission all agreed that this is a good tie-in to the Dry Creek Cemetery Program. Commissioner Dunn updated the Commission that she has spoken with Mr. Habben to confirm this time and date. Mr. Habben has responded that he will be there around 6:00 to set up his program. Dry Creek Cemetery Program: Commissioners Scott and Kelch updated the Commission on their presentation of the Dry Creek Cemetery. The two commissioners have decided that Commissioner Scott will be welcoming everyone and give a short history of the cemetery. Commissioner Kelch will then lead a short tour through the cemetery stopping at each of the following headstones: Tom Aikens,Mary Aikens, William Fisher and Thomas Breshears. The Commission has agreed that the tour will begin at 4:30, ending at 5:30 on October 29th, 2011. The two commissioners have decided that they will put pumpkins at each of the headstones on the tour and hand out Halloween candy to each visitor. Commissioner Kelch is currently working on a map of the cemetery to be handed out during the tour. The question of liability came up in the event that someone might hurt themselves during the tour. Curator Baker stated she will ask her supervisor, Sharon Bergmann,regarding any liabilities the city might face with regard to this event. Eagle Historic Commission Banner: Commissioner Kelch has been working on an official banner for the Commission. Tonight she presented the Commission with five drafts of different banner choices. After much discussion,the Commission agreed the words"Eagle Historic Preservation Commission"needed to be in bold. Other changes were suggested and the Commission decided on a final draft. Commissioner Kelch stated she would take this draft to the sign shop and have it done in time for the Quarterly Speakers program on September 28, 2011. Commission Budget: Curator Baker announced that the City Council approved the Commission's budget for$2000. Commissioner Thomason wanted to go on record and thank the City of Eagle for approving the budget. Idaho State Historical Society Community Grant: The Commission has applied for a community grant. The Commission wants to thank Commissioner Fallow for all her hard work on this grant; and also Commissioner Scott for the research that went into this project. The Commission is hoping that with this grant and the grant match money we can install walking tour signs. Curator Baker informed the Commission that she received a phone call today from Keith Peterson asking for clarification in our grant application. Mr. Peterson felt positive about the grant and informed Curator Baker she could call on September 28th to get an update about how the grant is going. Bushnell-Fisher House Nomination- Curator Baker wanted to give the Commission an update on the Bushnell-Fisher House Nomination. She informed the Commission that she spoke to Edith Cohen and asked her if she had been contacted by anyone regarding the nomination of her house for the National Register of Historic Places. Ms. Cohen said she has not heard anything. Curator Baker contacted the State Historic Preservation Office to inquire how the nomination was going. Offering an apology,Ann Swanson of SHPO admitted that the nomination had been misplaced,but that now the problem has been resolved. Commissioner Thomason offered his input, saying that when we get notification of being certified, the commission should think about having an event or a press release to notify the public. Curator Baker reminded us that the Bushnell-Fisher House is the last structure in Eagle that is eligible for the National Register of Historic Places. NEW BUSINESS Esto Perpetua Awards-Commissioner Fallow informed the Commission about the 2011 Esto Perpetua Annual Luncheon on Friday, October 7th from noon till 2:00. Jack Nesbit will be the key note speaker and the cost is $30. It will be held at the Idaho State Museum in Julia Davis Park. Adjournment: There being no further business,the meeting adjourned at 6:30 pm. Commissioner Fallow moved for adjournment, Commissioner Kelch seconded the motion.
