Meeting Minutes
November 11, 2009
Call to Order: Chairman Frank Thomason called the meeting to order at 5:36 pm on November II,
2009.
Roll call and introductions: Commission members Frank Thomason, Mark Pelkoski, and Diane Scott
were present. Commissioners Nancy Suiter and Karianne Fallow had excused absences. Laurie Baker,
Curator, and Pam Kelch, volunteer, were also present.
UNFINISHED BUSINESS
Approval of Minutes from October 14,2009: Laurie Baker offered a correction to the minutes of
October 14, stating that the City Attorney's name is spelled "Buxton" not "Baxton." Mark Pelkoski
moved and Diane Scott seconded the motion to approve the minutes as corrected. The motion passed.
Historic Preservation Code changes: Ms. Baker said that she had spoken by phone with Loren
Anderson, the attorney assigned the code changes, the day before and had responded to his questions
regarding the changes, most notably his concern that the Commission provide the city building
department with a list of the properties they wished notification on. He felt that the list should be made
available at the same time the code changes came up for Council approval. Mark Pelkoski was also
called by Mr. Anderson and they, too, discussed the need for the changes. Frank Thomason noted that he
had been approached by Mike Echeita, the head of the building department, at the previous council
meeting and that Mr. Echeita was seeking clarification about what these proposed changes might mean.
Once Frank replied that the Commission merely wanted to be informed about building requests that
might impact these properties, Mr. Echeita's response was favorable.
Eagle Register of Historic Sites: Volunteer Pam Kelch reported on her current role as photographer of
the historic sites listed on the Possible Sites listing provided to her by the Curator. She indicated that
thus far she and her husband had photographed almost all of the State St. sites listed, as well as a few
homes on Park Lane and the remaining buildings of the Eagle Island Honor Farm. She had not yet had a
chance to photograph any of the listed sites north of State St. She also indicated that she and the Curator
hoped to have the photographs finished and converted to worksheet form by the March, 2010, meeting
so that the Commission as a whole might make some decisions about what properties to continue to
investigate and which to discard.
NEW BUSINESS
Certified Local Government Grant (CLG): Ms. Baker reported that she had just finished the rough
draft of the CLG grant application to nominate the Fisher House to the National Register of Historic
Places, She also reported that she still needed to put the finishing touches on the budget breakdown and
was planning on presenting a letter of consent to nominate to Edith Fisher Cohen on the morning of
November 12,2009, for her signature. The grant application is due by November 30 and Ms. Baker wiU
be out of town from November 16 through November 22 so she hoped that SHPO would be able to go
over the draft in her absence and advise her of any needed changes upon her return.
Mr. Thomason reported that his National Register experiences in Meridian had taught him that the
Commission will need to hire a professional historian to research and write the nomination and Ms.
Baker indicated that she had already discussed this process with Grants Analyst Ann Swanson of Idaho
SHPO. According to Ms. Swanson, the bid hiring process for a suitable historian begins after the grant
has been formally approved.
The Commission will not meet in the month of December. The next regularly scheduled Commission
meeting is January 13,2010, at 5:30 pm at the Museum.
It was moved by Frank Thomason and seconded by Mark Pelkoski that the meeting be adjourned. The
motion passed and the meeting adjourned at 6:22 pm.
