Meeting Minutes
October 14, 2009

Chairman Frank Thomason called the meeting to order at 5:34 PM on October 14, 2009.

Review of the meeting minutes from our meeting on September 9, 2009 resulted in the following
corrections:
Correct the spelling of Diane's and Mark's names. (Correction suggested by Laurie Baker)
Under the reference to the National Register and fundraising, clarify the eligibility
requirements between the National Register and the municipal site registry. Clarify that the
National Register is really SHPO's responsibility and the local registry hasn't been created or
identified to date. (Correction suggested by Laurie Baker)
It was moved by Karianne Fallow and seconded by Mark Pelkoski that the minutes be approved, with
the two recommended changes.
The Commission addressed the Historic Preservation Code Changes which were discussed at the
previous meeting. Laurie Baker wrote a cover letter to the City Attorney (Susan Baxton) to be mailed to
both Sharon Bergman, City Clerk, and Susan Buxton, City Attorney. We will send an advanced copy to
City Hall in an effort to continue to strengthen our communications with the City.
Mark Pelkoski suggested that we should ask the City Attorney for a draft of the new City Code
language, once it's drafted, so that we can review and comment on it as appropriate. His
recommendation was approved by consensus of the Commission members. Laurie Baker will rewrite
the letter and send it to Sharon and Susan.
The Commission discussed the new Eagle Municipal Historic Registry. Laurie Baker shared the work
she's done on the list of sites in Eagle. She created a spreadsheet of local sites and sorted it
alphabetically and by numerical street address so that they will be easier to catalog. The list will be used
by volunteer Pam Kelch as she researches and photographs each site.
Pam Kelch and Laurie Baker will contact the County Assessor's Office regarding the information
available for searches on historic properties in Eagle. They will ask about what limitations we might
face as we begin the extensive search oftitles and property history, like cost for each search, etc. Mark
Pelkoski believes that the Assessor's Office will allow a very basic property search for free. However,
it's likely that a more in-depth search will cost money.
Mark Pelkoski has offered to connect Pam and Laurie with a friend that works for a title company and
may be able to help in some way. Pam asked whether there is a title company based in Eagle that might
provide title search services for free. Karianne and Frank agreed that it was a good idea to try to find a
local Eagle company.
As she did at the September 9th meeting, Karianne Fallow offered to call the Boise State University
Archaeology Department to find out if there are any students involved in historic archaeology who
might want to help with the property search efforts. Pam Kelch has given her commitment to the
project.
In a miscellaneous topic discussion, Mark Pelkoski has agreed to commit as much time as possible to the
Commission, as is allowable by his new job.
The Commission agreed that staying apprised of current historic preservation issues is critical to its
success, especially in light of the Boise Cole School demolition (the oldest standing school in the
district). The demolition was a very public and political decision and is a blow to the protection of
historic properties in the Valley.
Karianne Fallow asked whether it will still be necessary to give a Commission update to City Council in
October. It was suggested that perhaps we wait until we've made more progress on the local historic
preservation sites program. We will plan to give an update early in 2010 to the City Council, after the
election.
There was a question about whether the Commission will move their meeting dates. It was suggested
and agreed that we would wait until the absent Commission members were present to make that
decision.
The Commission will meet again on November 11,2009 at 5:30 PM at the Eagle Historical Museum.
It was moved by Karianne Fallow and seconded by Mark Pelkoski that the meeting be adjourned. The
meeting adjourned at 6: 14 PM.
