EAGLE HISTORIC PRESERVATION COMMISSION
Meeting of September 9, 2009
Call to Order: Chair, Frank Thomason, called the meeting to order at 5:34 p.m.
Roll Call and Introductions: Commission members Karianne Fallow, Nancy Suiter,
and Dianne Scott were present. Museum Curator, Laurie Baker was present and
introduced Museum volunteer, Pam Kelch.
UNFINISHED BUSINESS
Approval of minutes of July 8, 2009, and August 12, 2009: Frank Thomason offered a
correction to the minutes of July 8, 2009, stating that he met only with Edith Fisher
Cohen regarding the listing of her home on the National Register of Historic Places. Kari
Fallow moved and Dianne Scott seconded the motion to approve the minutes as
corrected. The motion passed.
Historic Preservation Code changes: Frank Thomason asked Laurie Baker to write a
cover letter noting the changes to the code suggested by Marc Pelkowski and send them
to the City Attorney. Kari Fallow moved and Dianne Scott seconded the motion to have
this done. The motion passed. Kari Fallow then asked if the overlay project of an Eagle
Historic Sites plan should be contained within the City Code. Ms. Fallow also suggested
that investigating and reporting on the eligibility of remaining properties might be a
project suitable for an urban archeology student at Boise State University.
Register of Historic Sites in Eagle: Discussion was held regarding possible sites in
Eagle that might be included in a local Historic Sites register. This included the building
at the northeast comer of 1st Street and Old State Street and the site of the former Eagle
Island prison farm and its remaining buildings. Ms. Baker asked that anyone having
suggestions of places to be identified bring her addresses that she can then check through
the Assessor's office to verify the property's eligibility. Kari Fallow reiterated this might
be an appropriate project for a BSU student and volunteered to call the department at the
college and make inquiries.
Fisher House National Register Nominee: As reported to Frank Thomason in an
interview with Edith Fisher Cohen, the Fishers are agreeable to having their home listed
on the National Register of Historic Places. This will likely be the last remaining place in
Eagle to qualify, giving the city a total of six places on the National Register. Laurie
Baker reported that since 1991 there has been no action taken regarding historic sites and
therefore the City has lost several places that might have been eligible for registration.
She emphasized that educating the citizens of Eagle regarding these losses would raise
interest in preserving what is left. Frank Thomason agreed that a "two-pronged attack,"
pointing out to citizens and to the Eagle City Council what has been preserved as well as
what has been lost might help the effort to preserve what remains of Eagle's historic
places.
NEW BUSINESS
National Register Funding: Inasmuch as the EHPC initiated the idea of having the
Fisher house on the National Register, it is responsible for half the cost, $1000. It is
hoped this amount can be obtained from the City of Eagle or, as discussed at the August
meeting, by way of a CLG grant. Dianne Scott suggested reinstituting a Speakers'
Bureau which has been a successful fund raiser for the Museum in the past.
EHPC Manual Inserts: Laurie Baker asked if she should provide additional inserts for
the Commissioners' manuals. It was decided that since most correspondence among
Commission members will now be via email.this won't be necessary. On the subject of
email, Kari Fallow reported she sent copies of her news release regarding citizen
donations for the registration of historic places and to the Museum to members of the
Commission. Nancy Suiter pointed out that she had not received the email and asked that
her address be included in future mailings.
Adjournment: There being no further business, Kari Fallow moved and Nancy Suiter
seconded the motion to adjourn. The motion carried. Chair, Frank Thomason, declared
the meeting adjourned at 6:32 p.m.
