EAGLE HISTORIC PRESERVATION COMMISSION
August 12, 2009
Call to Order: Chair, Frank Thomason, called the meeting to order at 5:32 p.m.
Roll Call and Introductions: Commission members Frank Thomason, Karianne Fallow,
Mark Pelkoski, and Nancy Suiter were present. Laurie Baker, Curator, also attended.
UNFINISHED BUSINESS
Approval of Minutes: The minutes of the July 8, 2009, meeting not being available it
was agreed the reading would be deferred until the next Eagle Historic Preservation
Commission (EHPC) meeting on September 9, 2009.
Fisher House National Register Nomination: Frank Thomason reported that he met
with Bill and Edith Fisher Cohen and they are willing to have their home nominated for
the National Historic Register so the Commission can begin the process for the
nomination. Mr. Thomason also spoke with Ann Swanson of the Idaho Historic
Preservation Commission who feels the Cohen's home may be the only place left in
Eagle that would be eligible. Laurie Baker reported she has $1,000 in her budget. She
stated that if the Commission could get a Certified Local Government (CLG) grant for
matching funds it could proceed with the project. A further discussion was held
regarding financing and the suggestion was made that the Commission seek public
donations. Kari Fallow offered to write a news release for The Eagle Informer regarding
this and Frank Thomason asked that he receive a copy for his paper, The Valley News
Times, as well.
Historic Preservation Code Changes: Mark Pelkoski said there are gaps in the current
Code. He will do an initial analysis of the Code and report on his findings at the next
meeting. Since the members feel the Commission should be a part of the permitting
process by the Planning and Zoning Commission, the question now is if this should be
included in the Code.
Regarding an Eagle Municipal Register, Laurie Baker stated she would build on the work
she has already begun in that direction. She added that her work would essentially match
that of the National Register as the intent of each is the same although not all details
apply. She suggested the City might supply plaques to property owners as an incentive to
register.
NEW BUSINESS
Certified Local Grant Application: Parameters have been created regarding the
registration of grange halls in the area. Ms. Baker feels she would have a better chance
of obtaining a block grant for the Museum. Frank Thomason asked if the Commission
should broaden its appeals for community support to include donations for the Museum.
Commission members agreed this would be a good idea so an appeal will be made for the
Museum and for matching funds for registration with the Federal and Municipal
Registers. Discussion followed regarding allowing donors to prioritize their donations
and reminding them that donations would be tax deductible.
August 25, 2009, Public Hearing: This hearing before the Eagle City Council will be
regarding the budget. Ms. Baker asked that the Commissioners attend.
Adjournment: Nancy Suiter moved and Marc Pelkowski seconded the motion to
adjourn. The motion passed. Frank Thomason declared the meeting adjourned at 6:26
p.m.
