EAGLE HISTORIC PRESERVATION COMMISSION
Minutes of the Meeting of August 14, 2008
Call to Order: The meeting was called to order by Chairman Jason Pierce at 6:05 p.m.
Roll Call: Commission members in attendance were Jason Pierce, Betty Fisher, Shari
Sharp, Gwen Sears, and Nancy Suiter. Eagle City Councilman Mike Huffaker and
Curator Laurie Baker were also present.
UNFINISHED BUSINESS
Approval of Minutes: Some criticism has been made of the style of the past minutes of
the Commission and we have been advised they should be less narrative and more "bare-
bones" in form. It was agreed that Commission Secretary, Nancy Suiter, now back from
a leave-of-absence due to ill-health, will make an effort to comply with the advice. Betty
Fisher then moved and Gwen Sears seconded the motion to approve the minutes of June
12, 2008. The motion passed.
Curator's Report: Shari Sharp asked if Ms. Baker's salary equity adjustment, as
recommended by the Mercer Group study, was included in the budget approved by the
Commission at the last meeting. Ms. Baker replied that it had not been as the figures
were not available until July. She also said the Museum's budget came in at 18% less
than had been requested but at the time of the current meeting Eagle's city budget was
not complete.
Shari Sharp also inquired about photocopy expenses. Ms. Baker explained that photos
that are the legal property of the Museum may be photocopied by her for the use of others
for a small fee per copy. Fifty dollars was made last month from this service. No fee is
charged to non-profit organizations.
Expenditures: The Commission members were pleased to learn that through Laurie
Baker's efforts the Museum, to date, has taken in more than $8,000. This sum is over the
amount expected by the City's budget forecast.
Donation Review Form: There were five pages of donations to the Museum this month.
Laurie Baker presented the Commission with a brief list of these and Nancy Suiter moved
and Shari Sharp seconded the motion to accept the donations. The motion passed.
Budget: See Curator's Report.
Hart Book: The Hart Book remains a work-in-progress. Laurie Baker showed the
Commission examples of pages done through the InDesign program. The Commission is
still hoping the book will be ready by 11/22/08, the date planned for the author's book
signing although, at this point, Ms. Baker is cautious about making promises to that
effect.
Eagle Auto Fest: The date of the Fest is August 24, and as of this meeting four local
businesses are willing to participate in the Poker Walk. These include Reed's Cyclery,
Subway, Wild West Bakery, and Redesign. The Museum is the last stop where up to
three cards can be purchased for 50 cents each. Steve Garringer of State Farm Insurance
has donated $100 and 100 bags with 100 atlases to the Fest. Jason Pierce said he could
get 100 of last year's Food and Wine Fest glasses donated. Ms. Baker reminded the
Commission that, per an agreement made last year with the Auto Fest organization, they
will receive half of whatever profit is made. The Eagle Food and Wine Fest is scheduled
for the same weekend and there was some discussion as to whether it might draw
attendance away from the Auto Fest.
Images of America: Arcadia, a publisher of photo essays of city histories, has asked if
the Museum would participate in compiling the material needed to publish a book for the
City of Eagle. Laurie Baker showed the Commission a copy of a book by Arcadia made
for the city of Idaho Falls as an example of their work. A book like it would sell for
$19.95. There are no production costs and the entity ordering the books would receive a
royalty of an unspecified amount for each book sold. Arcadia indicated a desire to have
materials ready for them to publish in three to nine months. Ms. Baker responded that
with her present time commitments she would likely need two years to prepare. Mike
Huffaker said we should find out the amount of the royalty and Jason Pierce felt all
preparations for the Arcadia project, should the Commission decide to explore it further,
should be postponed until after the release of the Arthur Hart book. Laurie Baker agreed
to relay this message to Arcadia but said it might be possible for her to begin the process
of assembling some of the materials needed now.
Curator's Performance Evaluation: Laurie Baker handed out evaluation forms and
asked all members of the Commission to fIll them out and return them at the September
meeting.
NEW BUSINESS
"Only in Eagle" Display: The slat board for the display was installed in the front hall
entrance today.
Idaho State Historical Society Grant: The application for this grant is due 9/25/08. It
is long and difficult to fill out. Jason Pierce said the City has a grant writer. Shari Sharp
moved and Betty Fisher seconded the motion for Laurie Baker to meet with him/her and
ask for help with this. The discussion that followed included a suggestion from Mike
Huffaker that the application include a list of specific things the Museum might need. Aamicrofiche reader (to read old issues of The Valley News Times) is already included.
Additions to the list would be two new, museum-quality cases; half-time help; and new
lighting for the Museum. There being no further discussion the motion passed.
Mike Huffaker told the Commission the mural on the exterior wall of Eagle elementary
school is to be covered over. The members lamented this coming loss and this led to
discussion ofthe remodel of the IOOF hall. This part of the oldest known building in
Eagle has been remodeled with no thought to historic accuracy. Ms. Baker informed the
Commission that without the adoption of a Preservation ordinance by the City of Eagle
there is little that can be done to prevent these losses.
September 2008 Training Session: The date 9/20/08 is set for the third in the series of
volunteer training sessions led by Laurie Baker. This one will be titled, "What to do
When the Curator is Dead," and will feature a review of forms.
Museum Furniture Rearrangement: Laurie Baker has contacted Dave Rioux, Eagle
City Maintenance, and he will deliver new cases to the Museum in October and help her
rearrange furniture at that time. Prior to moving the furniture, Dave will patch and paint
the Museum walls. Ms. Baker asked that the Museum be closed to the public while this
is being done. Betty Fisher moved and Shari Sharp seconded the motion to close the
Museum for the week this is being done. Discussion included questions as to why there
are not more things on display in the Museum now and Ms. Baker told the Commission
that so much of what we have in storage are duplicates of things already displayed.
There was some talk of preparing pampWets for distribution to Museum visitors
explaining what the Museum needs in the way of donations and what is appropriate, and
what is not. There being no further discussion the motion to close the Museum for one
week in October passed.
Adjournment: There being no further business Shari Sharp moved and Betty Fisher
seconded the motion to adjourn. The motion passed and Chair, Jason Pierce, declared the
meeting adjourned at 8:08 p.m.
