EAGLE mSTORIC PRESERVATION COMMISSION
Minutes of the Meeting of March 13, 2008
CALL TO ORDER: The meeting was called to order by Chairman, Jason Pierce, at 5:50 p.m.
ROLL CALL AND INTRODUCTIONS: Commission members in attendance were Jason
Pierce, Betty Fisher, and Gwen Sears. Shari Sharp attended, as did the Curator, Laurie Baker,
who introduced Eagle City Councilman, Mike Huffaker, who will be the new liaison between the
Council and the Commission.
UNFINISHED BUSINESS
APPROVAL OF MINUTES: Commission secretary, Nancy Suiter, amended the minutes of
February 14, noting the omission of the phrase, "the motion passed" from the section Approval
of Minutes, and a spelling error. Betty Fisher moved and Gwen Sears seconded the motion to
approve the minutes as amended. The motion passed.
CURATOR'S REPORT: Laurie Baker reported that Weldon Fisher's resignation from the
Commission is now official. Shari Sharp has agreed to take his place.
APPROVAL OF EXPENDITURES: This month's expenditures include $165 to pay for the
Curator to attend the Idaho Association of Museums conference at Saint Gertrude's Monastery in
Cottonwood, Idaho, on March 27 - March 29. Ms. Baker submitted her name to fulfill Board
Position 1, for the Southwestern Region of Idaho. It is her understanding that confirmation
might occur at the conference.
DONATION REVIEW: The Museum has received a donation of an envelope addressed to
George Laird Shoup, the first Governor of the Idaho Territory; an albumen photograph of the
flood of 1943; and a picture of the Cox school. Nancy Suiter moved and Betty Fisher seconded
the motion to accept these donations. The motion passed.
ARTHUR HART'S BOOK: Ms. Baker reports she and her husband, Ron Baker, continue
editing Mr. Hart's manuscript with a goal of devoting the next month to finishing the project
after which the manuscript will be sent to the graphic designer for conversion to the InDesign
format. She also said there have been additional pre-sales of the book since her last report. As
of this date the cost of production is covered with $1,800 left over. She investigated the
possibility of having the book assigned an ISBN number, placing it in the Library of Congress
catalogue. The cost would be $275 and would require a purchase of 10 ISBNs. The
Commission agreed this was an unnecessary expense for this publication.
CUSTOMER APPRECIATION DAY: Ms. Baker tp.ade an addition to her previous report on
this event. A man who was formerly a professor of History at Boise State University attended
and said he plans to move back to Idaho when the sale of his home in Washington state is
complete. At that time he would like to volunteer at the Museum. In the meantime, Linda
Groves, also recruited at Customer Appreciation Day, is the Museum's newest volunteer.
ARcmVES TRAINING: Six volunteers attended the March 1, 2008, training session when
they learned methods of preserving historic photographs.
FACILITIES EXPANSION: The Curator gave the Commission members a tour of the newly
remodeled space on the street-side of the Museum. The space now includes the Curator's office,
the archives, and work space for the volunteers.
EAGLE AUTO FEST 2008: Jason Pierce, through his membership in Kiwanis, has met the
wife of a person in the auto body repair business and suggested that he, and other people in auto-
related businesses who are not exclusively Eagle-based, be contacted to make contributions to
this year's Auto Fest. During this discussion of the summer's activities, the Curator reminded
the Commission that she will be gone June 20 through July 7, 2008. Arrangements will be made
for coverage of Museum business during her absence.
NEW BUSINESS
SERVICE CLUB PRESENTATIONS: Laurie Baker will be making more presentations to
service clubs over the next few months. The PEO will meet in the Museum in March and she
will make a brief presentation to them at that time.
IDAHO ASSOCIATIONS OF MUSEUMS: See Approval of Expenditures.
HISTORIC PRESERVATION TOUR BOOKETS: Ms. Baker showed the Commission
members a sample of a historic preservation booklet from a museum in California. She
suggested similar publications might be produced by the Eagle Museum for sale to the public for
self-guided tours of historically significant places in and around Eagle. At present there are only
five Eagle properties known to be on the National Historic Register. She emphasized the
booklets would point to places of historic interest in addition to being a record of architectural
history.
ENTRYW A Y AND SOUTH WALL EXHIBITS: The Museum plans to ask the City of Eagle
to add a false wall on the west side of the entry which will then provide space for a display of
"only in Eagle" items, i.e., photos of the Beard-Growing contest, Eagle's only parking meter,
etc. The south wall will eventually house a new display of old Eagle High School memorabilia
and related reunion photos.
COMPo AND CLASS STUDY: Ms. Baker gave each Commission member a photocopy ofthe
Compo and Class Study to read and approve. These must be turned into the city by next
Thursday and will then be forwarded to The Mercer Group, Inc., who is conducting the study.
EVALUATION OF CURATOR: Ms. Baker's ftrst anniversary as Curator was March 1,2008,
and she has had no job evaluation as yet. This evaluation is usually done in the budget cycle in
June and so she suggested that rather than doing the evaluation twice, the Commission might
wish to postpone it until June. The members unanimously agreed.
EAGLE NORTHGATE FOURSQUARE CHURCH: The building now owned by the
Northgate Foursquare Church was originally the top story of the Eagle International Order of
Oddfellows hall (IOOF) and is thought to be the oldest, surviving structure in Eagle. The
building, located at 164 Old State Street, is for sale by the membership. The pastor says the
congregation plans to relocate in the Collister area. Laurie Baker is currently trying to track and
confIrm the date the IOOF hall was built. She feels there is a strong possibility it may become a
preservation issue.
There being no further business before the Commission, Gwen Sears moved and Betty
Fisher seconded the motion the meeting be adjourned. All voted aye and the meeting was
adjourned at 7 p.m.
