THE EAGLE HISTORIC PRESERVATION
COMMISSION
MINUTES OF THE MEETING OF:
IVlay 11,2005
Meeting was called to order by Chairman [Uane Scott.
Commission members in attendance were niane Scott, Geneva Trent, Weldon
Fisher, and Betty Fisher and Larry Rackham.
Weldon Fisher moved, and Betty Fisher seconded the motion, that the minutes of
February 18, 2005, and of March 16, 2005, be approved as written; motion passed.
The 5-year and Annual Goals were reviewed, noting that the application for
maintaining our Heritage City status has been submitted (copy attached), that we
are currently designing new exhibits (barn, chicken house & back porch), and Diane
had submitted a request for Eagle Community Fund Grant Oast page of it attached).
The group tabled until the next meeting the issue of a museum employee, until we
have more information from City Hall on wlhether one of us can be that employee.
The reception desk was discussed, and Betty' Fisher moved that we call Rolando at
Correctional Industries and request that it be built. The motion was seconded by
Weldon Fisher, and passed.
It was noted that items were moved from th,~ old storage unit to the new one, and
additional things from the museum were moved to storage also. "It's stuffed," Betty
announced, and told us that we will probably need another larger storage unit in the
future.
Diane reported that she and Weldon went out last week and took more photos of old
barns, and will probably do more next Saturday. It will be a while before this
project is f"mished
Weldon reported that so far nothing has been done about signs for the Goodale
Cutoff and Oregon Trail through Eagle, and he thought that maybe we need to get
together with Steve Guerber on it. Diane suggested that this be included in the
report to the City Council, and if they agree then we need to have the City's grant
writer start writing a grant for this.
Betty reported that she had submitted an article to the Treasure Valley Journal as
an introduction to the museum. Weldon has written up one on the Beacon Light, it
needs polished and will be submitted for the .July issue. Betty noted that the
Treasure Valley Journal expects an article every other month.
Weldon, Betty and Diane reported on attending the Northwest History Conference.
Diane noted that she had met former Chief Justice of the Idaho Supreme Court
Byron Johnson, and would like to have him come speak. Diane also got more
information for doing oral histories, including a catalog of equipment for recording
oral histories, and learned that the most important item is a good microphone.
Betty reported on the trip to the Long Valley Museum and Research Center at
Roseberry. It was noted that we need to have a special work meeting to get started
accessioning the museum items. Also we nef~d to do a trip to the museum in Baker
City and look at their accessioning software.
Weldon questioned using the buildings at Eagle Island State Park for storage; it was
recommended that he call the director and find out and report at the next meeting.
Betty discussed changes to the displays, and Geneva suggested that this fall we ask
Fred Fritchman from the State Historical M:useum to do a workshop for us on
making displays. Geneva is to call and schedule now so we have good ideas before
we start building the barn/chicken houselbal~k porch displays.
It was agreed that the Historic Preservation Commission meetings will continue to
be monthly, on the second Wednesday of ea&::h month at 9:00 a.m. prior to Historical
Society meetings. Weldon and Diane will giv,e report to the City Council on May 31.
Betty moved, and Larry seconded the motiOll that we include the museum software
in the budget for the coming year. Motion passed. Other items suggested to be
included in the budget are more reference books, museum memberships, recording
equipment for oral histories, salary for a part-time employee for the museum, new
exhibits, and Weldon requested a large-number telephone with an answering
machine.
Striping the Museum parking area and moving 2 of the signs was tabled to next
month, pending acquiring information on putting a display outside.
Diane reported that we should know by the end of the month if we will get the grant
to do the Walking Tour of Historic Eagle Sitf~s
It was also noted that the Historical Society wants to do a float for Eagle Fun Days,
and Lois Kunkler has offered to help.
Having covered all items on the agenda, Geneva moved and Larry seconded the

Dear Friends,
The City of Eagle requests continuation of Itlollo IFeri, oge City status based on the following
criteria:
1. The City of Eagle adopted Ordinance #157, adding Chapter 9 to Eagle City Code, creating a
Historic Preservation Commission, on October 24, 1989. This was amended by Ordinance
#391 on May 8, 2001. (Copies available on request)
2. The city's Historic Preservation Commission applied for CLG status in February 1998, and
received confirmation of it March 17, 1998. Record of this is on file with the State Historic
Preservation Office.
4. Eagle Middle School students continue to participate in Idaho History Day each year.
5, The Eagle Historical Preservation Commission members are doing oral histories. Members
plan to attend a training workshop on oral histories next month, to improve the quality of
upcoming oral interviews of identified "old-timers" of Eagle. Most of the interviews are
being video taped rather than just audio taped now.
6. Although not yet completed, two members of the Eagle Historical Preservation Commission
are currently writing a book on the history of Eagle, to be published and made available for
sale to the public. Plans are also underway to produce a video/CD of historic photos and
stories of Eagle interspersed with clips from some of the oral interviews.
7. Two brochures about historical buildings are currently available at the Eagle Chamber of
Commerce and the Eagle Historical Museum (copies provided with initial application). The
Eagle Historic Preservation Commission expects to update these brochures within the next
year. A tour of Historic Eagle homes was conducted last December, and will probably be
repeated this year.
8. The Eagle Historical Museum is located at 67 East State Street in Eagle, and is open to the
public on week-day afternoons and from II :00 a.m. to 3 :00 p.m. on Saturdays.
9. The city of Eagle has at least two sites that are listed on the National Register of Historic
Places (four according to information received from a phone call to the State Historical
Society on February 13, 2002), and the Historical Preservation Commission is currently
working on establishing a local registry of historical properties. One of the formal goals of
the Eagle Historic Preservation Commission for 2005 is to nominate another site for the
National Register of Historic Places.
11. The Eagle Historic Preservation Commission are currently collecting photos of buildings,
properties, people, activities and other elements of a historic nature to be preserved and filed
at the Eagle Historical Museum, with copies made to be taken to the State Historical Library
and Archives in Boise. Arrangements have be'~n made with Bach Photographs in Eagle to do
digital "clean-up" of some of those old photos before additional copies are made.
12. Every year the city of Eagle celebrates Eagle Fun Days, the highlight of which is the Rocky
Mountain Oyster Feed which is reminiscent of Eagle's agricultural beginnings.
13. One of the Five-Year goals of the Eagle Historllc Preservation Commission (as adopted
3/16/05) is to develop and maintain a program to verify and make available cemetery records
from both Dry Creek Cemetery and Joplin Cemetery.
Thank your for your consideration. Weare excited to be an Itlollo Heri'oge Ci(p
Sincerely,
c;Ir~~

To the Committee for the Eagle Community Fund:
Through project "Eagle Historic Walking Tour", we plan to share the
Historic Values of our city as they exist today. This project will consist of
setting up and designing brochures to be used by the public during a self
guided tour of the Historic sites in Eagle. To enhance this tour we will have
permanent signs made for our lamp posts~ at or near all Historic sites. These
signs will have the logo of the Eagle Hotel, a recognizable structure of our
Eagle area. This logo is owned by attorneys Richardson & O'Leary and
they have given written permission to use this logo without charge only
asking to be recognized for their contribution in our brochures.(release and
logo attached) The sign size will be determined by the City. Our estimated
cost is based on previous signs made for our Chamber of Commerce.
(receipt attached) It is our belief that this will invite the public to spend
more time in our downtown area, encourage walking in our city, and to
create a good economic pilot for local businesses.
We estimate our costs for "Eagle Historic Walking Tour' not to exceed
$1500.00. This will include 20 signs, 100 brochures and necessary office
supplies and expenses.
Sincerely,
Diane Scott, Chairman
Eagle Preservation Commission
