Minutes - 2005 - Historic Preservation Commission - 03/16/2005 - Regular THE EAGLE HISTORIC PRESERVATION COMMISSION MINUTES OF THE MEETING OF: March 16, 2005 Meeting was called to order by chairman Weldon Fisher. Commission members in attendance were Diane Scott, Geneva Trent, Weldon Fisher, and Betty Fisher. Following a workshop on March 7 where the group put together Five Year Goals and 2005 Annual Goals, the complete copy of those Goals were presented for approval. Diane Scott moved that the (attached) Five Year Goals and 2005 Annual Goals be approved, the motion was seconded by Geneva Trent, and passed unanimously. The issue of hiring someone to keep the museum open when volunteers are not available was discussed at length; the consensus was to submit a proposal to the Eagle City Council to hire someone to keep the museum open during the summer and re-evaluate the issue later. The group discussed replacing Terry Steach on the Commission; Diane moved that we recommend that Larry Rackham be appointed to fill the remainder of Terry Steach's term, seconded by Geneva Trent, and passed. A letter of recommendation was signed by the members to be submitted to the Eagle City Council. Weldon Fisher submitted a resignation as Chairman of the Commission. Betty Fisher moved that officers of the Commissionl for the coming year be: Diane Scott as Chairman, Larry Rackham as vice-chairman, and Geneva Trent as SecretatyITreasurer. Weldon Fisher seconded the motion, motion passed. The members discussed taking some field trips to other small historical museums, especially those at Cambridge, Murphy, Roseberry and Emmett. It was decided that the best days for the entire group to meet was on Mondays or Tuesdays. Geneva and Weldon will contact those museums to set times for visits. A larger storage unit for the museum was discussed, and Diane Scott moved that we request the City of Eagle to provide a larger storage unit. Betty Fisher seconded the motion, motion passed. Geneva will ask about it at City Hall. The group discussed obtaining a grant to purchase and install signs for the Goodale Cutoff and Oregon Trail through Eagle. It was concluded that no request could be submitted without a map showing the exact location where the signs would be installed. Weldon is to get further information to bring to the next meeting. There was discussion about submitting stories about the museum and other historical topics to the Valley Times, Treasure Valley Journal, Our Towns and Idaho Statesman. It was concluded that we should write our own stories, and that they should be reviewed and approved by the Commission prior to submission. Weldon told the group that there is no news on the valve from the dam, and he would like to get photographs of it. He especially wants to get the photo of the valve on a railroad car that took it up to Arrowrock dam, but doesn't remember where he saw it. Maintain Idaho Heritage City status. B. Implement program to collect and archive historic, city, and public records. C. Develop/maintain register of historic sites/buildings of Eagle. D. Improve/maintain oral history program. E. Complete a documentation of the history of Eagle that is available to the general public. F. Develop/maintain program to install interpretive signs at historic sites. G. Nominate an Eagle site for the National Register of Historic Places. H. Develop/maintain program to verify and make available cemetery records. 1. Improve the operations & exhibits of the Eagle Historical Museum. J. EAGLE HISTORIC PRESERVATION COMMISSION 2005 ANNUAL GOALS GOAL A. Maintain Idaho Heritage City status. 1. Complete & submit Heritage City application for review by April 1, 2005. GOAL B. Implement program to collect and archive historic, city, and public records. 1. Work with Eagle Public Library to create matching historic records filing systems. 2. Sort all records & photos collected so far and file them appropriately. 3. Make sure we have copy of all library filed data and make copies of our data for the library. 4. Prepare listing of former Eagle City Council members GOAL C. Develop/maintain register of historic siteslbuildings of Eagle. 1. Formalize the criteria for qualifying for the Eagle Historic Register. 2. Compile data collected to date on historic sites & buildings. 3. File data & photos in binder of Register of Historic Sites & Buildings of Eagle. GOAL D. Improve/maintain oral history program. 1. Have Commission members attend training sessions on conducting oral histories. 2. Conduct 10 - 12 oral history interviews during year. 3. Investigate getting transcriptions of oral history interviews conducted so far. 4. Investigate getting used transcription machine from State of Idaho GOAL E. Complete a documentation of the history of Eagle that is available to the general public. 1. Produce a video (CD) of historical highlights of Eagle. 2. Contact Arthur Hart about doing a book on historic Eagle 3. Compile photos and history of Eagle area barns GOAL F. Develop/maintain program to install interpretive signs at historic sites. 1. Determine sites that should have signs. 2. Investigate style/size/cost of signs 3. Prepare plan to have signs installed in 2006 GOAL G. Nominate an Eagle site for the National Register of Historic Places. 1. Determine what site should be nominated. 2. Start preparing application. 3. Apply for CLG grant to complete nomination process. GOAL H. Develop/maintain program to verify and make available cemetery records. 1. Contact other historic preservation entities for info on how they have developed their cemetery records programs. 2. Develop guidelines to establish local program. GOAL I. Improve operations & exhibits of the Eagle Historical Museum. 1. Get Museum Purpose & Procedure Manual in agreement with City Code. 2. Have Commission members visit at least 2 other small museums and learn how they are operated. 3. Have Commission members attend training on how to prepare exhibits. 4. Prepare one major new exhibit in 2005. 5. Get all museum display items accessioned and labeh~d. 6. Establish museum hours of operation & schedule volunteers to act as docents. 7. Get larger storage unit for Museum. 8. Have special activity for Eagle Fun Days. GOAL J. Investigate & apply Cor grants to Cund historic preservation activities. 1. Search for info on grants for historic preservation activities. 2. Work with City of Eagle's grant writer to apply for $ 10,000 in grants. 3. Work with City Clerk to develop budget by August 2005. GOAL K. Plan ahead for expanding museum & historic preservation activities into a larger building. 1. Discuss probabilities of needing to move museum in the future. 2. Start to develop list of wants & needs in expanded museum building.
