THE EAGLE HISTORIC PRESERVATION
COMMISSION
MINUTES OF THE MEETING OF:
February 18, 2005
Meeting was called to order by chairman Weldon Fisher at 1:15 p.m.
Commission members in attendance were Weldon Fisher, Diane Scott, Geneva
Trent, and Theresa Steach. Also attending were Ann Gibson, Larry Rackham, Betty
Fisher, and Alberta King.
The minutes of January 5, 2005, were read by Weldon. Diane moved that they be
approved as read, seconded by Geneva and motion passed.
Terry moved that we contact RSVP to see about getting volunteers to staff the
museum, rather than having an employee of the City of Eagle to sit at the Museum.
Geneva agreed that it's a good idea to get information on RSVP volunteers, but not
make a decision on it until after a strategic annual plan is adopted. Lacking a
second, the motion died.
Sharon Bergmann, Eagle City Clerk, noted that the Museum's Statement of
Purpose & Procedures Manual has a provision for a director but there is no
provision in the City Code for such a position. Therefore we need to either change
the Manual to specify that all decisions be made by the entire Commission at
meetings, or we need to request a change to the City Code by the City Council to
allow for a director.
Sharon also emphasized that decisions need to be made by only Commission
members, and not have relatives and others involved because of municipality and
state laws. She also passed out the budget, explaining that the City's auditor has
requested that Historic Preservation Fund money be put in a separate account with
the state treasurer to earn interest. She further explained that the $5000 grant
income is included in the budget so that there is a provision for booking a grant
should we receive one, but that is not cash for' actual expenditures.
Larry Rackham asked about what goals are established, and by which group.
Sharon then explained that Society members can set goals for th Society, and that
the Commission needs to set goals and present them to the City Council for
budgeting.
Sharon also urged the Commission to have someone meet with Ron Baker at the
Eagle Public Library.
A museum inventory has been requested by the City, and it was noted that Betty
Fisher is working on it. It was emphasized that all equipment purchased for the
museum needs to be housed there, not at anyone's home. Also that all expenditures
need to be approved by a vote of the Commission and sent to the City Council for
l"mal approval.
Terry moved to appoint Betty Fisher to the Commission to f"IIl the vacancy left by
Lois Kunkler. Diane seconded the motion, motion passed. Geneva will prepare a
letter of recommendation to the City Council.
Terry stressed that she would like to see signs in front of local historic buildings. It
was noted that if they are to be just "point of interest" signs, then the City can
provide those.
Diane moved that the meeting be adjourned, seconded by Geneva.
Meeting adjourned.
