THE EAGLE HISTORIC PRESERVATION
COMMISSION
MINUTES OF THE MEETING OF:
August 4, 2004
Meeting was called to order by chairman Weldon Fisher.
Commission members in attendance were Lois Kunkler, Diane Scott, Geneva Trent,
and Weldon Fisher. Also attending were Sharon Bergmann, City Clerk, and Mayor
Nancy Merrill.
The minutes of April 16, 2004, were discussed, Weldon asked if there were any
questions on them, and hearing none announced that they would stand approved as
written.
Weldon gave a quick update on the valve from the Diversion Dam, and stated there
has been no reply from the Dept. of Parks & Recreation.
Sharon discussed the procedures that we must follow as part of the city government.
She also discussed the budgeting process and how the income from leasing the front
of the museum building covers the utility expenses for the building. Spending
money on museum programs must be brought before the Commission and approved
by the Commission before she can spend the money. Examples are the Scavenger
Hunt program for the school kids and the Oral Histories program. So before any
monies will be spent in the future, there needs to be a motion before the Historic
Presenration Commission to authorize a member to investigate the proposed
expenditure, then when the details are presented there must be a motion on the
action and approval by the Commission before the proposed purchase/expenditure
is presented to the City Council for ("mal approval. This presentation to the Council
can be either oral or written, but they prefer a written proposal.
Sharon also explained that the budget for next year is about $6000, and that there is
some carry-over from last year. She will e-mail the budget to Geneva.
Diane said she thought we needed to set out a list of projects, and she showed what
she can do with old photos and the computer program Roxio, although much more
can be done with the Photos hop program.
Nancy suggested that at the beginning of the budget year, the Commission should
have a plan on what is planned and the associated costs, and that there should be a
five-year plan at least. So that the Commission can watch how their plans are
matching the budget, Sharon will send a copy of the budget and the checks paid
from the Historical Commission Fund each month to the Commission secretary.
For identification of Museum equipment and exhibits, Sharon clarified that the city
will tag all of the equipment used at the museum, including donated equipment, but
will not inventory display items.
Diane said she feels strongly that we need a telephone for the museum. Diane moved
that the Museum have a telephone, Lois seconded the motion, and it passed. It will
be under the City of Eagle, and the bill will be part of the utilities paid for the
Museum. Weldon assigned Diane to look into getting the telephone installed, and to
get a telephone with an answering machine.
Diane moved that we purchase a computer system for $2160, the best price she
could get on a system that met all the criteria she had looked for. Lois seconded the
motion, and it passed.
Nancy suggested that we connect into the Family Ancestral Files. Also discussed was
possibly having Boy Scouts take on the project of photographing headstones at the
local cemeteries and compiling the relevant information from the cemeteries.
Diane requested that we get software to convert mini-CD's to regular CDs. Nancy
suggested that she get costs and specifications first.
The next meeting will be on September 1St, at 10:15 am (to allow time for Lois to get
there) and will be a workshop to set up strategic annual goals and a five-year plan.
Lois moved to adjourn, and Diane seconded. Meeting adjourned.
