Consent Agenda items are considered to be routine and are acted on with one motion. There

B. Findings of Fact and Conclusions of Law for CPA-01-15/A-01-15/RZ-04-15 – Linder
Crossing – LR5, LLC: LR5, LLC represented by Shawn Nickel with SLN Planning, is
requesting a Comprehensive Plan Text Amendment to amend the density language for the “Rim
View Planning Area”, and a Comprehensive Plan Map Amendment to change the future land
use map designation from Transitional Residential to Mixed Use, and an annexation and rezone
from RUT (Residential Urban Transition – Ada County Designation) to MU-DA (Mixed Use
with a development agreement [in lieu of a conditional use permit]) to construct a 166-unit
apartment complex. The 11.13-acre site is located approximately 1,300-feet north of the
intersection of Chinden Boulevard (SH-20/26) and Linder Road at 6940 & 6910 North Linder
Road.
C. Findings of Fact and Conclusions of Law for CU-05-15/PPUD-02-15/PP-06-15 –
Shadowbluff Planned Unit Development – Envision Homes, Inc: Envision Homes, Inc.,
represented by Shawn Nickel with SLN Planning, is requesting conditional use permit,
preliminary development plan, and preliminary plat approvals for Shadowbluff Planned Unit
Development, an 18-lot (15-buildable, 3-common) residential planned unit development. The
4.35-acre site is generally located at the west side of North Horseshoe Bend Road
approximately a 1/4-mile south of the intersection of East Floating Feather Road and North
Horseshoe Bend Road at 10895 North Horseshoe Bend Road.
D. Findings of Fact and Conclusions of Law for A-03-15/RZ-06-15/PP-05-15 – Springhouse
Subdivision – CBH Homes, Inc: CBH Homes, Inc., represented Scott Wonders with J-U-B
Engineers, Inc., is requesting an annexation, rezone from RUT (Rural-Urban Transition – Ada
County designation) to MU-DA (Mixed Use with a development agreement in lieu of a PUD)
and preliminary plat approvals for Springhouse Subdivision, a 58-lot (52-buildable, 6-
common) residential subdivision. The 18.39-acre site is generally located on the west side of
North Park Lane approximately 750-feet north of the intersection of State Highway 44 and
North Park Lane.

5. PUBLIC HEARINGS:
A. CU-04-15 – Accessory Dwelling Unit in excess of 1,200-square feet – Green: Johnny and
Kathleen Green are requesting conditional use permit approval for a waiver to allow the
construction of a 2,745-square foot (1,860-square foot living quarters) accessory dwelling unit
(maximum size limitation per ECC is 1,200-square feet). The 2.08-acre site is located at 2095
North Greenview Court within Lexington on the Rim Subdivision.
This item was continued from the August 3, 2015, Commission hearing.
B. RZ-21-06 MOD/CU-10-15/PPUD-04-15/PP-10-15 – Eaglefield Commons Planned Unit
Development – The Preserve, LLC: The Preserve, LLC, represented by Becky McKay with
Engineering Solutions, LLP, is requesting development agreement modification, conditional use
permit, preliminary development plan, and preliminary plat approvals for Eaglefield Commons
Planned Unit Development, a 22-lot (16-single-family residential, 3-multi-family residential,
and 3-common) residential planned unit development. The 8.93-acre site is located on the north
and south side of West Escalante Drive approximately 960-feet north of the intersection of North
Linder Road and State Highway 44.
C. CU-06-15 – Cabinet Shop & Waiver – Cameron Luff: Cameron Luff, represented by Camilla
Luff, is requesting conditional use permit approval for the construction of a 5,500-square foot
cabinet shop and a waiver to reduce the required on-site parking by one space and to remove the
requirement for the construction of curb, gutter, and sidewalk along the portions of the site
fronting East State Street and Dunyon Street. The 0.30-acre site is located on the north side of
East State Street approximately 525-feet east of the intersection of Conover Street and East State
Street at 2128 East State Street.
