Dwellinl! - Garv P. Anderson: Gary P. Anderson is requesting conditional use approval
to convert a 2,772-square foot, two story single family residence into an attached two-
family dwelling (duplex). The 0.15-acre site is located on the east side of South Harlan
Place approximately 225-feet south of West State Street at 106 Harlan Place.

A. CU-05-07 - Conditional Use ADDroval for a Lacrosse Plavinl! Field - Jeff and Toni
Smith: Jeff and Toni Smith, represented by Bryan Hallowell and Jeffrey King with CT A
Architects/Engineers, are requesting conditional use approval for a 59,400-square foot
lacrosse field and a 37,907-square foot (approximately) dirt parking area. The playing
field and associated parking area is proposed solely for use by high school age lacrosse
players as a practice facility. The 4.8-acre site is located v., mile south of Floating Feather
Road on the east side of North Ballantyne Lane at 842 North Ballantyne Lane. This item
was continuedfrom the June 4, 2007 meeting. Staffis requesting this item be remanded
to staff.
B. A-ll-07/RZ-ll-06 & PP/FP-OI-07 - Annexation and Rezone From RUT to A-R-DA
and Combined Preliminarv Plat and Final Plat for Vil!ne d' Al!uila Subdivision-
Al!uila LLC: Aguila LLC, represented by Doug Russell with The Land Group, Inc., is
requesting annexation and rezone with development agreement from RUT (Rural Urban
Transition) to A-R-DA (Agricultural-Residential- up to one (]) unit per five (5) acres
with a development agreement) and combined preliminary plat and final plat approval for
Vigne d' Aquila Subdivision, a 5 - lot residential subdivision. The 26.22 - acre site is
generally located on the northeast corner ofN. Ballantyne Road and W. Beacon Light
Road at 1964 W. Beacon Light Road. Staff is requesting this item be continued to the
August 6,2007 meeting.

from A-R and MU-DA to MU-DA. and Preliminarv Plat for Eal!le Island Crossinl! -
Gardner Ahlquist DeveloDment: Gardner Ahlquist Development, represented by
Pamela Hall with Timberline Surveying, PLLC, is requesting a text amendment to the
2007 Eagle Comprehensive Plan, Section 6.8.2, "Park Lane Planning Area" (b) Design,
(2) Flint Estates Area, allowing for densities up to ten (10) units per acre in the mixed use
area. The applicant is also requesting a rezone with development agreement from A-R
(Agricultural-Residential- one (1) unit per five (5) acres) and MU-DA (Mixed Use with
a development agreement) to MU-DA (Mixed Use with a development agreement), and
preliminary plat approval for Eagle Island Crossing Subdivision, a 17-lot. 81-unit (27
multi-family [contained within I-lot], 13-commercial, and 3 common lots) development.
The 20.97 acre site is located on the south side of Flint Drive approximately 875 feet east
of Park Lane on Lots 3,5,6, and 8. Block 2, of the Amended Plat of Flint Estates, at 3605
Flint Drive, 3450 West State Street, 3415 Flint Drive, and 3300 West State Street. Staffis
requesting this item be continued to the August 6, 2007 meeting.
D. A-03-07/RZ-03-07/CU-02-07/PPUD-03-07/PP-07-07 - Annexation and Rezone from
RUT to R-I-DA and Conditional Use Permit and Preliminarv DeveloDment Plan
and Pleliminarv Plat for Eal!le Commons (AKA Bald Eal!le Pointe) Planned Unit
DeveloDment - Eal!le Commons LLC: Eagle Commons LLC, represented by Van Elg
with The Land Group, Inc., is requesting annexation and a rezone from RUT (Rural Urban
Transition Ada County designation) to R-I-DA (Residential up to one unit per acre with a
development agreement), conditional use permit, preliminary development plan, and
preliminary plat approval for Eagle Commons (AKA Bald Eagle Pointe), a 55-lot (45-
residential,9-common, I-right of way) residential planned unit development. The 49.5-
acre site is located approximately I ,800-feet west of Linder Road on the south side of
West State Street (State Highway 44) and north of the north channel of the Boise River.

E. A-8-07 & RZ-I0-07 - Annexation and Rezone from RUT to MU-DA - Hormaechea
LTD. PartnershiD: Honnaechea LTD. Partnership, represented by Michael Hormaechea,
is requesting approval of an annexation of372-acres and rezone from RUT (Rural Urban
Transition-Ada County Designation) to MU-DA (Mixed Use with a development
agreement) for 100-acres, R-4-DA (Residential up to 4 units per acre maximum with a
development agreement) for 140-acres, and R-2-DA (Residential up to 2 units per acre
maximum with a development agreement) for I 32-acres. The 372-acre site is located
north of Floating Feather Road, south of Beacon Light Road, approximately 2,640 feet
west of Lanewood Street east and west of Palmer Lane. This item was continued from
the July 2,2007 meeting.
F. A-I0-07 & RZ-12-07 - Annexation and Rezone from RUT to R-E-DA - Tim
Johnson: Tim Johnson represented by Clint Hansen, PLS, with Land Solutions, PC, is
requesting approval of an annexation and rezone from RUT (Rural Urban Transition-Ada
County Designation) to R-E-DA (Residential-Estates-one unit per two acres with a
development agreement). The 3.98-acre site is generally located on the south side of
Beacon Light Road approximately eight hundred feet (800') east of Ballantyne Lane at
1651 West Beacon Light Road.
G. RZ-15-07 - Rezone from R-R (Rural Residential- Ada County Desil!nation) to PS-
DA - City of Eal!le: The City of Eagle, represented by William E. Vaughan, is requesting
approval of a rezone from RR (Rural Residential- Ada County designation) to PS -DA
(Public/Semi-Public with a development agreement) for the East Hill Water Reservoir Site
area for the placement of a water storage tank. The +/- 3 .03-acre site is generally located
approximately 1,200 feet northeast of the Greenbrook Street and Horseshoe Bend Road
intersection adjacent to Eagle/Ada Sport Complex.
