a sequence determined by the Rules of Order.

4. NEW BUSINESS:
A. V AC -03 -07 - Request for a Vacation of a UtiIitv and Access Easement within Ea!!Ie
Ranch Subdivision - Citv of Ea!!Ie: The City of Eagle is requesting a vacation of
portions of Lot 3, Block 2 within Eagle Ranch Subdivision, 4A. The request by the
City to vacate portions of Lot 3, Block 2 is to clarify ownership of Lot 3 and portions
associated with it.
5. PUBLIC HEARINGS:
A. CU-05-07 - Condition Use ADDrovaI for a Lacrosse Plavin!! Field - Jeff and Toni
Smith: Jeff and Toni Smith, represented by Bryan Hallowell and Jeffrey King with CT A
Architects/ Engineers, are requesting conditional use approval for a 59,400-square foot
lacrosse field and a 37,907-square foot (approximately) dirt parking area. The playing
field and associated parking area is proposed solely for use by high school age lacrosse
players as a practice facility. The 4.8-acre site is located Y. mile south of Floating Feather
Road on the east side of North Ballantyne Lane at 842 North Ballantyne Lane. This item
was continued/rom the May 7, 2007 meeting. The applicant is requesting this item be
continued to the June 4, 2007 meeting.
B. A-03-07/RZ-03-07/CU-02-07/PPUD-03-07 - Annexation and Rezone from RUT to R-
I-DA and PreIiminarv Plat for Ea!!Ie Commons Subdivision. (AKA Bald Ea!!le
Pointe): Eagle Commons LLC, represented by The Land Group, LLC is requesting
approval of an annexation and a rezone from RUT (Rural Urban Transition ~ Ada County
designation) to R-I - DA (Residential-One with a development agreement) for Eagle
Commons (aka Bald Eagle Pointe), a 45-unit residential housing development. The
49.48-acre site is located west of Linder Road, south of State Street (Highway 44) and
north of the South Channel Boise River in the S 1/2 Section II and N Yo, Section 14, T4N,
Rl W. StafJis requesting this item be continued to the June 4,2007 meeting.
C. A-8-07 & RZ-I0-07 - Annexation and Rezone from RUT to MU-DA - Hormaechea
LTD. PartnershiD: Hormaechea LTD. Partnership, represented by Michael Honnaechea,
is requesting approval of an annexation of 372-acres and rezone from RUT (Rural Urban
Transition-Ada County Designation) to MU-DA (Mixed Use with a development

agreement) for 100-acres, R-4-DA (Residential up to 4 units per acre maximum with a
development agreement) for 140-acres, and R-2-DA (Residential up to 2 units per acre

north of Floating Feather Road, south of Beacon Light Road, approximately 2,640 feet
west of Lanewood Street east and west of Palmer Lane. StafJis requesting this item be
continued to the June 11, 2007 meeting.
D. CU-04-07 - Conditional Use Aooroval for Seven Mobile Offices (Portable
Classrooms) for ArtsWest Fine Arts School- Ken and Marv Cenell: ArtsWest Fine
Arts School, represented by Ken and Mary Cenell, is requesting conditional use approval
to install six portable classrooms and one portable bathroom unit totaling 4,400 square
feet. The 6.08-acre site is located on the south side of Flint Drive approximately 1,500-
feet east of Park Lane at 3415 Flint Drive. This item was continued/rom the May 7,
2007 meeting.
E. A-OI-07/RZ-OI-07 & PP-OI-07 - Annexation and Rezone from RUT to R-2-DA and
PreIiminarv Plat for Dwavne Lin!!eI Subdivision (aka Adonai Subdivision)-
Dwavne Lin!!el: Lakeside Development Group, LLC, represented by Jake Merrill, is
requesting approval of an annexation and rezone from RUT (Rural-Urban Transition-Ada
County designation) to R-2-DA (Residential up to two units per acre maximum with a
development agreement), and preliminary plat approval for Lockey Subdivision, a 36-lot
(33 buildable, 3 common) residential development. The 20.47-acre site is located on the
south side ofW. Beacon Light Road approximately 650' east of Park Lane at 3633 W.

Proctor: TNT Holding and Lynn Proctor, represented by Trent Simpson, Todd Wilson
and Lynn Proctor are requesting annexation and rezone from RUT (Rural Urban
Transition Ada County designation) to R-2-DA (Residential up to 1.1 units per acre
maximum with a development agreement), and preliminary plat approval for Tabasco
Trail Estates Subdivision. The I l.80-acre subdivision will consist of 14-lots (] I-new
residential, 2-existing, ] -common). The site is located on the east side of Park Lane
approximately 'I.-mile south of Beacon Light Road at 3664 & 3665 Tabasco Trail Lane.

H. CPA-I0-06-Comorehensive Plan MaD Amendment to establish a Desi!!nation of
Foothills Cluster and Foothills Conservation. Avimor. LLC: A vimor, LLC.,
represented by Robert Taunton, is requesting a Comprehensive Plan Map Text
Amendment to include +/- 22,675 acres into the Eagle Comprehensive Plan designating
the following land uses: Foothills Cluster Development in areas with slopes generally less
than 25%, Foothills Conservation Development in areas with slopes of25% or greater,
and Community and Neighborhood Commercial/Employment Centers, with an overall
density not to exceed one (]) unit per two (2) acres, plus incentive bonuses. This item
