discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in
a sequence determined by the Rules of Order.
Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda
approval motion unless specifically stated otherwise.

C. Findings of Fact and Conclusions of Law for PP-02-07 - Preliminary Plat for Aguila
Mountain Estates Subdivision – Red Rock Development: Red Rock Development,
LLC, represented by Bryan D. Martin, P.E., with Toothman-Orton Engineering Co., is
requesting preliminary plat approval for Aguila Mountain Estates a 31-lot (24 buildable, 7
common) residential subdivision. The 10.24-acre site is located at the northwest corner of
the intersection of East Hill Road and North Echohawk Way, approximately 420-feet west
of State Highway 55.
D. Findings of Fact and Conclusions of Law for CU-03-07/PPUD-01-07/PP-03-07 -
Alderwood No. 3 Planned Unit Development - Wayne Swanson: Wayne Swanson
represented by Matt Price with JJ Howard Engineering/Surveying is requesting
conditional use, preliminary development plan, and preliminary plat approvals for
Alderwood No. 3 Planned Unit Development, a 12-lot (11-buildable, 1-common) planned
residential development. The 2.75–acre site is located at 985 W. State Street
approximately 450-feet west of South Grandean Way.
E. Findings of Fact and Conclusions of Law for A-18-06/RZ-24-06 & PP-21-06 -
Annexation and Rezone from RUT to MU-DA and Preliminary Plat for Eagle
Gateway South - Cornerstone Group, LLC: Cornerstone Group, LLC, represented by
Walter Lindgren with Johnson Architects and Morton McMillen, P.E., with McMillen
Engineering, LLC, is requesting approval of an annexation and rezone from RUT (Rural
Urban Transition) to MU-DA (Mixed Use with a Development Agreement in lieu of a
PUD) and preliminary plat for Eagle Gateway South, a mixed use commercial and
residential development. The 56.86-acre, 98-lot subdivision, 114-unit (71-single-family,
42-multi-family (contained within 5-lots), 16-commercial, and 6-common) is located on
the southeast corner of State Highway 44 and E. Riverside Drive at 1650 E. Riverside
Drive.

4. NEW BUSINESS:
A. VAC-01-07 – Vacation of Public Utility/Access Easement across Parcels B & C,
portions of Lot 2, and Lots 3 & 4 Block 4, Merrill Subdivision No. 2. - Roy
Montague: Roy Montague, represented by J-U-B Engineers Roy Montague, represented
by Daren Fluke of J-U-B Engineers, is requesting City approval of a vacation to the final
plat of Merrill Subdivision No. 2 to remove the portion of the plat note providing for a
utility/access easement on portions of Lot 2 and Lots 3 & 4, Block 4. The site is located 35
feet east of East Plaza Drive on the south side of East State Street at 1119 East Plaza
Drive.
B. 2006000265-S/ZC/PUD/DA - Lanewood Estates Planned Unit Development -
Lanewood Investments, LLC (Ada County Application): Lanewood Investments,
LLC, represented by David Yorgason with Capital Development, Inc., is requesting a
rezone with a development agreement from Rural Urban Transitional (RUT-Ada County
designation) to Low Density Residential (R2-Ada County designation), planned unit
development, and preliminary plat subdivision approvals for Lanewood Estates, a 426-lot
(381-buildable, 45-common) planned residential development. The 190.52–acre site is
bordered on the south of W. Floating Feather Road, on the west by N. Lanewood Road, on
the east by N. Linder Road, and on the north by N. Beacon Light Road and is located at
2810 Lanewood Road. This site is located in the Eagle Area of Impact.
5. PUBLIC HEARINGS:
A. A-05-07/RZ-06-07 & PP-08-07 - Annexation And Rezone from RUT to R-2-DA and
Preliminary Plat for Lockey Subdivision – Lakeside Development Group: Lakeside
Development Group, LLC, represented by Jake Merrill, is requesting annexation of 20.47-
acres, to rezone from RUT (Rural Urban Transition) to R-2-DA (Residential up to two
units per acre maximum with a development agreement), and preliminary plat approval for
Lockey Subdivision. The 20.47-acre subdivision will consist of 36 lots (33 residential, 3
common). The site is located at 3633 W. Beacon Light Road approximately 650’ east of
Park Lane, on the south side of W. Beacon Light Road. Staff is requesting this item be
continued to the May 21, 2007 meeting.
B. A-06-07/RZ-08-07 & PP-10-07 - Annexation and from RUT to R-2-DA and
Preliminary Plat for Tabasco Trail Estates Subdivision - TNT Holding and Lynn
Proctor: TNT Holding and Lynn Proctor, represented by Trent Simpson, Todd Wilson
and Lynn Proctor are requesting annexation of 11.80-acres and rezone from RUT (Rural
Urban Transition) to R-2-DA (Residential up to two (2) units per acre with a development
agreement), and a preliminary plat approval for Tabasco Trail Estates Subdivision. The
11.80-acre subdivision will consist of 14 lots (11 new residential, 2 existing, 1 common
open space). Staff is requesting this item be continued to the May 21, 2007 meeting.
C. CU-04-07 – Conditional Use Approval for Seven Mobile Offices (Portable
Classrooms) for ArtsWest Fine Arts School – Ken and Mary Cenell: ArtWest Fine
Arts School represented by Ken and Mary Cenell is requesting conditional use approval to
install six portable classrooms and one portable bathroom unit totaling 4,400 square feet.
The 6.08-acre site is located on the south side of Flint Drive approximately 1,500-feet east
of Park Lane at 3415 Flint Drive. Staff is requesting this item be continued to the May
21, 2007 meeting.
D. A-01-07/RZ-01-07 & PP-01-07 - Annexation and Rezone from RUT to R-2-DA and
Preliminary Plat for Dwayne Lingel Subdivision (Aka Adonai Subdivision) –
Dwayne Lingel: Dwayne Lingel is requesting annexation and a rezone with a

development agreement from RUT (Rural Urban Transition – Ada County designation) to
R-2-DA (Residential up to two units per acre with development agreement) and
preliminary plat approval for Dwayne Lingel Subdivision (aka Adonai Subdivision), a
twelve lot (8 - buildable, 4 - common) residential subdivision. The 5.70 acre site is
located on the east side of Park Lane Road approximately 1,200 feet south of Beacon
Light Road at 2440 North Park Lane.
E. CU-05-07 – Condition Use Approval for a Lacrosse Playing Field - Jeff and Toni
Smith: Jeff and Toni Smith, represented by Bryan Hallowell and Jeffrey King with CTA
Architects/ Engineers, are requesting conditional use approval for a 59,400-square foot
lacrosse field and a 37,907-square foot (approximately) dirt parking area. The playing
field and associated parking area is proposed solely for use by high school age lacrosse
players as a practice facility. The 4.8-acre site is located ¼ mile south of Floating Feather
Road on the east side of North Ballantyne Lane at 842 North Ballantyne Lane. The
applicant is requesting this item be continued to the May 21, 2007 meeting.
F. RZ-05-07 - Rezone From A-R (Agricultural-Residential) BP-DA (Business Park with
a Development Agreement) – Jeffery Mower: Jeffery Mower, represented by Mike
Fairchild, Architect, LLC, is requesting approval of a rezone from A-R (Agricultural-
Residential) to BP-DA (Business Park with a development agreement) to facilitate the
construction of a self storage facility. The 2.00-acre site is located on the south side of E.
Hill Road approximately 560’ feet east of State Highway 55 at 2871 E. Hill Road.
