CONSENT AGENDA:
. Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless the Chairman, a
Commissioner, member of City Staff, or a citizen requests an item to be removed
from the Consent Agenda for discussion. Items removed from the Consent Agenda
will be placed on the Regular Agenda in a sequence determined by the Rules of
Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Planning & Zoning Commission's
Consent Agenda approval motion unless specifically stated otherwise.

B. Findin2s of Fact and Conclusions of Law for CU-14-03 - BanklFinancial
Institution with drive-up service - Bank of America: Bank of America,
represented by Gensler Architects, is requesting conditional use approval to construct
a bank facility with three drive up service lanes. The 1.11-acre site is generally
located on the north side of State Highway 44 in the Eagle Towne & Country Centre
Commercial Development at 3144 West State Street.

PUBLIC HEARINGS:
A. ZOA-6-03 - The City of Eagle is proposing to amend Eagle City Code Title 8
"Zoning", Chapter 8 "Area of City Impact", to establish additional criteria for the
development of subdivisions and to prohibit cluster developments within the city area
of impact.
B. ZOA-7-03 - The City of Eagle is proposing to amend Eagle City Code Title 8
"Zoning", Chapter 2 "Zoning Districts and Maps", Section 3 "Schedule of District
Use Regulations" to allow Bank/financial institutions with drive up service and
Bank/financial institutions with no drive up service as permitted uses within the C-3
(Highway Business District) zoning district. (Staff requests this item be remanded to
staff)
C. ZOA-8-03 - The City of Eagle is proposing to amend Eagle City Code Title 8
"Zoning", Chapter 3 "Performance Standards", Section 5 "Unique Land Uses" to
prohibit the use of motorized watercraft within the city limits. The prohibition will
not include the use of motorized watercraft on the Boise River within the city limits.
