There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

B. Findine:s of Fact and Conclusions of Law for DR-7-02 - Common Area
Landscapine within Ancona Business Park - Colin Connell: Ancona Group LLC,
represented by Colin Connell, is requesting design review approval of the common
area landscaping within Ancona Business Park. The site is located on the southwest
comer of State Highway 44 and McGrath Road approximately 1,4 mile east of
Edgewood Lane.
C. Findine:s of Fact and Conclusions of Law for DR-13-02 - Four
MedicallProfessional Office Buildines within Rocky Mountain Business Park -
Dave Evans Construction: Dave Evans Construction, represented by Anna Powell
with B & A Engineers, is requesting design review approval to construct four
medical/professional office buildings totaling 13,885-square feet within Rocky
Mountain Business Park. The site is located north of South Fitness Place and west of
East Iron Eagle Drive at 461 South Fitness Place (Lot 13, Block 3, Merrill
Subdivision No.2).
D. Findines of Fact and Conclusions of Law for DR-16-02 MOD - Wall Sie:n for
Farm City Supply - Dr. Carl Woodburn: Dr. Carl Woodburn, represented by
Steve Hoeft with Idaho Electric Signs, is requesting a design review modification to
the Farm and City Supply sign application to construct a non-internally illuminated
wall sign on the west elevation of the building. The site is located on the northeast
comer of Parkinson Street and State Street at 1043 South Parkinson Street.
E. Findine:s of Fact and Conclusions of Law for DR-17-02 - Monument and Two
Wall Siens for Custom Morteaee - Sarah Hawkes/Custom Morteaee: Sarah
Hawkes, represented by George Transtrum with Heartland Construction, is requesting
design review approval of a monument sign and two wall signs for Custom Mortgage.
The site is located on the south side of South Fitness Place and the north side of State
Highway 44 within the Rocky Mountain Business Park at 460 South Fitness Place.

RiversEnd Subdivision - Howell- Kiser Development Group: Howell - Kiser
Development Group, represented by Talena Dovel with The Land Group, is
requesting design review approval of a monument sign within RiversEnd Subdivision.
The site is located approximately Y2-mile east of Eagle Road on East Island Woods
Drive.
G. Findines of Fact and Conclusions of Law for DR-21-02 - Buildine: Wall Sien for
Mom's Café and Espresso - Connie and John Cruickshank: Connie and John
Cruickshank, represented by Young Electric Sign Company, is requesting design
review approval to construct an internally illuminated building wall sign for Mom's
Café and Espresso within the Eagle Pavilion Shopping Center. The site is located on
the northeast comer of Eagle Road and State Highway 44 within the multi-tenant
building at 360 South Eagle Road.
H. Findines of Fact and Conclusions of Law for DR-22-02 - Affordable Older
Persons Apartement Facilitv - Mercy Housine Idaho Inc.: Mercy Housing Idaho
Inc., represented by Pete Rockwell with Glancey - Rockwell and Associates, is
requesting design review approval to construct a 42,045-square foot building and
convert an existing 12,000-square foot building into a 49-unit affordable apartment
facility for older persons housing. The 4.43-acre site is located on the east side of
Eagle Road approximately 1,760-feet north of State Street at 544 North Eagle Road
I. Findines of Fact and Conclusions of Law for DR-23-02 - Monument Sien and
Flae Pole for the Professional Office Buildine: within Casa Escuela Subdivision -
Robnett Construction: Shannon Robnett, represented by Mike Robnett, is
requesting design review approval to construct a monument sign and a 25-foot high
flag pole for the Professional Office Building within Casa Escuela Subdivision. The
site is located on the east side of South Academy A venue approximately 70-feet north
of State Street at 280 South Academy A venue.
J. Findines of Fact and Conclusions of Law for DR-25-02 - Public Parkine Lot -
The City of Eae:le: The City of Eagle is requesting design review approval to
construct a public parking lot. The site is located on the southwest comer of Idaho
Street and 1 st Street at 97 East Idaho Street.
K. Findines of Fact and Conclusions of Law for DR-I-99 MOD - Modifications to
the Exterior Buildine: Elevations of the Ranch Buildine - Heartland
Construction: Heartland Construction, represented by George Transtrum, is
requesting a design review modification to the Ranch Building. This modification
includes changing the exterior colors, the addition of windows and doors to the
building elevations, and includes reviewing the elevations of the pump house. The
site is located on the south side of State Street at 1121 East State Street within the
Rocky Mountain Business Park.

A. DR-80-01 - Two Multi-Tenant Buildine:s - Mike Nihill: Mike Nihill, represented
by Mark Butler with Land Consultants Inc., is requesting design review approval to
construct two multi-tenant commercial buildings. The 2.6-acre site is located on the
east side of 2nd Street approximately 1,500-feet south of State Street.
B. DR-24-02 - Buildine Wall Sien For American Family Insurance Within The
Eaele Forum Buildine: - American Familv Insurance: American Family
Insurance, represented by Debbie Anderson with Idaho Electric Sign Company, is
requesting design review approval to construct two internally illuminated building
wall sign for American Family Insurance within the Eagle Forum Building. The site
is located on the southeast comer of Cedar Ridge Drive and 2nd Street at 408 South
Eagle Road.
e. DR-26-02 - Common Area Landscapine: within Lockwood Subdivision - RADA
Properties LLC: RADA Properties LLC, represented by Phil Hull with The Land
Group, is requesting design review approval of the common area landscaping within
Lockwood Subdivision. The site is located on the southeast comer of Floating
Feather Road and Ballantyne Road at 1156 Ballantyne Road.
D. DR-27-02 - Monument Sie:n for Lockwood Subdivision - RADA Properties
LLC: RADA Properties LLC, represented by Gina Fegler with The Land Group, is
requesting design review approval to construct a monument sign for Lockwood
Subdivision. The site is located on the southeast comer of Floating Feather Road and
Ballantyne Road at 1156 Ballantyne Road.
E. DR-28-02 - Convert Residence into a Multi-Tenant Commercial/Retail Buildine
- Rosie Hubbard: Rosie Hubbard, represented by James Gipson with James Gipson
Associates, is requesting design review approval to convert a 1,375-square foot
residence into a multi-tenant commercial/retail building. The site is located on the
south side of Aikens Road approximately 360-feet east of Eagle Road at 123 Aikens
Road.

F. DR-30-02 - Eaele Family Worship Church Facility - Eaele Family Worship:
Eagle Family Worship, represented by Shawn Nickel with Land Consultants Inc., is
requesting design review approval to construct two phases of a three phased church
facility. This application is for the review and approval of a 23,200-square foot
building and to convert a 1,300-square foot residential home into an office. This 4.9-
acre site is located on the northeast comer of Floating Feather Road and Park Lane at
3838 Floating Feather Road.
NEW BUSINESS:
A. DR-37-00 MOD - Modification of the Exterior Elevations of the Qwest
Communications Buildine Addition and of the Fence Materials used alone: the

Smith with Hutchinson Smith Architects, is requesting design review approval to
modify the elevations of the Qwest Communications building (as shown on the
submitted elevations) and to modify the construction material of the fence along the
south property line of this site adjacent to the alley. The site is located on the
southeast comer of Eagle Road and Idaho Street at 62 North Eagle Road.
