Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
. Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

B. Findines of Fact and Conclusions of Law for DR-I-02 - Monument Sien for
Pioneer Federal Credit Union - Pioneer Federal Credit Union: Pioneer Federal
Credit Union, represented by Debbie Anderson with Idaho Electric Signs, is
requesting design review approval of a monument sign for the Pioneer Federal Credit
Union. The site is located on the northeast comer of State Street and Stierman Way at
560 East State Street.
C. Findines of Fact and Conclusions of Law for DR-I0-02 - Concession Buildine.
Restroom Facility. and Indoor Battine: Facility at Eaele Hieh School - Eaele
Hieh SchoollFrank Wrieht: Eagle High School, represented by Phil Liddell and
Doug Nichols, is requesting design review approval of a 264-square foot concession
building, a 434-square foot restroom facility, and a 4,576-square foot indoor batting
facility at Eagle High School. The site is located on the east side of Park Lane
approximately l,4-mile north of State Highway 44 at 574 North Park Lane.
D. Findines of Fact and Conclusions of Law for DR-12-01 - Common Area
Landscapine within Once Upon A Subdivision - Northwest Development LLC:
Northwest Development LLC, represented by Talena Dovel with The Land Group, is
requesting design review approval of the common area landscaping within Once
Upon A Subdivision. The site is located on the north side of State Street
approximately 285-feet east of Cobblestone Lane at 386 West State Street.
E. Findine:s of Fact and Conclusions of Law for DR-15-02 - Master Sien Plan for
Eaele River Development - Eaele River LLC: Eagle River LLC, represented by
Debbie Anderson with Idaho Electric Signs, is requesting design review approval of a
master sign plan for the commercial area within Eagle River Development. The site is
located on the southeast comer of Eagle Road and State Highway 44.

City Supply - Dr. Carl Woodburn: Dr. Carl Woodburn, represented by Steve
Hoeft with Idaho Electric Signs, is requesting design review approval of a wall sign
for Farm City Supply. The site is located on the northeast comer of Parkinson Street
and State Street at 1043 South Parkinson Street.

A. ZOA -1-02 - The City of Eae:le: The City of Eagle is proposing to amend Eagle City
Code Title 8, Chapter 1, Section 2, amending the "Open Space" definition and adding
definitions for "Restaurant" and "Roof-Mounted Mechanicals"; amending Title 8,
Chapter 2, Section 3; amending Title 8, Chapter 2a, Section 3; Amending Title 8,
Chapter 2a, Section 5, amending the Design Review Overlay Districts and Map and
creating the East End Dunyon District; amending Title 8, Chapter 2a, Section 6,
Subsection A (5), adding screening requirements for Roof-Mounted Mechanicals;
amending Title 8, Chapter 2a, Section 7, Subsection H, providing for a surety;
amending Title 8, Chapter 2a, Section 10, Subsection B, requiring plans for screening
Roof-Mounted Mechanicals; amending Title 8, Chapter 2a, Section 18, providing for
sureties; amending Title 8, Chapter 3, Section 5, Subsection Q, changing "Bond" To
"Surety"; amending Title 8, Chapter 3, Section 6, Subsection E;.
B. DR-I-99 MOD - Modifications to the Exterior Buildine Elevations for the Ranch
Buildine within the Rocky Mountain Business Park - Heartland Construction:
Heartland Construction, represented by George Transtrum, is requesting a design
review modification to the Ranch Building. This modification includes changing the
exterior colors, the addition of windows and doors to the building elevations, and
includes reviewing the elevations of the pump house. The site is located on the south
side of State Street at 1121 East State Street within the Rocky Mountain Business
Park.

A. DR-13-02 - Four Medical/Professional Office Buildines within Rocky Mountain
Business Park - Dave Evans Construction: Dave Evans Construction, represented
by Anna Powell with B & A Engineers, is requesting design review approval to
construct four medical/professional office buildings totaling 13,885-square feet within
Rocky Mountain Business Park. The site is located north of South Fitness Place and
west of East Iron Eagle Drive at 461 South Fitness Place (Lot 13, Block 3, Merrill
Subdivision No.2). This item was continued from the March 14,2002 meeting.
PUBLIC HEARINGS:
A. DR-7-02 - Common Area Landscapine: within Ancona Business Park - Colin
Connell: Ancona Group LLC, represented by Colin Connell, is requesting design
review approval of the common area landscaping within Ancona Business Park. The
site is located on the southwest comer of State Highway 44 and McGrath Road
approximately % mile east of Edgewood Lane. This item was continued from the

B. DR-ll-02 - Parkine: Lot and Landscapine: within Old Town Square - Old Town
I LLC: Old Town I LLC, represented by Mark Butler with Land Consultants Inc., is
requesting design review of the parking lot and landscaping within Old Town Square.
The site is located on the north side of State Street behind the buildings located at 222
East State Street through 360 East State Street. This item was continued from the
March 14,2002 meeting.
C. DR-16-02 MOD - Wall Sie:n for Farm City Supply - Dr. Carl Woodburn: Dr.
Carl Woodburn, represented by Steve Hoeft with Idaho Electric Signs, is requesting a
design review modification to the Farm and City Supply sign application to construct
a non-internally illuminated wall sign on the west elevation of the building. The site is
located on the northeast comer of Parkinson Street and State Street at 1043 South
Parkinson Street.
D. DR-17-02 - Monument and Two Wall Sie:ns for Custom Morteaee - Sarah
Hawkes/Custom Morte:aee: Sarah Hawkes, represented by George Transtrum with
Heartland Construction, is requesting design review approval of a monument sign and
two wall signs for Custom Mortgage. The site is located on the south side of South
Fitness Place and the north side of State Highway 44 within the Rocky Mountain
Business Park at 460 South Fitness Place.
E. DR-20-02 - Monument Sien for RiversEnd Subdivision - Howell- Kiser
Development Group: Howell - Kiser Development Group, represented by Talena
Dovel with The Land Group, is requesting design review approval of a monument
sign within RiversEnd Subdivision. The site is located approximately Y2-mile east of
Eagle Road on East Island Woods Drive.
F. DR-21-02 - Buildine: Wall Sien for Mom's Café and Espresso - Connie and John
Cruickshank: Connie and John Cruickshank, represented by Young Electric Sign
Company, is requesting design review approval to construct an internally illuminated
building wall sign for Mom's Café and Espresso within the Eagle Pavilion Shopping
Center. The site is located on the northeast comer of Eagle Road and State Highway
44 within the multi-tenant building at 360 South Eagle Road.
G. DR-22-02 - Affordable Older Persons Apartement Facility - Mercv Housine
Idaho Inc.: Mercy Housing Idaho Inc., represented by Pete Rockwell with Glancey -
Rockwell and Associates, is requesting design review approval to construct a 42,045-
square foot building and convert an existing 12,000-square foot building into a 49-
unit affordable apartment facility for older persons housing. The 4.43-acre site is
located on the east side of Eagle Road approximately 1,760-feet north of State Street
at 544 North Eagle Road.

represented by Mike Robnett, is requesting design review approval to construct a
monument sign and a 25-foot high flag pole for the Professional Office Building
within Casa Escuela Subdivision. The site is located on the east side of South
Academy A venue approximately 70-feet north of State Street at 280 South Academy
A venue.
I. DR-25-02 - Public Parkine Lot - The City of Eaele: The City of Eagle is
requesting design review approval to construct a public parking lot. The site is located
on the southwest comer of Idaho Street and 1 st Street at 97 East Idaho Street.
