DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session, August 9, 2018, Vice -Chairman Brasher presiding. 1. CALL TO ORDER: Vice -Chairman calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: BRASHER, SAYER, BAER, GERMANO. ABSENT: GRUBB, SCHAFER, KOCI A quorum is present. 3. PUBLIC COMMENT: This time is reserved for the public to address the Design Review Board regarding concerns or comments they would like to provide to the Board regarding subjects not on the agenda. This is not the time slot to give formal testimony on a new business item or pending application or proposal. Out of courtesy for all who wish to speak, the Board requests each speaker limit their comments to three (3) minutes. 4. CONSENT AGENDA: • Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. • Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. A. Minutes of July 26, 2018. B. Findings of Fact and Conclusions of Law for DR -31-18 — Common Area Landscaping within Snocivalmie River Subdivision No. 2 —White Sturgeon LLC: White Sturgeon, LLC, represented by Jesse Buster with Stack Rock Group, is requesting design review approval of the common area landscaping within Snoqualmie River Subdivision No. 2. The 29.24 -acre site is located on the south side of West Decathlon Street approximately 600 -feet west of North Palmer Lane. C. Findings of Fact and Conclusions of Law for DR -32-18 — Master Sign Plan for Ashbury Business Park Subdivision No. 2 — Brighton Corporation: Brighton Corporation, represented by Virginia Cunningham with Golden West Signs, is requesting design review approval for a master sign plan for Ashbury Business Park Subdivision No. 2. The 3.71 -acre site is located on the south side of the intersection of South Brandenberg Avenue and West Bavaria Street at 3553 West Bavaria Street. D. Findings of Fact and Conclusions of Law for DR -35-18 — Common Area Landscaping within Senora Creek Subdivision No. 4 — Mike Stephenson: Mike Stephenson, represented by Matt Schultz, is requesting design review approval of the common area landscaping within Senora Creek Subdivision No. 4. The 4.89 - acre site is located on the north side of West Chinden Boulevard approximately 1,300 -feet west of the intersection of North Meridian Road and West Chinden Boulevard at 430 & 450 West Chinden Boulevard. F. Findings of Fact and Conclusions of Law for DR -44-05 MOD — Enclosed Storage Facility — Jeffery Mower: Jeffery Mower, represented by Bruce Poe with Modus Architecture Collaborative, is requesting design review approval to construct a 41,062 -square foot enclosed storage facility. The 2 -acre site is located on the south side of East Hill Road approximately 650 -feet east of State Highway 55 at 2871 East Hill Road. Sayer moves to approve the consent agenda. Seconded by Baer. ALL AYE... MOTION CARRIES. 5. UNFINISHED BUSINESS: A. ACTION ITEM: DR -28-18 — Multi -Tenant Flex Space Building — Svringa Construction, LLC: Syringa Construction, LLC, represented by Ben Semple with Rodney Evans and Partners, PLLC, is requesting design review approval to construct a 14,000 -square foot, eight unit, multi -tenant flex space building. The 0.60 -acre site is located on the south side of East Dunyon Street approximately 660 -feet west of the intersection of South Parkinson Street and East Dunyon Street at 2177 East Dunyon Street. Brasher moves to deny DR -28-18 — Multi -Tenant Flex Space Building — Syringa Construction, LLC and add the following modifications: Strike site specific condition #15. Strike site specific condition #4. Site specific condition #3: Note that option A has been accepted by the Board, per the landscape plan date stamped 8/3/18. Site specific condition #14: End of 1st sentence, say including color planting and more evergreen than currently shown. Leave site specific condition #2 as is. Comment: The majority of the Board approves providing a waiver for metal siding facing the road as long as it complies with condition #2. Seconded by Baer. Discussion. K:IDESI_REV\MINUTES\Temporary Minutes Work Area\DR-08-09-18MIN.doc Brasher amends the motion to add to site specific condition #2: After the first sentence, add that the majority of the Board feels that the two facades facing the roads should include more of the aforementioned prairie -style features, which could include gables, porticos, other 3-D elements and color variation. ACTION ITEM: DR -36-18 — Mixed Use Building — Core Building Company: Core Building Company, represented by Travis Perry, is requesting design review approval to construct an 8,713 -square foot, two story mixed use building (four residential units and two office units). The 0.38 -acre site is located on the east side of South Kestrel Place approximately 250 -feet south of West State Street at 174 South Kestrel Place. Travis Perry, Core Building Company, 5570 W Founders Drive, Eagle, reviews the application. City Planner Gero reviews the application. Board discussion. Brasher moves to approve DR -36-18 — Mixed Use Building — Core Building Company with the site specific and standard conditions of approval with the following modifications to the site specific conditions: Site specific condition #3: Strike first half up to including the or, should state that the Board accepts the design as proposed. Site specific condition #7: Add in the first sentence after the words buffer to be, add the words upright growing materials, upright growing would be the additional words. Site specific condition #8: Just before last sentence, add a sentence that says or provide plans and elevations showing an aesthetically pleasing trash enclosure utilizing building materials, textures and colors used on the main structure. Planting utilized near the trash enclosure should be evergreens to promote screening year round. Site specific condition #9: Add to the first sentence and samples. Site specific condition #19: The applicant is to provide revised elevations indicating the location, material and color of down spouts to be approved by two members of the Design Review Board and staff. ACTION ITEM: DR -29-18 MOD — Commercial Entertainment Facility (Theater) for the Luxe Reel Theater within Lakemoor Commercial Subdivision — Hawkins Companies: Hawkins Companies, represented by Brandon Whallon, is requesting design review approval to construct a 28,000 -square foot, 657 seat, commercial entertainment facility (theater) for the Luxe Reel Theatre. The 3.21 -acre site is located on the north side of East Eagles Gate Drive approximately 360 -feet east of Eagle Road within Lakemoor Commercial Subdivision. Site specific condition #13: The applicant is to provide revised southern and western elevations with additional warming materials such as the wood grain materials presented or others, to be approved by staff and two members of the Design Review Board. Site specific condition #14: The applicant shall provide communication from the building department indicting that the handicap parking provided is acceptable for the use of this building. Site specific condition #15: The applicant shall provide revised landscaping plan indicating that the boxwood trees near the trash enclosure shall be 5 gallon and indicate additional trees on the western side of the building, to be approved by staff and two members of the Design Review Board. The 0.64 -acre site is located on the south side of the intersection of South Brandenberg Avenue and West Bavaria Street on Lot 3, Block 1, Ashbury Commercial Subdivision (fka Ashbury Business Park Subdivision No. 2).
