Minutes - 2018 - Design Review - 05/24/2018 - RegularDESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session, May 24, 2018, Vice -Chairman Brasher presiding. 1. CALL TO ORDER: Brasher calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: BRASHER, SAYER, SCHAFER, BAER, KOCI. ABSENT: GRUBB, GERMANO. A quorum is present. 3. PUBLIC COMMENT: This time is reserved for the public to address the Design Review Board regarding concerns or comments they would like to provide to the Board regarding subjects not on the agenda. This is not the time slot to give formal testimony on a new business item or pending application or proposal. Out of courtesy for all who wish to speak, the Board requests each speaker limit their comments to three (3) minutes. 4. CONSENT AGENDA: • Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. • Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. A. Minutes of May 10, 2018. B. Findings of Fact and Conclusions of Law for DR -12-18 —19 Apartment Buildings, a Clubhouse, and Common Area Landscaping within the Linder Project — The Linder Project, LLC: The Linder Project, LLC, represented by Renee Strand with Holst Architecture, Inc., is requesting design review approval to construct nineteen (19) apartment buildings, a clubhouse, a sportsman access restroom, and common area landscaping within the Linder Project (six — 14,619 -SF, five — 24,333 -SF, one — 16,141 -SF, two — 7,596 -SF, one — 15,580 -SF, one — 26,361 - SF, two — 11,394 -SF, one — 28,431 -SF, sportsman access restroom — 160 -SF, and clubhouse — 9,133 -SF). The 22.17 -acre site is located on the southwest corner of South Linder Road and West Old Valley Road at 4831 South Linder Road. C. Findings of Fact and Conclusions of Law for DR -14-14 MOD — Modification to the Automotive Washing Facility for Epic Shine Carwash in Eagle Island Marketplace — Epic Shine LLC: Epic Shine LLC, represented by Heather Paredes, is requesting design review approval to modify the Epic Shine Car Wash automotive washing facility by adding mesh canopies over the vacuum stalls and the menu board order areas. D. Findings of Fact and Conclusions of Law for DR -09-16 MOD2 — Modification to the Automotive Washing Facility for Epic Shine Carwash in Eagle Promenade Shopping Center— Epic Shine LLC: Epic Shine II LLC, represented by Heather Paredes, is requesting design review approval to modify the Epic Shine Car Wash automotive washing facility by adding mesh canopies over the vacuum stalls and the menu board order areas to screen the LED lighting located in these areas. The 1.16 - acre site is located on the northeast corner of East State Street and State Highway 55 at 2836 East State Street within the Eagle Promenade Shopping Center. E. Findings of Fact and Conclusions of Law for DR -19-18 — Master Sign Plan for Mustang Crossing Subdivision Including Building and Monument Signage for Jacksons — Jacksons Food Stores: Jacksons Food Stores, represented by Eric Williams with YESCO, LLC, is requesting design review approval for a master sign plan for Mustang Crossing Subdivision, including building wall and monument signage for Jacksons. The 12.13 -acre site is located on the northeast comer of West State Street and North Park Lane at 2950 West State Street. F. Findings of Fact and Conclusions of Law for DR -20-18 — Common Area Landscaping within Piccadilly Village Subdivision No. 2 — Mark Butler: Mark Butler is requesting design review approval of the common area landscaping within Piccadilly Village Subdivision No. 2. The 1.75 -acre site is located on the southeast corner of North Echohawk Lane and East Hill Road at 220 South Echohawk Lane. Schafer moves to approve the consent agenda. Seconded by Koci. ALL AYE...MOTION CARRIES. 5. UNFINISHED BUSINESS: A. DR -15-18 — Retail Building for O'Reilly Auto Parts within Eagle Island Marketplace — O'Reilly Auto Enterprises, LLC: O'Reilly Auto Enterprises, LLC, represented by Thom Lundberg with Craig A. Schneider, AIA, Architect, is requesting design review approval to construct a 7,800 -square foot retail building for O'Reilly Auto Parts. The 1.42 -acre site is located on the north side of West Chinden Boulevard Road approximately 1,060 -feet east of North Linder Road at 1200 West Chinden Boulevard within Eagle Island Marketplace (Lot 8, Block 1, Lazy P Subdivision). The 1.42 -acre site is located on the north side of West Chinden Boulevard Road approximately 1,060 -feet east of North Linder Road at 1200 West Chinden Boulevard within Eagle Island Marketplace (Lot 8, Block 1, Lazy P Subdivision). The 2.35 -acre site is located on the southwest corner of East Hill Road and State Highway 55 at 207 & 220 South Echohawk Way within Piccadilly Subdivision and Piccadilly Village Subdivision No. 2. Brasher moves to approve DR -21-18 — Master Sign Plan for Hill Road Crossing (aka Piccadilly Village Subdivision and Piccadilly Village Subdivision No. 2) with the site specific and standard conditions of approval with the following modifications: Strike item #1, flood lights used to illuminate any signage shall be screened with landscaping and located so they do not shine onto any roadway or any nearby property, which falls under building walls signs subsection of section B in site specific condition #1. Add item #7 to section B, subsection monument sign, lettering shall be acrylic % inch push through lettering. Also add the same #7 for subsection monument sign within section B, site specific condition #1. Again, add the same #7 to subsection monument sign within section B, site specific condition #1. Add site specific condition #6: The applicant shall provide revised cut sheets for each sign type, indicating that the base is either fabricated from sheet metal with a rusted metal fmish or of board formed concrete at the applicants discretion. The 0.60 - acre site is located on the southwest corner of South Echohawk Way and East Hill Road at 207 South Echohawk Way within Piccadilly Village Subdivision (Lot 12, Block 1). Site specific condition #15: In consideration of the use of this facility and its proximity to the road, the Design Review Board unanimously and respectfully recommends to the City Council that the semi-solid vinyl fencing product proposed this evening by the client be considered. If the council approves, a revised landscape plan shall be submitted and approved by staff and one member of the Design Review Board. The 38.18 -acre site is located on the east side of North Meridian Road at the southeast comer of West Caliper Court and north meridian Road at 2044 and 2400 North Meridian Road. Schafer moves to approve DR -23-18 — Common Area Landscaping within Hazen Ranch Subdivision with the site specific and standard conditions of approval with the following modifications: Site specific condition #2: Strike text as written and include statement or the revised landscape plan, date stamped 5/24/18, showing 106 caliper inches of tree mitigated on site is approved. Site specific condition #3: Strike. Site specific condition #4: Amend, add at the end the condition clarifying the existing power poles on the southern boundary of the site are not to be included in this requirement and can remain. Site specific condition #7: The future residential class 2 street tree option list shall be amended as follows, remove the Mountain Alder, remove the Ginco Baloba, and remove the Japanese Pagoda tree and amend the River Birch to be a single stem rather than a clump variety. Homeowners will install one species from the approved list for their street tree. Site specific condition #8: As written on screen now, indicating construction fencing shall be installed around the existing trees to remain on site. Add statement that the Board encourages the applicant to confirm that red maples are allowed along street frontages as indicated on the plans with ACHD. Seconded by Brasher.
