Minutes - 2018 - Design Review - 03/22/2018 - RegularDESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session, March 22, 2018, Brasher presiding. 1. CALL TO ORDER: Brasher calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: BRASHER, SAYER, SCHAFER, BAER, KOCI. ABSENT: GRUBB, GERMANO. A quorum is present. 3. PUBLIC COMMENT: This time is reserved for the public to address the Design Review Board regarding concerns or comments they would like to provide to the Board regarding subjects not on the agenda. This is not the time slot to give formal testimony on a new business item or pending application or proposal. Out of courtesy for all who wish to speak, the Board requests each speaker limit their comments to three (3) minutes. 4. CONSENT AGENDA: • Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. • Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. DR -83-08 MOD Chance of Use from Artist Studio and Gallery to Office (Business and Professional) — Kelly Beach: Kelly Beach is requesting design review approval to change the use of the building from artist studio and gallery to office (business and professional). The 0.34 -acre site is located on the west side of North 1St Street approximately 600 -feet north of East Idaho Street at 237 North 1St Street. Kelly Beach, 1200 N. Harrison Blvd. Boise, Idaho reviews the application. Planner B. Williams reviews the application. Further discussion with applicant. Board discussion. DR -58-15 MOD 3 — Modification to the Clubhouse Building and Associated Landscaping within Eagle Lakes Apartment Complex — Eagle Lakes Associates, LLC: Eagle Lakes Associates, LLC, represented by Douglas Gibson with DG Group Architecture, is requesting design review approval to modify the clubhouse building by removing the second -floor patio and modifying the site and landscaping based on the removal of the patio. The 11.17 -acre site is located on the south side of East Riverside Drive, approximately 1,129 -feet west of the intersection of State Highway 55 and State Highway 44 at 2401 East State Street. Ben Peterson representing DG Group Architecture, 2525 Mountain View Drive, Boise, reviews the application. City Planner B. Williams reviews the application. Board discussion. Brasher moves to approve DR -58-15 MOD 3 Modification to the Clubhouse Building and Associated Landscaping within Eagle Lakes Apartment Complex with the site specific and standard conditions of approval with the following modifications: Site specific condition #10: The applicant shall provide a landscape drawing clearly identifying the replacement amenities to compensate for the loss of the amenities at the deck, to be approved by staff and one member of the Design Review Board. Seconded by Schafer. ALL AYE...MOTION CARRIES. C. DR -07-18 Common Area Landscaping, Eight Four-plexes, and Two Duplexes within Enfield Commons Subdivision — Nine 4s, LLC: Nine 4s, LLC, represented by Becky McKay with Engineering Solutions, LLP, is requesting design review approval to construct the common area landscaping, eight (8) four-plexes, and two (2) duplexes within Enfield Commons Subdivision. The 4.15 -acre site is located on the southwest corner of West Escalante Drive and North Linder Road at 341 North Linder Road. Kim Siegenthaler, 1509 Tyrell Lane, Ste. 130, Boise, with Jensen Belts Associates reviews the application. Brandon Sheltrown, 1307 N. 39th St., Nampa, Idaho reviews the architectural design. City Planner Parker reviews the application. Public Comment will be allowed at this time if anyone wishes to speak. Kristina Brackney, 837 N. Golden Crown Way, addresses the Board in regard to the color palette, parking and fencing. Pamela Eldridge, 5316 W Demison addresses the Board, she also is not in favor of the colors they have chosen, is concerned about parking and lighting. Sandra Panel, 1203 N. Golden Place, feels the color palette being recommended is not conducive with the Preserve subdivision and will bring down property values, where are cars going to park? Further discussion with Staff and applicant. Becky McKay, Engineering Solutions, addresses the Board. Board discussion. Pamela Eldridge speaks again. Board discussion. Brasher moves to continue DR -07-18 Common Area Landscaping, Eight Four-plexes, and Two Duplexes within Enfield Commons Subdivision with the following comments: The applicant shall provide revised color palettes, including actual color samples, with examples indicating how they complement and comply with existing homes within the adjacent subdivision. The Design Review Board unanimously agrees that flat roofed carports are preferable. The applicant shall provide a revised trash enclosure plan and elevation indicating materials that more closely compliment the architecture of the buildings. The applicant shall provide actual material samples of wood or metal or roofing materials including for the carports and the doors of the trash enclosure. Finally, the Design Review Board encourages thought and options to be provided for architecture of the four-plexes to emphasize the entry of each unit. The applicant shall revise landscape plan and or civil plan to indicate the retaining wall height and material. Seconded by Baer. ALL AYE...MOTION CARRIES. Brasher amends the motion to continue this item to the April 12th meeting. Baer concurs. ALL AYE...MOTION CARRIES. 7.
