MINUTES
The Design Review Board met in regular session, January 25, 2018, Chairman Grubb presiding.
1. CALL TO ORDER: Chairman Grubb calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: GRUBB, SAYER, BRASHER,
SCHAFER, GERMANO, KOCI. ABSENT: BAER. A quorum is present.
3. CONSENT AGENDA
• Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
• Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of January 11, 2018.
B. Findings of Fact and Conclusions of Law for DR -61-16 MOD — Modification to
the Multi -Tenant Retail/Restaurant Building Elevations — Ultimate Seven, LLC:
Ultimate Seven, represented by Kyle Cooper, is requesting design review approval to
modify the building elevations of a multi -tenant retail/restaurant building to remove
the trellis structure over the outdoor patio area on the east building elevation. The
2.08 -acre site is located on the northwest corner of Chinden Boulevard and South
Bergman Way at 4363 West Gray Fox Street in Reynard Commercial Subdivision.
C. Findings of Fact and Conclusions of Law for DR -39-17 MOD —12 Townhome
Buildings (63 -units) within Lonesome Dove Subdivision No. 2 — Zach Evans
Construction: Zach Evans Construction, represented by Robert Powell, is requesting
design review approval to construct twelve (12) townhome buildings (63 -units) within
Lonesome Dove Subdivision No. 2. The 4.36 -acre site is located at the southeast and
southwest corners of East Riverside Drive and South Lone Brook Way.
D. Findings of Fact and Conclusions of Law for DR -54-17 — Common Area
Landscaping within Snoaualmie River Subdivision No. 1— Brahma, LLC:
Brahma LLC, represented by Jesse Buster with Stack Rock Group, is requesting
design review approval of the common area landscaping within Snoqualmie River
Subdivision No. 1. The 26.69 -acre site is located on the west of North Palmer Lane
and south side of West Decathlon Street.

E. Findings of Fact and Conclusions of Law for DR -59-17 — Landscaping and
Fencing within Lot 49, Block 1, Coast to Coast Subdivision (aka Laguna Pointe)
— Premier Industrial: Premier Industrial, represented by Steve Peel, is requesting
design review approval for landscaping and fencing along the northern property line
of Lot 49, Block 1, within Coast to Coast Subdivision (aka Laguna Pointe). The 1.51 -
acre site is located on the north side of East Riversedge Drive approximately 85 -feet
east of the intersection of State Highway 44 and East River Meadow Drive at 112
East Riversedge Drive.
Brasher moves to approve the consent agenda. Seconded by Sayer. ALL
AYE...MOTION CARRIES.
4. UNFINISHED BUSINESS: None.
5. NEW BUSINESS:
A. DR -18-98 MOD — Change of Use from Childcare (Daycare center)/School
(private) to Office (business and professional), including Modifications to the
Exterior Building Elevations, Landscaping, and the Construction of an
Additional Parking Area — Dennis Baker: Dennis Baker, represented by James
Marsh with CSHQA, is requesting design review approval to change the use of the
building from Childcare (Daycare center)/School (private) to Office (business and
professional). The applicant is also requesting approval to modify the exterior
building elevations, landscaping, and to construct an additional parking area. The
2.43 -acre site is located on the west side of South Rivershore Lane approximately
135 -feet north of West Inlet Bay Lane at 533 South Rivershore Lane within Channel
Center Subdivision.

reviews the application. Board discussion.
Grubb moves to approve DR -18-98 MOD — Change of Use from Childcare (Daycare
center)/School (private) to Office (business and professional), including
Modifications to the Exterior Building Elevations, Landscaping, and the
Construction of an Additional Parking Area — Dennis Baker with the site specific
and standard conditions of approval with the following modifications:
Site specific condition #14: The application and design elements shall mimic those
of the building to the south.
Site specific condition #15: Provide updated landscape plan showing the path that
the 14 shrubs will abut to be reviewed by staff and one member of the Design
Review Board. Seconded by Brasher. ALL AVE....MOTION CARRIES.
B. DR -36-17 — Common Area Landscaping within Feldspar Subdivision — Eagle
Single Family, LLC: Eagle Single Family, LLC, represented by John Rennison with
Rennison Companies, is requesting design review approval of the common area
landscaping within Feldspar Subdivision. The 3.44 -acre site is located on the east side
of North Taylor Street approximately 950 -feet north of the intersection of West State
Street and North Taylor Street at 368 North Taylor Street.

Grubb moves to approve DR -36-17 — Common Area Landscaping within Feldspar
Subdivision — Eagle Single Family, LLC with the site specific and standard
conditions of approval with the following modifications to the site specific conditions
of approval:
Site specific condition #2: Strike.
Site specific condition #12: The Design Review Board is in favor of the new fence
style as presented in the new drawing received 1/25/18 in the meeting as well the
letter that has been received from the adjacent land owner. Seconded by Brasher.

C. DR -65-17 — Monument Sign for Easle Seventh Dav Adventist Church — Eat?le
Seventh Dav Church: Eagle Seventh Day Adventist Church, represented by Don
Hutchinson with Hutchinson Smith Architects, is requesting design review approval
to construct a monument sign. The 4.52 -acre site is located on the north side of West
State Street approximately 250 -feet east of South Taylor Lane at 538 West State
Street.
Don Hutchinson, 270 N. 27th Street, Boise, reviews the application. City Planner Parker
reviews the application. Board discussion.
Grubb moves to approve DR -65-17 — Monument Sign for Eagle Seventh Day
Adventist Church — Eagle Seventh Day Church with the site specific and standard
conditions of approval with the following modifications to the site specific conditions
of approval:
Site specific condition #3: At the end of first sentence, insert for the words on the
upper portion of the sign that say Eagle Seventh Day Adventist Church. Add after
that period that the remaining portion of symbol and advertisement on the bottom
will be flat vinyl lettering and continue with the rest of the sentence.
Site specific condition #6: Provide building materials to be reviewed by staff and
one member of the Design Review Board. Seconded by Koci. ALL

REPORTS:
A. Design Review Board: Discussion on underground power lines at State Street
property recently approved. Discussion on sample materials that applicant should
bring to meetings.
B. Staff: None.
