MINUTES
The Design Review Board met in regular session May 11, 2017 member Koci presiding.
1. CALL TO ORDER: Member Koci calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: SAYER, GERMANO, KOCI.
ABSENT: GRUBB, BRASHER, SCHAFER, BAER. A quorum is present.
3. CONSENT AGENDA
• Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
• Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of April 27, 2017.
B. Finding of Fact and Conclusions of Law for DR -20-16 MOD — Modification to
the Common Area Landscaping within CrestDoint Place Subdivision —
Northwest Management: Northwest Management, represented by Scott Noriyuki, is
requesting design review approval to modify the common area landscaping along
South Edgewood Lane to accommodate the overhead power lines. The 7.71 -acre site
is located on the southwest corner of South Edgewood Lane and Hill Road at 103
South Edgewood Lane.
C. Findings of Fact and Conclusions of Law for DR -15-17 — Multi -Tenant
Office/Retail Building within Deuce Subdivision — Rennison Companies, Inc.:
Rennison Companies, Inc., represented by Walter Lindgren with Lindgren:Labrie
Architecture, PLLC, is requesting design review approval to construct a 17,400 -
square foot, two story, multi -tenant office/retail building. The 1.1 -acre site is located
on the southeast corner of East Riverside Drive and South Edgewood Lane at 1637
and 1675 East Riverside Drive (Lots 2 & 3, Block 1) within Deuce Subdivision (fka
Tennis Club Plaza Subdivision No 2).
D. Findings of Fact and Conclusions of Law for DR -16-17 — Master Sign Plan for a
Multi -Tenant Office/Retail Building — Rennison Companies, Inc.: Rennison
Companies, Inc., represented by Walter Lindgren with Lindgren:Labrie Architecture,
PLLC, is requesting design review approval for a master sign plan for a multi -tenant
office/retail building. The 1.1 -acre site is located on the southeast corner of East
Riverside Drive and South Edgewood Lane at 1637 and 1675 East Riverside Drive
(Lots 2 & 3, Block 1) within Deuce Subdivision (fka Tennis Club Plaza Subdivision
No 2).

E. Traffic Box Wrap Artwork: Artwork for four (4) traffic box locations within the
City of Eagle.
Sayer moves to approve the consent agenda. Seconded by Germano. ALL
AYE...MOTION CARRIES.
4. UNFINISHED BUSINESS: None.
5. NEW BUSINESS:
A. DR -13-17 — Trailhead Parking and Pathways within Pamela Baker Park —
Dennis M. Baker Foundation: Dermis M. Baker Foundation, represented by Dan
Torfin, is requesting design review approval to construct a trailhead parking lot and
pathway within Pamela Baker Park. The pathway will connect the pathway along
East Colchester Drive to the Boise River Greenbelt located on the south side of the
south channel of the Boise River just east of Laguna Point Subdivision (Coast to
Coast Subdivision). The 23.05 -acre site is located on the north side of East
Colchester Drive, adjacent to Lakemoor Subdivision No. 2.
Dan Torfin, 250 S. Beechwood, Boise, reviews the application. Staff has nothing further
to add. Board discussion.
Koci moves to approve DR -13-17 — Trailhead Parking and Pathways within Pamela
Baker Park — Dennis M. Baker Foundation with the site specific and standard
conditions of approval as written. Seconded by Germano. ALL AYE...MOTION
CARRIES.
B. DR -16-16 MOD — Modification to the Common Area Landscaping within
Lanewood Subdivision (aka: Homestead Subdivision) — Smith Brighton, Inc.:
Smith Brighton, Inc., represented by Jonathan Wardle, is requesting design review
approval to modify the common area landscaping within Lanewood Subdivision (aka:
Homestead Subdivision) to include a pool, pool house (924 -SF), pavilion (864 -SF),
mailbox kiosk (329 -SF), decorative fencing, and other minor landscape modifications.
The 110.95 -acre site is located on the north side of West Floating Feather Road
between North Lanewood Road and North Linder Road.

Williams reviews the application. Board discussion.
Koci moves to approve DR -16-16 MOD with the site specific and standard
conditions of approval with the following modifications:
Site specific condition #9: The Board approves of the wood fencing in the proposed
locations as presented tonight over in lieu of the vinyl fencing.
Site specific condition #10: The applicant will submit a color board on the darker
stain that will be on the trim boards, to be approved by staff and one board member
of the Design Review Board.
Site specific condition #11: A pathway plan shall be prepared showing additional
pathways that were discussed tonight going from the common area to the pools and
the kiddie play area and elsewhere, to be approved by staff and one member of the

Design Review Board.
Site specific condition #12: The applicant reflect the building lighting on the pool
house, mail kiosk, pavilion and any other lighting elements, and submit plan to be
approved by staff and one member of the Design Review Board. Seconded by
Germano. ALL AYE...MOTION CARRIES.
C. DR -18-17 — Subdivision Entry Signage For Lanewood Subdivision (aka:
Homestead Subdivision) — Smith Brighton, Inc.: Smith Brighton, Inc., represented
by Jonathan Wardle, is requesting design review approval to construct three (3)
subdivision entry signs for Lanewood Subdivision (aka: Homestead Subdivision).
The signs are proposed to be located at the following intersections: West Floating
Feather Road and North Champions Way, North Lanewood Road and West Venetian
Street, and West Floating Feather Road and North Linder Road. The 110.95 -acre site
is located on the north side of West Floating Feather Road between North Lanewood
Road and North Linder Road.

Williams has nothing to add. Board discussion.
Koci moves to approve DR -18-17 — Subdivision Entry Signage For Lanewood
Subdivision (aka: Homestead Subdivision) — Smith Brighton, Inc with the site
specific and standard conditions of approval with the following additions:
Site specific condition #7: The Board feels the overall height of the architectural
elements on the monument signage being in excess of the standard contributes to the
look of the sign and we are ok with that. Seconded by Sayer. ALL
AYE...MOTION CARRIES.
6. REPORTS:

B. Staff: Next meeting discussion. Next joint meeting with council will be June 22.
