MINUTES
The Design Review Board met in regular session, April 13, 2017, Vice -Chairman Brasher
presiding.
1. CALL TO ORDER: Vice -Chairman Brasher calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: BRASHER, SAYER,
SCHAFER, BAER, GERMANO, KOCI. ABSENT: GRUBB. A quorum is present.
3. CONSENT AGENDA
• Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
• Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of March 23, 2017.
B. Findinss of Fact and Conclusions of Law for DR -12-16 — Master Sisn Plan for
Stillwater Subdivision - Stillwater Development Partners. LLC: Stillwater
Development Partners, LLC, represented by Corey Elitharp, is requesting design
review sign approval of a master sign plan for Stillwater Subdivision. The site is
located on the south side of State Highway 44 at the southwest corner of West State
Street and State Highway 44.
C. Findinss of Fact and Conclusions of Law for DR -08-17 — Common Area
Landscapins within Senora Creek Subdivision No. 3 — Schultz Development —
Matt Schultz: Matt Schultz with Schultz Development is requesting design review
approval of the common area landscaping within Senora Creek Subdivision No. 3.
The 4.72 -acre site is located on the west side of North Park lane, approximately
1,300 -feet south of the intersection of North Park lane and West Floating Feather
Road at 725 North Park Lane.
D. Findinss of Fact and Conclusions of Law for DR -09-17 — Entry Monument Simi
For Senora Creek Subdivision No. 3 (aka Easle Creek) — Schultz Development —
Matt Schultz: Matt Schultz with Schultz Development is requesting design review
approval for an entry monument sign for Senora Creek Subdivision No. 3 (aka Eagle
Creek). The sign is proposed to be located within a landscape island at the
intersection of West Prickly Pear Drive and North Park Lane on the west side of
North Park Lane at the Senora Creek Subdivision No. 3 entrance.

E. Findings of Fact and Conclusions of Law for DR -47-08 MOD — North Star
Charter School Playground and Snorts Field Expansion — North Star Charter
School: North Star Charter School, represented by Ben Semple with Breckon Land
Design, is requesting design review approval to expand the existing playground and to
construct a track and sports field on the western portion of their property. The 14.9 -
acre site is located on the southwest comer of North Linder Road and West Saguaro
Drive at 839 North Linder Road.
F. Findings of Fact and Conclusions of Law for DR -10-17 — Restaurant with Drive -
Through for Arby's — United States Beef Corporation — John Mabry: United
States Beef Corporation, represented by Krysta Houtchens with EES, is requesting
design review approval to construct a 2,499 -square foot restaurant with drive-through
for Arby's. The 0.64 -acre site is located near the northeast corner of East State Street
and State Highway 55 at 2892 East State Street within Eagle Promenade Shopping
Center (YES Subdivision).
G. Findings of Fact and Conclusions of Law for DR -11-17 — Building Wall.
Monument. and Menu Board Signage For Arby's — United States Beef
Corporation — John Mabry: United States Beef Corporation, represented by Krysta
Houtchens with EES, is requesting design review approval to construct three (3) halo
illuminated building wall signs, a monument sign, and menu board signage for
Arby's. The 0.64 -acre site is located near the northeast corner of East State Street and
State Highway 55 at 2892 East State Street within Eagle Promenade Shopping Center
(YES Subdivision).
Sayer moves to approve the consent agenda. Seconded by Germano. ALL
AYE... MOTION CARRIES.
4. UNFINISHED BUSINESS: None.
5. NEW BUSINESS:
A. DR -12-17 — Common Area Landscaping within See One Subdivision — David
Collister: David Collister, represented by Shon Parks with T -O Engineers, Inc., is
requesting design review approval for the common area landscaping within See One
Subdivision. The 5.70 -acre site is located on the east side of Park Lane approximately
1,200 -feet south of Beacon Light Road at 2440 North Park Lane.
David Collister, 2873 W. Wind Drive, Eagle, reviews the application. City Planner Gero
reviews the application. Board discussion. Further discussion with the applicant. Board
discussion.
Brasher moves to approve DR -12-17 — Common Area Landscaping within See One
Subdivision with the site specific and standard conditions of approval with the
following modifications to the site specific conditions:
Site specific condition #2: Strike the number 19 and replace with 10. We are
requesting several of those 10 trees to be planted along Tabasco Lane and the
western property line of lot 5.

Site specific condition #13: The applicant shall provide a revised landscape plan
indicating class one trees planted along Park Lane, rather than the Autumn Blaze
Maples, due to power line conflicts.
Site specific condition #14: The applicant shall provide a revised landscaping plan
showing the tree planting along Tabasco Lane and berming along Tabasco Lane at
the common area or tree planting and fencing along Tabasco Lane common area, to
be reviewed by staff and two members of the Design Review Board. Seconded by
Baer. ALL AYE...MOTION CARRIES.
