MINUTES
The Design Review Board met in regular session March 23, 2017, Chairman Grubb presiding.
1. CALL TO ORDER: Chairman Grubb calls the meeting to order at 6:OOp.m.
2. ROLL CALL: The following members were present: GRUBB, SAYER, BRASHER,
SCHAFER, KOCI. ABSENT: BAER, GERMANO. A quorum is present.
3. CONSENT AGENDA
• Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
• Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of March 9, 2017.
B. Findings of Fact and Conclusions of Law for DR -76-16 — Common Area
Landscaping within Featherglen Subdivision — Javo Development, Inc.: Jayo
Development, Inc., represented by Shawn Nickel with SLN Planning, is requesting
design review approval of the common area landscaping within Featherglen
Subdivision. The 0.83 -acre site is located on the south side of West Floating Feather
Road approximately 275 -feet west of North Eagle Road at 135 West Floating Feather
Road.
Brasher moves to approve the consent agenda. Seconded by Sayer. ALL
AYE....MOTION CARRIES.
4. UNFINISHED BUSINESS: None.
5. NEW BUSINESS:
A. DR -12-16 — Master Sign Plan for Stillwater Subdivision - Stillwater Development
Partners, LLC: Stillwater Development Partners, LLC, represented by Corey
Elitharp, is requesting design review sign approval of a master sign plan for Stillwater
Subdivision. The site is located on the south side of State Highway 44 at the
southwest corner of West State Street and State Highway 44.

Brasher moves to approve DR -12-16 — Master Sign Plan for Stillwater Subdivision
with the site specific and standard conditions of approval with the following
modifications:
Modify site specific condition #1: On the second line, where the sentence reads one
twenty-five foot high monument sign on State HWY 44 we are going to replace one
with two. Add a sentence at the end of that, the Board unanimously agrees that
architectural elements may extend beyond the 25 ft. limit as per code. Approved by
staff and two members of the Design Review Board.
Site specific condition #7: The applicant shall provide a cross section of HWY 44
and the interior roads indicting the height in relation to the crown of road, to be
approved by staff and two members of the Design Review Board.
The majority of the Board agrees that the architectural elements and features,
design style are agreeable and they approve of the design in general. Seconded by
Koci. Discussion.
Note: The applicant was allowed an additional interior monument sign which they
did not utilize, the additional monument sign on HWY 44 is partially in trade for
that. The additional monument sign is also provided in an effort to support the
large amount of commercial square footage on this rectangular shaped site. Second
concurs. FOUR AYE, ONE NAY (GRUBB)...MOTION CARRIES.
B. DR -08-17 — Common Area Landscaping within Senora Creek Subdivision No. 3
— Schultz Development — Matt Schultz: Matt Schultz with Schultz Development is
requesting design review approval of the common area landscaping within Senora
Creek Subdivision No. 3. The 4.72 -acre site is located on the west side of North Park
lane, approximately 1,300 -feet south of the intersection of North Park lane and West
Floating Feather Road at 725 North Park Lane.

Grubb moves to approve DR -08-17 — Common Area Landscaping within Senora
Creek Subdivision No. 3 with the site specific and standard conditions of approval
with the following modification:
Site specific condition #12: Provide class one trees under the power line to be
approved by staff and one member of the Design Review Board.
Seconded by Schafer. ALL AYE...MOTION CARRIES.
C. DR -09-17 — Entry Monument Sign For Senora Creek Subdivision No. 3 (aka
Eagle Creek) — Schultz Development — Matt Schultz: Matt Schultz with Schultz
Development is requesting design review approval for an entry monument sign for
Senora Creek Subdivision No. 3 (aka Eagle Creek). The sign is proposed to be located
within a landscape island at the intersection of West Prickly Pear Drive and North
Park Lane on the west side of North Park Lane at the Senora Creek Subdivision No. 3
entrance.

Grubb moves to approve DR -09-17 — Entry Monument Sign For Senora Creek
Subdivision No. 3 (aka Eagle Creek) as written. Seconded by Koci. ALL
AYE...MOTION CARRIES.
D. DR -47-08 MOD — North Star Charter School Playground and Sports Field
Expansion — North Star Charter School: North Star Charter School, represented
by Ben Semple with Breckon Land Design, is requesting design review approval to
expand the existing playground and to construct a track and sports field on the
western portion of their property. The 14.9 -acre site is located on the southwest corner
of North Linder Road and West Saguaro Drive at 839 North Linder Road.

Grubb moves to approve DR -47-08 MOD — North Star Charter School Playground
and Sports Field Expansion with the site specific and standard conditions of
approval with the following modifications:
Site specific condition #15: Please note that the plan dated 2/16/17 showing the
columns on the picnic shelter structure are the approved elevations and renderings.
Site specific condition #16: If any lighting is installed within or on the picnic shelter
it needs to be concealed within the structure. Seconded by Brasher. Board
discussion. ALL AYE...MOTION CARRIES.
E. DR -10-17 — Restaurant with Drive -Through for Arby's — United States Beef
Corporation — John Mabry: United States Beef Corporation, represented by Krysta
Houtchens with EES, is requesting design review approval to construct a 2,499 -
square foot restaurant with drive-through for Arby's. The 0.64 -acre site is located
near the northeast corner of East State Street and State Highway 55 at 2892 East State
Street within Eagle Promenade Shopping Center (YES Subdivision).

Grubb moves to approve DR -10-17 — Restaurant with Drive -Through for Arby's —
United States Beef Corporation with the site specific and standard conditions of
approval with the following modifications:
Site specific condition #11: Provide revised elevations of the right elevation, the
front elevation and the rear elevation that have large expanses of stucco showing
revised drawings with architectural interest using either color or addition of sconce
lighting to be approved by staff and two members of the Design Review Board.

F. DR -11-17 — Building Wall, Monument, and Menu Board Signage For Arby's —
United States Beef Corporation — John Mabry: United States Beef Corporation,
represented by Krysta Houtchens with EES, is requesting design review approval to
construct three (3) halo illuminated building wall signs, a monument sign, and menu
board signage for Arby's. The 0.64 -acre site is located near the northeast corner of
East State Street and State Highway 55 at 2892 East State Street within Eagle
Promenade Shopping Center (YES Subdivision).

Grubb moves to approve DR -11-17 — Building Wall, Monument, and Menu Board
Signage For Arby's — United States Beef Corporation with the site specific and
standard conditions of approval with the following modifications:
Site specific condition #4: The sign noted as A is not permitted with the application.
Site specific condition #5: All lighting must be 3000K. Please provide revised
drawings showing the change in the temperature, to approved by staff and one
member of the Design Review Board.
Site specific condition #6: Provide revised site plan and sign elevations showing
modifications to the height indicator and menu speaker as well as menu board to
provide less obstruction to the building. To be approved by staff and two members
of the Design Review Board. Seconded by Brasher. ALL AYE...MOTION
CARRIES.

B. Staff: Discussion on items being appealed to City Council.
