MINUTES
The Design Review Board met in regular session January 26, 2017, Vice Chairman Brasher
presiding.
CALL TO ORDER: Vice Chairman Brasher calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: SAYER, BRASHER, BAER,
GERMANO. Absent: SCHAFER, GRUBB, KOCI. A quorum is present.
3. CONSENT AGENDA
♦ Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of January 12, 2017.
B. Findings of Fact and Conclusions of Law for DR -77-16 — Common Area Landscaping
along Eagles Gate Drive — DMB Investments, LLC.: DMB Investments LLC,
represented by Dan Torfin, is requesting design review approval of the common area
landscaping located along Eagles Gate Drive within Lakemoor Subdivision. The 1.5 -acre
site is located on the east side of Eagle Road approximately 1,460 -feet south of East
Colchester Drive.
C. Findings of Fact and Conclusions of Law for DR -78-16 — Common Area Landscaping,
Pool, and Pool House within Lakemoor Subdivision No. 7 — C and O Development,
Inc.: C and O Development Inc., represented by Rodney Evans with Breckon Land Design,
Inc., is requesting design review approval of the common area landscaping, pool, and 404 -
square foot pool house within Lakemoor Subdivision No. 7. The 12.29 -acre site is located
on the north side of East Chinden Boulevard approximately 2,300 -feet east of Eagle Road at
3900 East Chinden Boulevard.
D. Findings of Fact and Conclusions of Law for DR -79-16 — Common Area Landscaping
within Gated Garden Subdivision — Tucker Johnson: Tucker Johnson is requesting
design review approval of the common area landscaping within Gated Garden Subdivision.
The 16.86 -acre site is located on the east side of North Linder Road approximately 2,100 -
feet north of the intersection of West Chinden Boulevard (Highway 20/26) and North
Linder Road.
E. Findings of Fact and Conclusions of Law for DR -80-16 — Subdivision Entry
Monument Sign for Gated Garden Subdivision — Tucker Johnson: Tucker Johnson is
requesting design review approval for a subdivision entrance monument sign for Gated
Garden Subdivision. The sign is proposed to be located at the intersection of North Linder
Road and West Temple Drive on the south side of West Temple Drive at the entrance to
Gated Garden Subdivision.

Sayer moves to approve the consent agenda as presented. Seconded by Germano. ALL
AYE... MOTION CARRIES.
Brasher moves to make a motion to move item 5B ahead of item 5A and also
move item 4A behind the new position of item 5A. Seconded by Baer. ALL
AYE... MOTION CARRIES.
4. UNFINISHED BUSINESS:
A. DR -70-16 — Common Area Landscaping within Redstone Ranch Subdivision — A Team
Land Consultants: A Team Land Consultants, represented by Steve Arnold, is requesting
design review approval of the common area landscaping within Redstone Ranch Subdivision.
The 10.06 -acre site is located on the northwest corner of East Hill Road and North
Echohawk Way approximately 400 -feet west of the intersection of East Hill Road and State
Highway 55. This item was continued from the January 12, 2017, Design Review Board
meeting.
Jessie with Stack Rock Landscape Architecture reviews the application and goes over the
requested changes from the Design Review Board. City Planner Gero reviews the
application. Board discussion.
Brasher moves to approve DR -70-16 with the site specific conditions of approval and
standard conditions approval as written with the following modifications:
Replace site specific condition #3 with all the language in it and have it state, "the
sample of the concrete wall material shall be provided for approval to Staff and
approved by staff and one member of the Design Review Board. In and at that time
clarification shall be given that the wall will indeed be 3 feet tall. The Design Review
Board encourages the applicant to do their best to obtain a 3 -foot wall." Seconded by
Baer. ALL AYE... MOTION CARRIES.
NEW BUSINESS:
A. DR -50-16 — Food and Beverage Sales Building within Lakemoor Commercial
Subdivision — Hawkins Companies: Hawkins Companies, represented by Christian
Samples, is requesting design review approval to construct a 12,500 -square foot food and
beverage sales building. The 1.41 -acre site is located on the southeast corner of South Eagle
Road and East Colchester Drive within Lakemoor Commercial Subdivision (Lot 6, Block
10).
Jeff DeVoe, with Hawkins Companies, 855 Broad Street, Idaho, gives one presentation for
all three applications (DR -50-16, DR -83-16, DR -84-16). He expresses that he agrees with all
conditions but one modification for each application.
Andrew gives an overview of the three projects and provides a PowerPoint presentation of
the elevations. He emphasizes the cohesiveness of the buildings within the development.
DeVoe requests removing site specific condition #2.
City Planner B. Williams reviews the application and is in agreement with striking site
specific condition #2, but defers it to the Board. Board discussion.
Brasher moves to approve DR -50-16 with the site specific conditions of approval and
standard conditions approval with the following modifications:
Replace all the language in site specific condition #2: The applicant shall provide a

revised landscape plan showing trees planted between the pond retaining wall and curb
of the parking lot. Revise the shrubs specifications to be evergreen shrubs, to be
approved by staff and one member of the Design Review Board.
Strike site specific condition #3.
Site specific condition #14: The applicant shall provide a revised landscaping plan
showing the trash enclosure moved from its current location. The trash enclosure may
be in an entirely different location or remain in the same island. If the applicant can
provide site line data from ACHD showing it is in compliance and additional shrubs
planted between the trash enclosure and sidewalk. Seconded by Baer. ALL AYE...
MOTION CARRIES.
Brasher makes a motion to re -open DR -50-16 and makes a motion to amend his motion
by adding a comment that the Design Review Board unanimously agrees that the
internally landscape island requirements have been offset by the extensive landscaping
done elsewhere and the additional landscaping provided between the pond and the
parking lot curb. Seconded the amendment by Baer. ALL AYE... MOTION
CARRIES.
B. DR -82-16 — Eagle River Senior Housina Facility — Riverside Senior Development
Company, LLC: Riverside Senior Development Company, LLC, represented by Tamara
Thompson with The Land Group, Inc., is requesting design review approval to construct a
146 -unit, 147,612 -square foot senior housing facility. The 6 -acre site is located southeast of
Merrill Park and adjacent to the southern boundary of Merrill Park approximately 250 -feet
east of the intersection of East Shore Drive and East Riverside Drive within the Eagle River
Development.
Tamara Thompson, with The Land Group Inc., 462 East Shore Drive, Eagle, introduces the
affiliates that will be discussing this application.
Tom Bobo, with Grossman Company, provides his support to the development.
Greg Vanpatten, with the Wolf Company, provides information on the Wolf Company and
gives a description of the different amenities the senior housing facility has to offer.
Steve Goodmanson, with BWA Architects, gives an overview of the project and provides a
PowerPoint presentation of the elevations of the building.
Jill Landsey, with The Land Group Inc., is the landscape architect and gives an overview of
the landscape portion of the project.
Tamara Thompson, with The Land Group Inc., gives a conclusion and is in agreement with
all of the conditions of approval.

Brasher moves to approve DR -82-16 with the site specific conditions of approval and
standard conditions of approval with the following modifications:
Site specific condition #15: The applicant shall provide a revised elevation of the trash
maintenance building on the west to have more architectural features as viewed from
the existing park, to be approved by staff and one member of the Design Review Board.

Site specific condition #16: The applicant shall provide a revised elevation to show the
trash shaped vent screening to be clouded with stone to look like a chimney, to be
reviewed by staff and one member of the Design Review Board. Seconded by Baer.

C. DR -83-16 — Restaurant Building — Hawkins Companies: Hawkins Companies,
represented by Christian Samples, is requesting design review approval to construct a 7,230 -
square foot restaurant building. The 1.95 -acre site is located on the east side of South Eagle
Road approximately 300 -feet east of the southeast corner of South Eagle Road and East
Colchester Drive within Lakemoor Commercial Subdivision (Lot 7, Block 10).

Brasher moves to approve DR -83-16 with the site specific conditions of approval and
standard conditions of approval as written with the following modifications:
Strike site specific condition #2.
Add site specific condition #13: The applicant shall provide revised western elevations
to show more architectural interest along the road and to be approved by staff and one
member of the Design Review Board.
Add site specific condition #14: The applicant shall provide climbing species at the base
of the green screens on the west elevation and provide evergreen species to screen the
transformer, to be approved by staff and one member of the Board. Seconded by Baer.

D. DR -84-16 — Multi -Tenant Office Building — Hawkins Companies: Hawkins Companies,
represented by Christian Samples, is requesting design review approval to construct a
67,500 -square foot multi -tenant office building (15', 2nd, and 3`d Floor Square Footage =
22,500/each). The 4.41 -acre site is located within the commercial portion of Lakemoor
Subdivision, on the north side of East Eagles Gate Drive approximately 300 -feet west of East
Colchester Drive.
Jeff DeVoe, with Hawkins Companies, reviews the application. DeVoe recommends that site
specific condition #2 be removed. City Planner B. Williams reviews the application. Board
discussion.
Brasher moves to approve DR -84-16 with the site specific conditions of approval and
standard conditions of approval with the following modifications:
Strike site specific condition #2.
Strike site specific condition #6.
Add site specific condition #14: The applicant shall provide a revised landscape plan
showing evergreen trees of 10 to 12 feet in height along the southeast of the building
between the building and drive.
Site specific condition #15: The Board feels that the evergreen trees provided in excess
of the size required by the City and the berming adequately addresses the concerns of
the neighborhood and screening of the building. Seconded by Baer. ALL AYE...
