MINUTES
The Design Review Board met in regular session January 12, 2017, Chairman Grubb presiding.
CALL TO ORDER: Chairman Grubb calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: GRUBB, SAYER, BRASHER,
SCHAFER, GERMANO, KOCI. ABSENT: BAER. A quorum is present.
3. CONSENT AGENDA
♦ Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of December 8, 2016.
B. Findings of Fact and Conclusions of Law for DR -51-16 - Multi -tenant
Retail/Restaurant Building — Hawkins Companies: Hawkins Companies,
represented by Christian Samples, is requesting design review approval to construct a
10,620 -square foot multi -tenant retail/restaurant building. The 0.94 -acre site is located
on the east side of South Eagle Road approximately 600 -feet south of East Colchester
Drive within Lakemoor Commercial Subdivision (Lot 2, Block 10).
C. Findings of Fact and Conclusions of Law for DR -52-16 - Multi -tenant
Retail/Restaurant Building with Drive Through — Hawkins Companies:
Hawkins Companies, represented by Christian Samples, is requesting design review
approval to construct a 10,620 -square foot multi -tenant retail/restaurant building with
drive through. The 0.98 -acre site is located on the east side of South Eagle Road
approximately 800 -feet south of East Colchester Drive within Lakemoor Commercial
Subdivision (Lot 1, Block 10).
D. Findings of Fact and Conclusions of Law for DR -69-16 — Eagle Sewer District
Blower Building — Eagle Sewer District: Eagle Sewer District, represented by
Lowell Alseth with ZGA Architects and Planners, is requesting design review
approval to construct a 5,027 -square foot blower building at the existing Eagle Sewer
District Wastewater Treatment Facility. The 33.94 -acre site is located on the south
side of State Highway 44 approximately one mile west of Eagle Road at 1993 West
State Street.
E. Findings of Fact and Conclusions of Law for DR -58-15 MOD — Modification to
the a Common Area Landscaping, 18 Apartment Buildings, and Clubhouse within
Eagle Lakes Subdivision — TPC Brooklyn Park Investors, LLC: TPC Brooklyn
Park Investors, LLC, represented by John Rennison with Rennison Engineering, is
requesting design review approval to modify the common area landscaping, location

of eighteen (18) apartment buildings, and clubhouse within Eagle Lakes Subdivision
(eight — 15,700 -SF, two — 31,044 -SF, five — 28, 073, three — 11,237 -SF, and
clubhouse — 6,485 -SF). The 75 -acre site is located on the south side of State Highway
44, approximately 1,129 -feet west of the intersection of State Highway 55 and State
Highway 44 at 2401 East State Street.
F. Findings of Fact and Conclusions for DR -06-15 MOD3 — Covered Bridge
Structure at Entrance to Snoqualmie Fall Subdivision No. 7 — Brahama LLC:
Brahma LLC, represented by Jesse Buster with Stack Rock Group, is requesting
design review approval to construct a covered bridge structure at the entrance to
Snoqualmie Falls Subdivision No. 7. The site is generally located 140 -feet west of
North Arena Way over West Striker Drive within Snoqualmie Falls Subdivision No.
7.
Brasher moves to move item 5A to the consent agenda. Seconded by Schaefer. ALL

The consent agenda will include items 3A through 3G.

4. UNFINISHED BUSINESS:
A. DR -70-16 — Common Area Landscaping within Redstone Ranch Subdivision — A
Team Land Consultants: A Team Land Consultants, represented by Steve Arnold,
is requesting design review approval of the common area landscaping within
Redstone Ranch Subdivision. The 10.06 -acre site is located on the northwest corner
of East Hill Road and North Echohawk Way approximately 400 -feet west of the
intersection of East Hill Road and State Highway 55. This item was continued from the
December 8, 2016 meeting.
Grubb moves to continue DR -70-16 — Common Area Landscaping within Redstone
Ranch Subdivision — A Team Land Consultants to the January 26, 2017 meeting.
Seconded by Brasher. ALL AYE ... MOTION CARRIES.
NEW BUSINESS:
A. DR -77-16 — Common Area Landscaping along Eagles Gate Drive — DMB
Investments, LLC.: DMB Investments LLC, represented by Dan Torfin, is
requesting design review approval of the common area landscaping located along
Eagles Gate Drive within Lakemoor Subdivision. The 1.5 -acre site is located on the
east side of Eagle Road approximately 1,460 -feet south of East Colchester Drive.
This item was moved to the consent agenda.
B. DR -78-16 — Common Area Landscaping, Pool, and Pool House within Lakemoor
Subdivision No. 7 — C and O Development, Inc.: C and O Development Inc.,
represented by Rodney Evans with Breckon Land Design, Inc., is requesting design
review approval of the common area landscaping, pool, and 404 -square foot pool house
within Lakemoor Subdivision No. 7. The 12.29 -acre site is located on the north side of
East Chinden Boulevard approximately 2,300 -feet east of Eagle Road at 3900 East
Chinden Boulevard.

Rodney Evans, Breckon Land and Design, 6661 N. Glenwood Street, Garden City reviews
the application. City Planner B. Williams reviews the application. Board discussion.
Grubb moves to approve DR -78-16 with the site specific and standard conditions of
approval with the following modifications:
Site specific condition #9: The applicant shall provide a revised calculation showing
additional tree calipers that are currently within the subdivision that exceed the current
city standard.
Site specific condition #10: Provide a revised elevation of the pool house to include a
detailed finish schedule showing colors with manufacturer's numbers as well as
product information and product type to be approved by staff and two members of the
Design Review Board.
Comment: The Design Review Board unanimously agrees to approve the alternate
method of compliance for the buffer on Chinden, due to the buffer of the road and
distance from the first residence. Seconded by Brasher. ALL AYE ... MOTION
CARRIES.
C. DR -79-16 — Common Area Landscaping within Gated Garden Subdivision — Tucker
Johnson: Tucker Johnson is requesting design review approval of the common area
landscaping within Gated Garden Subdivision. The 16.86 -acre site is located on the east
side of North Linder Road approximately 2,100 -feet north of the intersection of West
Chinden Boulevard (Highway 20/26) and North Linder Road.
Member Schafer recuses himself from item 5C and 5D.
Dave Koga with the Land Group, 462 E. Shore Drive, Eagle, ID reviews the application.
City Planner Gero reviews the application. Board discussion.
Grubb moves to approve DR -79-16 — Common Area Landscaping within Gated Garden
Subdivision — Tucker Johnson with the site specific and standard conditions of
approval with the following modifications:
Site specific condition #11: The applicant shall provide a revised plan showing details
for all structures to include building materials, colors and types as well as a color board
of samples of materials, to be approved by staff and two members of the Design Review
Board.
Note: The Design Review Board approves the alternative method of compliance due to
the complex topography at the entrance and the set back to the first residence and the
width of the entrance to the subdivision. Seconded by Brasher. ALL AYE ... MOTION
CARRIES.
D. DR -80-16 — Subdivision Entry Monument Sign for Gated Garden Subdivision —
Tucker Johnson: Tucker Johnson is requesting design review approval for a subdivision
entrance monument sign for Gated Garden Subdivision. The sign is proposed to be
located at the intersection of North Linder Road and West Temple Drive on the south side
of West Temple Drive at the entrance to Gated Garden Subdivision.
Dave Koga, The Land Group, 462 E. Shore Drive, Eagle, Idaho reviews the application. City
Planner Gero reviews the application. Board discussion.

Grubb moves to approve DR -80-16 — Subdivision Entry Monument Sign for Gated
Garden Subdivision — Tucker Johnson with the site specific and standard conditions of
approval with the following modifications:
Site specific condition #6: The applicant shall provide a materials board to be
approved by staff and two members of the Design Review Board. Seconded by Koci.

6. REPORTS:
A. Design Review Board: Election of Chairman and Vice -Chairman of the Design
Review Board.
Brasher moves to nominate Robert Grubb as Chairman. Grubb moves to nominate
