MINUTES
The Design Review Board met in regular session December 8, 2016, Chairman Grubb presiding.
CALL TO ORDER: Chairman Grubb calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: GRUBB, SAYER, BRASHER,
SCHAFER, BAER, GERMANO, KOCI. A quorum is present.
3. CONSENT AGENDA
♦ Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of November 10, 2016.
B. Finding of Fact and Conclusions of Law for DR -44-16 - Monument Sign for an
Office Building — Shawn Nickel: Shawn Nickel with SLN Planning, is requesting
design review approval to construct a monument sign for an office building. The
0.33 -acre site is located on the west side of North Eagle Road approximately 675 -feet
north of West State Street at 247 North Eagle Road.
Brasher moves to approve the consent agenda. Seconded by Baer. ALL
AYE ... MOTION CARRIES.

5. NEW BUSINESS:
A. DR -51-16 - Multi -tenant Retail/Restaurant Building — Hawkins Companies:
Hawkins Companies, represented by Christian Samples, is requesting design review
approval to construct a 10,620 -square foot multi -tenant retail/restaurant building. The
0.94 -acre site is located on the east side of South Eagle Road approximately 600 -feet
south of East Colchester Drive within Lakemoor Commercial Subdivision (Lot 2,
Block 10).
Member Koci will recuse himself from 5A and 5B. Member Schafer will recuse himself
from items 5A and 5B.

Grubb moves to approve DR -51-16 - Multi -tenant Retail/Restaurant Building —
Hawkins Companies with the site specific and standard conditions of approval with
the following modifications:
Site specific condition #15: Provide revised elevations of the trash enclosures to
include building material, size and screening to be approved by staff and two
members of the Design Review Board.
Site specific condition #16: Provide revised details showing a section through the
drive through berm including plantings and elevations to be approved by staff and
one member of the Design Review Board.
Site specific condition #17: Provide details on the stamped concrete to be approved
by staff and one member of the Design Review Board.
Site specific condition #18: Provide details on the green screen building materials as
well as planting materials to be approved by staff and two members of the Design
Review Board.
Note: The applicant shall comply with the fire department turning radius
requirements, any modifications because of those will need to be revised and
brought back to staff for review. Seconded by Brasher. ALL AYE ... MOTION
CARRIES. Discussion.
Grubb moves to modify motion, removing site specific condition #16. Second

B. DR -52-16 - Multi -tenant Retail/Restaurant Building with Drive Through —
Hawkins Companies: Hawkins Companies, represented by Christian Samples, is
requesting design review approval to construct a 10,620 -square foot multi -tenant
retail/restaurant building with drive through. The 0.98 -acre site is located on the east
side of South Eagle Road approximately 800 -feet south of East Colchester Drive
within Lakemoor Commercial Subdivision (Lot 1, Block 10).
Brandon Waylon, 855 W. Borad Street, Boise, is in agreement with all of the site specific
conditions in the staff report.
Site specific #14: Provide revised elevations of the trash enclosures with size and
height, architectural details to be approved by staff and two members of the Design
Review Board.
Site specific condition #15: Provide revised details showing the section through the
drive through berm with the plantings, to be approved by staff and two members of
the Design Review Board.
Site specific condition #16: Provide stamped concrete details to be approved by
staff and one member of the Design Review Board.
Site specific condition #17: Provide detailed cut sheets on materials and plantings

C. DR -69-16 — Eagle Sewer District Blower Building — Eagle Sewer District: Eagle
Sewer District, represented by Lowell Alseth with ZGA Architects and Planners, is
requesting design review approval to construct a 5,027 -square foot blower building at
the existing Eagle Sewer District Wastewater Treatment Facility. The 33.94 -acre site
is located on the south side of State Highway 44 approximately one mile west of
Eagle Road at 1993 West State Street.
Lowell Alseth, with ZGA, Parkcenter Blvd., Boise reviews the application. City Planner
Gero reviews the application.
Grubb moves to approve DR -69-16 — Eagle Sewer District Blower Building — Eagle
Sewer District with the site specific and standard conditions of approval as written.
Seconded by Baer. ALL AYE ... MOTION CARRIES.
D. DR -70-16 — Common Area Landscaping within Redstone Ranch Subdivision — A
Team Land Consultants: A Team Land Consultants, represented by Steve Arnold, is
requesting design review approval of the common area landscaping within Redstone
Ranch Subdivision. The 10.06 -acre site is located on the northwest corner of East Hill
Road and North Echohawk Way approximately 400 -feet west of the intersection of
East Hill Road and State Highway 55.
Jessie Buster, representing Steve Arnold with the A Team reviews the application.
Member Grubb states that his personal property is within 300 feet of this, however he is
able to act on this application with an unbiased opinion. City Planner Gero reviews the
application. Board discussion.
Grubb moves to continue DR -70-16 — Common Area Landscaping within Redstone
Ranch Subdivision — A Team Land Consultants to the next regularly scheduled
meeting, January 12, 2017, with the following comments for the applicant:
As the applicant heard in the discussion we would like to see variety in the street
trees, we would like to see detailed cut sheets and materials as well as any other
options for the wall along Hill Road. We would like to see cut sheets on the metal
fence and the wrought iron, specifics on the gazebo with detail to its structural
integrity and durability in a commercial application. We would like to see that the
mulch on Hill Road is consistent with mulch in ITD area and also detail and
direction on specifics with the stairs or ramp and how that all works as well as the
possible addition of fencing in that area. Seconded by Brasher. ALL
AYE ... MOTION CARRIES.
E. DR -58-15 MOD — Modification to the Common Area Landscaping, 18 Apartment
Buildings, and Clubhouse within Eagle Lakes Subdivision — TPC Brooklyn Park
Investors, LLC: TPC Brooklyn Park Investors, LLC, represented by John Rennison
with Rennison Engineering, is requesting design review approval to modify the

common area landscaping, location of eighteen (18) apartment buildings, and
clubhouse within Eagle Lakes Subdivision (eight — 15,700 -SF, two — 31,044 -SF, five
— 28, 073, three — 11,237 -SF, and clubhouse — 6,485 -SF). The 75 -acre site is located
on the south side of State Highway 44, approximately 1,129 -feet west of the
intersection of State Highway 55 and State Highway 44 at 2401 East State Street.
Member Baer will recues herself from this application. John Rennison, 410 E. State
Street, Eagle reviews the application. City Planner B. Williams reviews the application.

Grubb moves to approve DR -58-15 MOD — Modification to the Common Area
Landscaping, 18 Apartment Buildings, and Clubhouse within Eagle Lakes
Subdivision — TPC Brooklyn Park Investors, LLC with the site specific and
standard conditions of approval with the following modifications:
Site specific condition #15: Provide one more class three type tree in the pallet to
provide variation, to be approved by staff and one member of the Design Review
Board.
Site specific condition #16: Provide revised cut sheets and call outs using the
original light fixtures that were previously approved in the original Design Review
application, to be approved by staff.
Site specific condition #17: The car port structures are approved as shown, date
stamped 11/3/16.
Site specific condition #18: The applicant can modify the building types as
indicated on the 11/3/16 packet to have small or large balconies as desired, to be
approved by staff and one member of the Design Review Board. Seconded by
Brasher. ALL AYE ... MOTION CARRIES.
F. DR -06-15 MOD3 — Covered Bridge Structure at Entrance to Snoqualmie Fall
Subdivision No. 7 — Brahama LLC: Brahma LLC, represented by Jesse Buster with
Stack Rock Group, is requesting design review approval to construct a covered bridge
structure at the entrance to Snoqualmie Falls Subdivision No. 7. The site is generally
located 140 -feet west of North Arena Way over West Striker Drive within
Snoqualmie Falls Subdivision No. 7.
Jesse Buster, Stack Rock Group reviews the application. City Planner B. Williams
reviews the application. Board discussion.
Grubb moves to approve DR -06-15 MOD3 — Covered Bridge Structure at Entrance
to Snoqualmie Fall Subdivision No. 7 — Brahama LLC with the site specific and
standard conditions of approval with the following modifications:
Site specific condition #6: Provide revised elevations to show metal color to be
matching the light fixtures for the structure.
Site specific condition #7: Provide revised landscape plan to show planter
underneath the wood and rope strip on each side of the structure to be approved by
staff and one member of the Design Review Board. Seconded by Brasher. ALL
