MINUTES
The Design Review Board met in regular session June 9, 2016, Chairman Grubb presiding.
1. CALL TO ORDER: Chairman Grubb calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: SAYER, BRASHER, SCHAFER,
BAER, GERMANO, KOCI. Absent: BAER. A quorum is present.
CONSENT AGENDA
♦ Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
Brasher makes a motion to place item 5A on the Consent Agenda. Seconded by
Schafer. ALL AYE ... MOTION CARRIES.
A. Minutes of May 26, 2016.
B. S4- DR -62-12 MOD6 — Common Area Landscaping within Mace River Ranch
Subdivision No. 5 — Gardner Company: Gardner Company, represented by Talena
Baer with Baer Design Group, is requesting design review approval of the common
area landscaping within Mace River Ranch Subdivision No. 5, including a mailbox
structure and entry feature. The 28.11 -acre site is located on the north side of West
Mace Road approximately 770 -feet west of South Osprey Island Way.
Brasher moves to approve the consent agenda with the changes. Seconded by
Sayer. ALL AYE ... MOTION CARRIES.
4. UNFINISHED BUSINESS:
A. DR -30-16 —Automotive Body Shop for Westside Body Works — Westside Body
Works — Tim Wallace: Tim Wallace, represented by Dale Binning, is requesting
design review approval to construct an 18,376 -square foot automotive body shop for
Westside Body Works. The 1.21 -acre site is located on the south side of East State
Street approximately 295 -feet north of East Iron Eagle Drive at 1447 East State Street.
(This item was continued from the May 26, 2016 meeting.)
Dale Binning, 1590 Shenandoah Drive, Boise, reviews the modifications to the
application. City Planner B. Williams reviews the application. Board discussion.
Grubb moves to approve DR -30-16 Automotive Body Shop for Westside Body
Works with the Standard Conditions of Approval as written and the Site
Specific Conditions of Approval as written. The following modifications to the

Site Specific Conditions:
Site Specific Condition #2, in the second sentence remove the #22 and insert #48.
Four or five words later remove #25 and insert #20.
Strike Site Specific Condition #3.
Site Specific Condition #5, at the end of it add a new sentence that says, provide
cross section that shows the berm and plantings generally within the property
line close to the curb but leaving the street trees where they are currently shown
on landscape sheet L 1.1 date stamped June 1, 2016.
Strike Site Specific Condition #6.
Strike Site Specific Condition #7.
Site Specific Condition #8, add provide cut sheets with color and style for the
proposed vinyl fencing to replace the existing fencing and for new fencing to be
approved by staff and one member from the Design Review Board.
Add Site Specific Condition #20, remove the tree from in front of the building
wall signage and replace with a more suitable tree that allows for better visibility
of the sign.
Site Specific Condition #21, the applicant shall include notes on the plans that
the historic light poles comply with the City of Eagle supplied cut sheets.
Site Specific Condition #22, the west elevation plantings shall have a diversity of
1/3 to be approved by staff and one member of the Design Review Board.
Site Specific Condition #23, the cobble in the rear drainage beds shall only be in
the flat lower portion with the perimeter to have landscaping plantings as well as
a bark or mulch of some type to be approved by staff and one member of the
Design Review Board. Seconded by Brasher. Board Discussion. Grubb amends
the motion. Site Specific Condition #5 at the end of it add to be approved by staff
and one member of the Design Review Board. Also add a comment to the end
that the Design Review Board would be in favor of a parking reduction in lieu
with the applicant providing the City with a benefit such as guarantee of no
parking out front after hours for vehicles. Amendments seconded by Brasher.
ALL AYE ... MOTION CARRIES.
B. DR -31-16 — Two Building Wall Signs and One Monument Sing for Westside
Body Works — Westside Body Works — Tim Wallace: Tim Wallace, represented
by Greg Llewellyn with Golden West Signs, is requesting design review approval to
construct two (2) building wall signs and one (1) monument sign for Westside Body
Works. The 1.21 -acre site is located on the south side of East State Street
approximately 295 -feet north of East Iron Eagle Drive at 1447 East State Street. (This
item was continued from the May 26, 2016 meeting.)

5. NEW BUSINESS:
