MINUTES
The Design Review Board met in regular session April 28, 2016 Vice -Chairman Brasher
presiding.
CALL TO ORDER: Vice -Chairman Brasher calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: SAYER, BRASHER, SCHAFER,
BAER. A quorum is present. ABSENT GRUBB, GERMANO.
3. CONSENT AGENDA
♦ Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of April 14, 2016.
B. Findings of Fact and Conclusions of Law for DR -20-16 — Common Area
Landscaping within Crestpoint Place Subdivision — Northside Management —
Scott Noriyuki: Northside Management, represented by Scott Noriyuki, is requesting
design review approval of the common area landscaping within Crestpoint Place
Subdivision. The 7.71 -acre site is located on the southwest corner of South
Edgewood Lane and Hill Road at 103 South Edgewood Lane.
Baer moves to approve the consent agenda as written. Seconded by Sayer... ALL
AYE ... MOTION CARRIES.
4. UNFINISHED BUSINESS: None.
5. NEW BUSINESS:
A. DR -23-16 — Common Area Landscaping within Ashbury Business Park
Subdivision — SCS Brighton LLC: SCS Brighton LLC, represented by Van Elg with
Brighton Development, is requesting design review approval to construct the common
area landscaping within Ashbury Business Park. The 1.74 -acre site is located on the
northwest corner of North Meridian Road and West Bavaria Street approximately
400 -feet north of West Chinden Boulevard.
Member Schafer recuses himself from this item.
Van Elg, Brighton, 12601 W. Explorer Drive, Boise, reviews the application. City

Brasher moves to approve with the site specific and standard conditions of approval
with the following modifications:
Site specific condition #2: Replace shade class trees with class one trees. Seconded
by Baer. ALL AYE...MOTION CARRIES.
B. DR -69-02 MOD2 — Modification to the Master Sign Plan for Camille Beckman
Including a Subdivision Entry Monument Sign for the Gardens at Camille
Beckman— Foad Roghani: Foad Roghani, represented by Jason Keeble with
Trademark, is requesting design review sign approval to modify the master sign plan
for Camille Beckman to include a subdivision entry monument sign for the Gardens at
Camille Beckman. The sign will be located on the southeast corner of State Highway
44 and South Rosebud Lane at 175 South Rosebud Lane.
Jason Keeble, Trademark, 915 Royal Blvd., Boise, reviews the application. City Planner
B. Williams reviews the application. Board discussion.
Brasher moves to approve DR -69-02 MOD2 — Modification to the Master Sign Plan
for Camille Beckman Including a Subdivision Entry Monument Sign for the
Gardens at Camille Beckman— Foad Roghani with the site specific and standard
conditions of approval as written. Seconded by Sayer. ALL AYE ... MOTION
CARRIES.
