MINUTES
The Design Review Board met in regular session December 10, 2015, Chairman Grubb
presiding.
CALL TO ORDER: Chairman Grubb calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: GRUBB, SAYER, MARTIN,
HASH, SCHAFER, BAER. ABSENT: BRASHER. A quorum is present.
CONSENT AGENDA
♦ Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

B. Finding Of Fact And Conclusions Of Law For DR -52 -99 MODE — Modification
to the Master Sign Plan for the Eagle Marketplace — Alturas Eagle Marketplace,
LLC: Alturas Eagle Marketplace, LLC, represented by Virginia Cunningham with
Golden West Signs, is requesting design review approval to modify the master sign
plan for the Eagle Marketplace. The site is located on the northeast corner of East
Chinden Boulevard and North Eagle Road at 3210 East Chinden Boulevard.
Baer moves to approve the consent agenda. Seconded by Schafer. ALL

A. DR -47 -15 — Common Area Landscaping within Ashbury Subdivision No. 3 —
SCS Brighton LLC: SCS Brighton LLC, represented by Michael Wardle, is
requesting design review approval to construct the common area landscaping within
Ashbury Subdivision No. 3. The 7.67 -acre site is located approximately '/4 -mile west
of Meridian Road and 1/4 -mile north of Chinden Boulevard.
Van Elg, with Brighton LLC, 12601 W. Explorer, Boise, ID reviews the application. City
Planner Williams has nothing further to add. Board discussion.

Subdivision No. 3 — SCS Brighton LLC with the site specific and standard

B. DR -50 -15 — Retail Building for Petco — Eagle Development Associates: Eagle
Development Associates, represented by Mandie Brozo with CSHQA, is requesting
design review approval to construct a 12,620 - square foot retail building for Petco.
The 1.45 -acre site is generally located on the north side of East State Street between
State Highway 55 and Horseshoe Bend Road at 3006 East State Street (located
abutting the west side of the Winco building) within YES Subdivision.
Member Schafer recuses himself from this application.
Jeff Huber, 8385 W. Emerald, Boise, reviews the application. Mandie Brozo, 200 Broad

Grubb moves to approve DR -50 -15 — Retail Building for Petco — Eagle Development
Associates with the site specific and standard conditions of approval with the
following modifications:
Revise site specific condition #2: Last line to strike Design Review Board and insert
staff.
Site specific condition #3: Last sentence, strike the words building permit and insert
certificate of occupancy.
Site specific condition #4: The end of last line, add if site specific condition #3 is
approved this site condition shall be eliminated.

C. DR -51 -15 — Building Wall Signage for Petco — Eagle Development Associates:
Eagle Development Associates, represented by Mandie Brozo with CSHQA, is
requesting design review sign approval to construct building wall signage for Petco.
The site is generally located on the north side of East State Street between State
Highway 55 and Horseshoe Bend Road at 3006 East State Street (located abutting the
west side of the Winco building) within YES Subdivision.
Jeff Huber, 8385 W. Emerald, Boise has revised sign package. City planner Williams
reviews the application. Board discussion.
Grubb moves to approve DR -51 -15 — Building Wall Signage for Petco — Eagle
Development Associates with the site specific conditions and standard conditions of
approval with the following modifications:
Sites specific condition #1: Last sentence, remove Design Review Board and insert
city staff. Seconded by Baer. ALL AYE ... MOTION CARRIES.
D. DR -52 -15 — Office Building — Dave Evans Construction: Dave Evans
Construction, represented by Robert Powell, is requesting design review approval to
construct a 3,558- square foot office building. The 0.29 -acre site is located south of
West Bavaria Street approximately 650 -feet west of Meridian Road at 3405 West
Bavaria Street within Castlebury West Business Park.

with the site specific and standard conditions of approval with the following
modifications:
Site specific condition #10: Provide revised landscape plan showing evergreen
plantings around the ground mounted ac units, to be approved by staff. Seconded

E. DR -54 -15 — Common Area Landscaping within Springhouse Subdivision —
Trilogy Development: Trilogy Development, represented by Scott Wonders with
JUB Engineers, Inc., is requesting design review approval of the common area
landscaping within Springhouse Subdivision. The 18.39 -acre site is located on the
west side of North Park Lane approximately 750 -feet north of the intersection of State
Highway 44 and North Park Lane.

Grub moves to approve DR -54 -15 — Common Area Landscaping within
Springhouse Subdivision — Trilogy Development with the site specific and standard

the ponderosa pines with 50% of another species to be approved by staff. Seconded

F. DR -55 -15 — Subdivision Entry Monument Sign for Springhouse Subdivision —
Trilogy Development: Trilogy Development, represented by Scott Wonders with
JUB Engineers, Inc., is requesting design review sign approval to construct a
subdivision entry monument for Springhouse Subdivision. The site is located on the
west side of North Park Lane approximately 750 -feet north of the intersection of State
Highway 44 and North Park Lane.

Steakburgers — Eagle Development Association LLC: - Eagle Development
Association LLC, represented by Ken Lenz, is requesting design review approval to
construct a 3,500- square foot restaurant with drive - through for Freddy's Frozen
Custard and Steakburgers. The 0.66 -acre site is located on the northeast corner of
East State Street and State Highway 55 at 2864 East State Street within the Eagle
Promenade Shopping Center.

Grubb moves to approve DR -56 -15 — Restaurant with Drive - Through for Freddy's
Frozen Custard and Steakburgers — Eagle Development Association LLC with the
site specific and standard conditions of approval with the following modifications:
Site specific condition #16: Provide cut sheets showing how the lighting under the
canopy will direct the light wash down and not fully illuminate the awnings. To be
approved by staff and one member of the Design Review Board.
Comment: The Design Review Board recommends the use of LED building lighting
for this project to be approved by city council. Seconded by Sayer. Discussion.
Amend comment to add after LED, 3000 kelvin lighting.
Site specific condition #2: Strike Design Review Board and insert city staff. Second
concurs.....ALL AYE ... MOTION CARRIES.
H. DR -57 -15 — Three Building Wall Signs, Monument Sign, and Menu Board
Signage for Freddy's Frozen Custard and Steakburgers — Eagle Development
Association LLC: Eagle Development Association LLC, represented by Ken Lenz, is
requesting design review sign approval to construct three building wall signs for
Freddy's Frozen Custard & Steakburgers. The site is located on the northeast corner
of East State Street and State Highway 55 at 2864 East State Street within the Eagle
Promenade Shopping Center.

I. DR -58 -15 — Common Area Landscaping, 19 Apartment Buildings, and
Clubhouse within Eagle Lakes Subdivision — Pacific Partners Residential:
Pacific Partners Residential, represented by Kasey Ketterling with T O Engineers, is
requesting design review approval to construct the common area landscaping,
nineteen (19) apartment buildings, and a clubhouse within Eagle Lake Subdivision
(eight — 15,700 -SF, one — 31,044 -SF, five — 28,073 -SF, four — 11,237 -SF, one —
15,149 -SF, and clubhouse — 6,485 -SF). The 75 -acre site is located on the south side
of State Highway 44, approximately 1,129 -feet west of the intersection of State
Highway 55 and State Highway 44 at 2401 East State Street

Grubb moves to approve DR -58 -15 — Common Area Landscaping, 19 Apartment
Buildings, and Clubhouse within Eagle Lakes Subdivision — Pacific Partners
Residential with the site specific and standard conditions of approval with the
following modifications:
Site specific condition #19: The applicant shall work with the parks department and
director on a plan for the width and maintenance and design type for the public
path on the west side of the project.
Site specific condition #20: It is recognized that the path on the west will decrease in
size in the area that conflicts with the Eagle Water structure. The Design Review
Board is in favor of a reduced width in this area as well as reduced width overall
depending on what is worked out with the park department.
Comment: The Design Review Board is in favor of using led 3000 kelvin for this
project to be approved by the council.
Site specific condition #21: Provide revised landscape plan showing mix of tree
species in various areas of the project to be approved by staff and one member of
the Design Review Board. Seconded by Hash. ALL AYE ... MOTION CARRIES.
J. DR -59 -15 — Subdivision Entry Monument Sign for Eagle Lakes Subdivision —
Pacific Partners Residential: Pacific Partners Residential, represented by Kasey
Ketterling with T -O Engineers, is requesting design review sign approval to construct
a subdivision entry monument sign for Eagle Lakes Subdivision. The site is located
on the south side of State Highway 44, approximately 1,129 -feet west of the
intersection of State Highway 55 and State Highway 44 at 2401 East State Street
Shawn Parks, 9777 Chinden Blvd, Boise reviews the application. Staff has nothing to
add. Board discussion.
Grubb moves to approve DR -59 -15 — Subdivision Entry Monument Sign for Eagle
Lakes Subdivision — Pacific Partners Residential with the site specific and standard
conditions of approval with the following modification:
Site specific condition #4: If any lighting is proposed for this monument sign it needs
to be reviewed and approved by staff and one member of the Design Review Board.

monument signs for Eagle Lakes Luxury Apartments. The site is located on the south
side of State Highway 44, approximately 1, 129 -feet west of the intersection of State
Highway 55 and State Highway 44 at 2401 East State Street
