MINUTES
The Design Review Board met in regular session August 27, 2015, Chairman Grubb presiding.
CALL TO ORDER: Chairman Grubb calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: GRUBB, SAYER, SCHAFER,
BAER. ABSENT: BRASHER, MARTIN, HASH. A quorum is present.
3. CONSENT AGENDA
♦ Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.
A. Minutes of August 13, 2015.
Baer moves to approve the consent agenda. Seconded by Sayer. ALL
AYE ... MOTION CARRIES.
4. UNFINISHED BUSINESS: None.
5. NEW BUSINESS:
Grubb moves to hear item DR -62 -14 as 5A and DR -23 -15 will be moved to 5B.
Seconded by Sayer. ALL AYE ... MOTION CARRIES.
A. DR -62 -14 — Common Area Landscaping, 7 Apartment Buildings, Caretaker
Unit, and Clubhouse within Predico Eagle Pointe Subdivision — Eagle M.F.
Partners LLC: Eagle M.F. Partners LLC, represented by Doug Russell with The
Land Group Inc., is requesting design review approval to construct the common area
landscaping, seven (7) apartment buildings, a caretakers unit, and a clubhouse within
Predico Eagle Pointe (three — 12,712 -SF, one — 16,738SF, two — 9,640 -SF, one —
11,112 -SF, caretaker unit — 951 -SF, and clubhouse — 3,122 -SF). The 10.7 -acre site is
located on the northeast corner of State Highway 44 and West State Street.
Member Schafer recuses himself from this item. Sayer discloses that she has had
discussions with Mr. Russell and Michael Wright in regard to this application,
however she feels that she can make an unbiased decision on this item. She has no
financial interest in this project.

Doug Russell with the Land Group, 462 E. Shore Drive, Eagle, reviews the
application. City Planner B. Williams reviews the application. Board discussion.
Grubb moves to approve DR -62 -14 with the site specific and standard conditions of
approval with the following modifications to the site specific conditions:
Strike site specific condition #3 with the following note, due to the current ACHD
drainage swale placement, it is not feasible in the Design Review Boards opinion to
install those street trees and we anticipate that the minimum tree plant requirement
will have been met with the remaining trees that have been planted for the project.
Site specific condition #7: Last sentence, add the Design Review Board recommends
a darker brown color of vinyl fence similar to the one shown at the Design Review
Board meeting dated 8/27/15.
Site specific condition #18: Provide a color board, cut sheets on tot lot and cut
sheets on the retaining wall to be approved by staff and one member of the Design
Review Board. Seconded by Sayer. Discussion. ALL AYE ... MOTION CARRIES.
B. DR -23 -15 — Convert Residence into an Office Building — Yesterday Properties,
LLC — Shawn Nickel: Yesterday Properties, LLC, represented by Shawn Nickel, is
requesting design review approval to convert an existing 1,176 - square foot residence
into an office building and a 416 - square foot garage into a storage building. The
0.14 -acre site is located on the west side of North Eagle Road approximately 150 -feet
north of Idaho Street at 203 North Eagle Road.
Member Schafer rejoins the meeting. Shawn Nickel, 1518 N. Estancia Place, Eagle,
reviews the application. City Planner B. Williams reviews the application. Board
discussion.
Grubb moves to approve DR -23 -15 with the site specific and standard conditions of
approval with the following modifications:
Site specific condition #2: After the first sentence, after the word underground, add
prior to completion of any future renovations or additions to the building and omit
the second half of that sentence.
Site specific condition #10: Provide revised landscape plan showing plantings to the
south of the building. To be approved by staff and one member of the Design
Review Board.
Site specific condition #6: Incorporate a use of the trash enclosure on the adjacent
property within the cross access agreement. Seconded by Baer. ALL
AYE ... MOTION CARRIES.
6. REPORTS:
A. Design Review Board: Member Schafer discusses comp plan update. The Design
Review Board will be meeting on this as well. Discussion on when meeting will
be on the agenda. Update on Eagle /State intersection. Hill Road landscaping has
been approved and will begin right away.
B. Staff. Next meeting discussion.
