MINUTES
The Design Review Board met in regular session, August 13, 2015, Chairman Grubb presiding.
CALL TO ORDER: Chairman Grubb calls the meeting to order at 6:00 p.m.
2. ROLL CALL: The following members were present: GRUBB, SAYER, BRASHER,
SCHAFER, BAER, ABSENT: HASH, MARTIN. A quorum is present.
3. CONSENT AGENDA
♦ Consent Agenda items are considered to be routine and are acted on with one motion.
There will be no separate discussion on these items unless a Design Review Board
member, City Staff, or a citizen requests an item to be removed from the Consent
Agenda for discussion. Items removed from the Consent Agenda will be placed on the
Regular Agenda in a sequence determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the
City of Eagle shall be adopted as part of the Design Review's Consent Agenda
approval motion unless specifically stated otherwise.

4. UNFINISHED BUSINESS:
A. DR -19 -13 MOD3 — Eagle Tennis Facility — Kara Hoge: Kara Hoge, represented by
Eric Anderson with ALC Architecture, is requesting approval of the landscaping,
temporary club house elevations, building and site lighting, and the building materials
and colors to be used on the exterior of the tennis facility. The 12.12 -acre site is
located near the southeast corner of State Highway 44 and South Edgewood Lane at
1650 East Riverside Drive.
Member Schafer and Member Grubb recuse themselves from this item. Member Brasher
takes over as Chair. Jeff Likes, with ALC Architecture, 1119 E. State St, Eagle, ID
reviews the application. City Planner B. Williams reviews the application. Board
discussion. John Rennison, 410 E. State Street, Eagle, addresses the Board.
Brasher moves to approve DR- 19- 13MOD3 -Eagle Tennis Facility the responses the
applicant has made to the site specific and standard conditions of approval with the
following exception:
Site specific condition #19, because LED lighting is not allowed per code and is not
in the Boards purview to override the code, so that will need to be reviewed by staff
and handled by City Council.
Would like to make the following comments:

Site specific #5: The landscape plan should be amended to clearly indicate the
barbed wire along Hwy 55 should be removed. The parking lot drive aisle and
spaces on the southern end of the property should be extended to the new property
line as well as the interior sidewalk.
Site specific condition #6: The mechanical units on the temporary buildings shall be
painted to match the building.
Site specific condition #7: No exterior restroom facilities were reviewed. Seconded
by Baer. ALL AYE ... MOTION CARRIES.
NEW BUSINESS:
A. Plaza Drive Extension Landscape Design - City of Eagle: The City of Eagle is
requesting Design Review Board review and recommendation on the Plaza Drive
extension landscape design. The project includes a greenway and detached multi -use
trail along the Spoils Bank Canal. The approximately 0.33 -mile long roadway
extension will connect the intersection of East Plaza Drive and South 2nd Street to the
terminus of East Plaza Drive located approximately 840 -feet west of East Iron Eagle
Drive.
Member Schafer and Member Grubb rejoin the meeting. Member Grubb takes over as
Chair person. Member Baer recuses herself from this item.
Talena Baer, Baer Design Group, 539 S. Fitness Place, Ste. 120, Eagle, reviews the
application. Discussion with City Planner Nichoel Baird Spencer. Board discussion and
comments.
The Design Review Board recommends approval of the Plaza Street Extension landscape,
lighting and irrigation design as follows:
Recommend the use of the exercise stations and pursuing grant money for the purchase
and installation of equipment.
ACHD contract should include the construction of the concrete pads for the stations but
nothing else.
Recommend the use of Red Fescue within the drainage swales with irrigation at the back
of the sidewalk.
Recommend changing street tree spacing from 35 ft. aligned to 40 -45 ft. and increase tree
grate size from 4ft. to 5ft minimum to ensure healthier trees and to keep the costs neutral
due to the increased cost of the larger tree grates.
Leave the drainage district easement in native state. Spray annually to keep weeds down
and mow 1 -2 times per year. The drainage districts practice of storing the canal spoils on
the bank makes gravel and/or plant material an unnecessary investment, as they will be
covered. Trucking of the spoils is cost prohibitive and would require additional driveway
cuts along the trail.
