Minutes - 2015 - Design Review - 06/11/2015 - Regular DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session June 11, 2015, Chairman Grubb presiding. 1. CALL TO ORDER: Chairman Grubb calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: GRUBB, SAYER, BRASHER, MARTIN, HASH, SCHAFER, BAER. A quorum is present. 3. CONSENT AGENDA • Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. • Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. A. Minutes of May 28, 2015. B. Findings of Fact and Conclusions of Law for DR-43-98 MODS—Modification to the Master Sign Plan for Eagle Pavilion Shopping Center—Pete Loya: Pete Loya is requesting design review approval to modify the master sign plan for the Eagle Pavilion Shopping Center to include an automated sign within the existing monument sign located adjacent to South Eagle Road. The site is located on the northeast corner of South Eagle Road and State Highway 44 at 400 South Eagle Road. C. Findings of Fact and Conclusions of Law for DR-13-15—Office Building— Smythe Solutions DBA Draftech: Draftech is requesting design review approval to construct a 2,075-square foot office building. The 0.23-acre site is located on the north side of East State Street approximately 200-feet east of South Academy Avenue at 1334 East State Street. Brasher moves to approve the consent agenda. DR-19-13 MOD3 —Modification to a Commercial Entertainment Facility for the Eagle Tennis Facility — Pacific West Communities Inc. and KH Enterprises, LLC: Pacific West Communities Inc. and KH Enterprises, LLC, represented by Eric Anderson with ALC Architecture, is requesting design review approval to modify the Eagle Tennis Facility. The modification is specifically to add an additional 51,652- square feet of indoor area to the tennis facility and new building elevations showing the buildings overall building addition for a total of 160,000-square feet. DR-10-14—Personal Wireless Facility located at Eagle Hills Golf Course— Skyway Towers, LLC: Skyway Towers, LLC, represented by Shawn Nickel with SLN Planning, is requesting design review approval to construct a 110-foot high monopole and equipment storage area for a personal wireless facility. The 0.06-acre leased site is located at the southwest end of fairway number 2 of Eagle Hills Golf Course, approximately 1,900-feet west of Edgewood Lane and approximately 750- feet southwest of Eagle Hills Way. Member Grubb takes over as chairman of the meeting. Shawn Nickel, 1589 N. Estancia Place, Eagle, reviews the application. Grubb moves to approve DR-10-14—Personal Wireless Facility located at Eagle Hills Golf Course—Skyway Towers, LLC with the site specific and standard conditions of approval with the following modifications: Site specific condition #9: The revised landscape plan dated 6/11/15 is approved by the Design Review Board. Site specific condition #10: The applicant shall provide a maintenance agreement in writing for maintenance of the pole structure, branches and landscaping to be submitted to the city staff for approval. Site specific condition #11: The juniper on the revised landscape plan dated 6/11/15 with the four options shall be selected by the applicant as all four options are approved by the Design Review Board. Site specific condition #12: The applicant shall supply a revised landscape plan showing 3 options for the poplar and 3 options for a pine to replace the blue spruce, to be approved by 3 members of the Design Review Board and staff. Site specific condition #13: The applicant shall provide a revised drawing showing a 10 ft. fence surrounding the compound to be approved by staff and 2 members of the Design Review Board. We very much appreciate you and your client's sensitivity to the impact that this element will have on our neighborhood's quality of life. The two main concerns from the neighborhood are, minimizing the visual impact, and to minimize the sound impact. Because of the industrial feel from this element, the more Skyway can do up front to soften the blow, the better off for everyone involved. Myself having a background in Landscape Architecture, and designing exterior spaces for a living, I have a good understanding of the landscape plan you presented. To review a few options to the plan that you and I discussed: 1) Replace the Privet hedge with a more immediate gratification evergreen plant. The 5 gal. Privet will be a lovely hedge at some point, but the 2' tall plants will take 6-8 years to fill in, to completely hide the 8' vinyl fencing. It will also take 6-8 years to fill in completely and help soften the noise from the AC units. There is an evergreen plant, Spartan Juniper, which will grow 5' wide by 15' tall. I spoke with Jayker's Nursery this week, and they are bringing in 5-6' tall Spartan Juniper plants for roughly $75 each. We typically plant those 3.5' apart, so that they completely provide a dense hedge. And, at 6' tall, will provide the much needed visual and sound buffer much sooner than the Privet hedge was intended for. 200 LF of fencing minus the 16' for a double gate, equals 184 LF of fence to cover. Divided by 3.5 equals about 52 plants x $75 equals $3900. 2) We also appreciate the token 25' Colorado Blue Spruce specimen that is being planted, but this will take 30-35 years to reach it's full grown height of 65'. We would like to see fast growing Poplars incorporated into the plan, and help minimize the height impact over the long term. 3) We would like the Design Review Committee to make a site visit and do a thorough sound analysis after this compound is installed. If the sound from the AC units are unacceptable in our residential neighborhood, we ask that an internal layer of sound reducing barrier (concrete or foam?) be installed inside the vinyl fencing. It is a very quiet, serene, park like setting, and bringing the noise from this industrial element will be quite invasive, and we ask for your awareness of this.
