Minutes - 2015 - Design Review - 01/08/2015 - Regular DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session January 8, 2015, Chairman Grubb presiding. 1. CALL TO ORDER: Chairman Grubb calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: GRUBB, SAYER, BRASHER, MARTIN, HASH, SCHAFER, BAER. A quorum is present. 3. CONSENT AGENDA • Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. • Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. Findings of Fact and Conclusions of Law for DR-30-05 MOD—Modification to the Landscaping at the Entrance to Laguna Pointe Subdivision—Laguna Pointe Home Owners Association: Laguna Pointe Home Owners Association, represented by Paul Norberg with Harvest Design, is requesting design review approval to modify the landscaping at the entrance to Laguna Pointe Subdivision. The site is located on the east side of South Eagle Road on the north and south sides of East River Meadow Drive. C. Findings of Fact and Conclusions of Law for DR-57-14—Placement of 10-foot Tall Fiberglass Rooster in Drainage Pond at Reid W. Merrill Community Park— City of Eagle: The City of Eagle, represented by Mike Aho, is requesting design review approval to install a ten foot (10')tall fiberglass rooster within the drainage pond located between the parking lot and East Shore Drive at Reid M. Merrill Community Park. The site is located on the southeast corner of East Shore Drive and East Riverside Drive at 637 East Shore Drive within Eagle River Development. D. Findings of Fact and Conclusions of Law for DR-59-14—Multi-Tenant Commercial Building with Two Residential Apartments—Yesterday Properties LLC: Yesterday Properties LLC, represented by Walter Lindgren with Johnson Architects, is requesting design review approval to remove an existing residential dwelling and to construct an 8,619-square foot two story commercial/apartment building (1st floor—4,144-square feet and 2nd floor—4,464-square feet). Findings of Fact and Conclusions of Law for DR-60-14—Master Sign Plan for a Multi-Tenant Commercial Building—Yesterday Properties LLC: Yesterday Properties LLC, represented by Walter Lindgren with Johnson Architects, is requesting design review sign approval of the master sign plan for a multi-tenant commercial building. The 0.17-acre site is located on the southeast corner of North 2nd Street and East Idaho Street at 166 North 2nd Street. Sayer moves to approve the consent agenda. Seconded by Schaefer. DR-36-06 MOD—Modification to Remove the Awnings from the West Building Elevation of Albertsons —Albertsons, Inc.: Albertsons, Inc., represented by Lee Young with CSHQA Architects, is requesting design review approval to modify the building elevations by removing the awnings from the west building elevation. The site is located on the southeast corner of South Eagle Road and Plaza Drive at 250 South Eagle Road. Lee Young, 200 Broad Street, Boise, Idaho reviews the application.City Planner B. Grubb moves to approve DR-36-06 MOD—Modification to Remove the Awnings from the West Building Elevation of Albertsons—Albertsons, Inc. with the site specific and standard conditions of approval as written. Seconded by Schaefer. ALL AYE...MOTION CARRIES. B. DR-61-14—Entry Structure with Signage for Renovare Subdivision—MDG LLC: MDG LLC, represented by John Johnston with JD Johnston Construction, is requesting design review approval to construct an entry structure and signage for Renovare Subdivision. The 24-acre site is located on the east side of South Edgewood Lane approximately 970-feet south of State Highway 44. John Johnston, 655 State Street, Eagle, reviews the application. City Planner B. Williams review the application. Board discussion. Member Baer recuses herself from this project and member Martin does the same. Grubb moves to approve DR-61-14—Entry Structure with Signage for Renovare Subdivision—MDG LLC with the site specific and standard condition of approval with the following modifications: Site specific condition # 2,3, 4, 5 and 6 strike. Comment to the applicant that we would like to see a revision on the "R" incorporating landscaping and architectural items to alleviate the pole look but the Board is open to it based on the review by the Board. We would also like to see the intercom and lighting to see how it all ties into the sign itself. Seconded by Sayer. ALL AYE...MOTION CARRIES. The 28.1-acre site is generally located at the southwest corner of East Sadie Drive and North Echohawk Way. Grubb moves to remand DR-67-14—Common Area Landscaping within Gateway Subdivision—Northside Management to staff. Seconded by Brasher. ALL AYE....MOTION CARRIES. D. DR-03-04 MOD—Modification to Exterior Building Elevations for Mountain America Credit Union—Mountain America Credit Union: Mountain America Credit Union, represented by David Tyson with EMA Architect, is requesting design review approval to modify the exterior building elevations of the Mountain America Credit Union building (formerly Home Federal Bank). The site is located north of East Riverside Drive and east of Eagle Road at 100 East Riverside Drive within Eagle River Development. Grubb moves to remand DR-03-04 MOD—Modification to Exterior Building Elevations for Mountain America Credit Union—Mountain America Credit Union to staff. The site is located north of East Riverside Drive and east of Eagle Road at 100 East Riverside Drive within Eagle River Development.
