Minutes - 2014 - Design Review - 12/11/2014 - Regular DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session, December 11, 2014 Vice-Chairman Brasher presiding. 1. CALL TO ORDER: Vice-Chairman Brasher calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: SAYER, BRASHER, MARTIN, SCHAFER, BAER. ABSENT: GRUBB, HASH A quorum is present. 3. CONSENT AGENDA ♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. • Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. Findings of Fact and Conclusions of Law for DR-53-14—Common Area Landscaping within Eagle River Lofts Subdivision —BHH Investments II, LLC: BHH Investments II, LLC, represented by Rodney Evans with Breckon Land Design, is requesting design review approval of the common area landscaping within the Eagle River Lofts Subdivision. The 18.5-acre site is located on the south side of East Riverside Drive approximately 1,500-feet west of South Edgewood Lane. Sayer moves to approve the consent agenda. Seconded by Baer. DR-30-05MOD—Modification to the Landscaping at the Entrance to Laguna Pointe Subdivision—Laguna Pointe Home Owners Association: Laguna Pointe Home Owners Association, represented by Paul Norberg with Harvest Design, is requesting design review approval to modify the landscaping at the entrance to Laguna Pointe Subdivision. The site is located on the east side of South Eagle Road on the north and south sides of East River Meadow Drive. Paul Norberg, Harvest 6126 W. State St, reviews the application. City Planner B. K:\DESI_REV\MINUTES\Temporary Minutes Work Area\DR-12-11-I4MIN.doc Brasher moves to approve DR-30-05MOD—Modification to the Landscaping at the Entrance to Laguna Pointe Subdivision—Laguna Pointe Home Owners Association with the site specific and standard conditions of approval with the following modifications: Site specific condition #3: Prior to the issuance of a zoning certificate, the fence located along the greenbelt pathway made of barbed wire shall be removed. Site specific condition #4: Construction of any new fencing within the subdivision along common lots shall be presented and approved by the Design Review Board of the City of Eagle. The fencing shall be of an approved style. Seconded by Schaefer. ALL AYE...MOTION CARRIES. B. DR-59-14—Multi-Tenant Commercial Building with Two Residential Apartments—Yesterday Properties LLC: Yesterday Properties LLC, represented by Walter Lindgren with Johnson Architects, is requesting design review approval to remove an existing residential dwelling and to construct an 8,619-square foot two story commercial/apartment building (1st floor—4,144-square feet and 2°d floor— 4,464-square feet). The 0.17-acre site is located on the southeast corner of North 2°d Street and East Idaho Street at 166 North 2°d Street. Walt Lindgren, 139 N 2°d St., Eagle reviews the application. City Planner B. Brasher moves to approve DR-59-14—Multi-Tenant Commercial Building with Two Residential Apartments—Yesterday Properties LLC with the site specific and standard conditions of approval with the following modifications: Site specific condition #4: Replace with the Design Review Board unanimously agrees that the amount of glazing presented on the elevations date stamped 10/30/14 is appropriate for the architectural style chosen and meets the spirit of the ordinance. Site specific condition #5: Replace with the revised landscape plan showing landscaping between the two parking stalls to the north of the property and the sidewalk shall have 5 gallon plantings as specified to be approved by staff. Site specific condition #15: The owner shall obtain a cross access agreement from the properties to the south and east as necessary. Site specific condition #16: The Design Review Board unanimously agrees that given that the 12 inch Hawthorne is on the undesirable tree list and given all of the appropriate planting being proposed, the owner need not replace the caliper of tree. Site specific condition #17: The Design Review Board unanimously agrees that given the desirable nature of design and location of the project that the 10 ft. set back is not appropriate to apply to this application. DR-60-14—Master Sign Plan for a Multi-Tenant Commercial Building— Yesterday Properties LLC: Yesterday Properties LLC, represented by Walter Lindgren with Johnson Architects, is requesting design review sign approval of the master sign plan for a multi-tenant commercial building. The 0.17-acre site is located on the southeast corner of North 2nd Street and East Idaho Street at 166 North 2nd Street. Walt Lindren, 139 N. 2" St, Eagle, reviews the application. City planner B. Brasher moves to approve DR-60-14—Master Sign Plan for a Multi-Tenant Commercial Building—Yesterday Properties LLC with the site specific and standard conditions of approval as written. Seconded by Sayer. ALL AYE...MOTION CARRIES. D. DR-57-14—Placement of 10-foot Tall Fiberglass Rooster in Drainage Pond at Reid W. Merrill Community Park—City of Eagle: The City of Eagle, represented by Mike Aho, is requesting design review approval to install a ten foot (10') tall fiberglass rooster within the drainage pond located between the parking lot and East Shore Drive at Reid M. Merrill Community Park. The site is located on the southeast corner of East Shore Drive and East Riverside Drive at 637 East Shore Drive within Eagle River Development. Mike Aho, Parks Director for City of Eagle reviews the application. City Planner B. Williams reviews the application. Further discussion with Mr. Aho. Brasher moves to deny DR-57-14—Placement of 10-foot Tall Fiberglass Rooster in Drainage Pond at Reid W. Merrill Community Park—City of Eagle due to the proposed location of the rooster. The Board would like to suggest to the applicant that the rooster be moved further south. We would also suggest that in the location the rooster be placed on a pole of some sort with a placard with its history,where its historical purpose can be explained. The Design Review Board is enthusiastic about placement of the rooster in Merrill Park and would like to review a revised location and design. Seconded by Schaefer. ALL AYE...MOTION CARRIES. 6.
