Minutes - 2014 - Design Review - 10/09/2014 - Regular DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session October 9, 2014, Chairman Grubb presiding. 1. CALL TO ORDER: Chairman Grubb calls the meeting to order at 6:00 p.m. 2. ROLL CALL: The following members were present: Present: GRUBB, SAYER, MARTIN, HASH, BAER. Absent: SCHAFER. A quorum is present. 3. CONSENT AGENDA • Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. • Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. A. Minutes of September 25,2014. B. Findings of Fact and Conclusions of Law for DR-47-14—Eagle High School Baseball Field House—Eagle Baseball,Inc.: Eagle Baseball Inc., represented by John Stauffer with Cleary Building Corp., is requesting design review approval to construct a 1,680-square foot building for the Eagle High School baseball team. The 51-acre site is located on the east side of North Park Lane approximately 1,200-feet south of Floating Feather Road at 574 North Park Lane. Brasher moves to approve the consent agenda as presented. Seconded by Baer. ALL AYE...MOTION CARRIES. 4. UNFINISHED BUSINESS: None. 5. NEW BUSINESS: A. DR-50-14—Assisted Living and Memory Care Facility—Gardner Company: Gardner Company, represented by Eric Anderson with ALC Architecture, is requesting design review approval to construct a 49,720-square foot assisted living and memory care facility(First Floor—24,600-SF; Second Floor—25,120-SF). The 1.34-acre site is located on the north side of West State Street approximately 1,300- feet east of Park Lane at 77 North Fisher Park Way within Arts West Subdivision. Chairman Grubb introduces the item. Board Member Baer recues herself from this item and item B. K:\DESI_REV\MINUTES\Temporary Minutes Work Area\DR-10-09-14MIN.doc Eric Anderson, 1119 E. State St. Ste. 120 Eagle Idaho, representing Gardner Company. Mr. Anderson reviews the project architecture. He distributes revised drawings for review based on a 35' height, with an additional 2' for mechanical screening if it is needed for the equipment. He would like the additional 2' in height. Addresses site specific condition#5 regarding landscape buffer, they do not want to tear out parking spaces to accommodate this condition. Mr. Anderson requests the buffer be removed from this location and perhaps added elsewhere. The trash enclosures will be the same as in other locations in the development. Discussion between Mr. Anderson and the Board. Planner II Barb Williams, reviews the staff report and site specific conditions of approval. She addresses the roof height and options available should the height not remain within the 35' limit, including a conditional use permit or modifying the development agreement. The building has a very nice appearance and great mix of materials; hopefully it will work out and be at 35'. Discussion. Discussion amongst the Board. Grubb likes the additional 2 feet it adds architectural interest and would like to find a way to provide a variance. Addresses the building materials for the trash enclosure. Martin inquires about adding the trim element to the second level. Brasher agrees with the comments from Grubb and Martin, would like something to break up the north long elevation to add interest. Hash if a header is being added on the north, perhaps adding it to the west would make sense for continuity. Discussion. Grubb moves to approve DR-50-14 Assisted Living and Memory Care Facility with the standard and site specific conditions of approval with the following modifications: Strike #3. Add site specific condition #15: The dates stamped revised elevations received tonight by the applicant are approved by Design Review Board with a 35' building elevation and a 2' architectural screen bringing the overall height to 37'. The Board agrees with the variance in height is applicable due to the other building heights which exceed 35' nearby, and the added architectural interest detail design that the 2' screen provides the project. Strike#5. Add site specific condition #16: The concrete screen wall on the north of the trash enclosure is considered additional screening for the trash enclosure. And the 5' buffer is not required in this specific instanced. Site specific condition #17: Provide revised drawings showing the north and west elevations with additional architectural interest and features addressing the roofline and windows to be approved by staff and one member of the Design Review Board. Modify site specific condition #6 At the end of the first sentence, insert"to match the existing trash enclosure building materials within the complex." Seconded by Brasher. ALL AYE MOTION CARRIES. (BAER ABSTAINS) B. DR-51-14—Storage Facility (enclosed buildings)—Boardman 55: Boardman 55, represented by Eric Anderson with ALC Architecture, is requesting design review approval to construct a storage facility with enclosed buildings totally 163,550-square feet. The 8.4-acre site is located on the west side of North Horseshoe Bend Road K:\DESI_REV\MINUTES\Temporary Minutes Work Area\DR-10-09-14MIN.doc approximately 2,600-feet north of East State Street at 8811 North Horseshoe Bend Road. Chairman Grubb introduces the item. Eric Anderson, 1119 E. State St. Ste. 120 Eagle Idaho, representing Boardman 55: Mr. Anderson reviews the revised plans he submitted to the Board tonight to review, as well as the project as a whole. Mr. Anderson addresses the site specific conditions of approval. Discussion for clarification between the Board and Mr. Anderson. Planner II Barb Williams reviews the staff report. Discussion amongst the Board. Grubb moves to approve DR-51-14—Storage Facility (enclosed buildings)with the standard conditions as written and site specific conditions of approval as written with the following modifications. Site specific condition #2: Strike the 1st sentence. Add in front of the second sentence "Provide revised elevations showing, continue the sentence. Modify sentence#3 "to be approved by staff" instead of Design Review Board. Remove site specific condition #3, #4,#5, #7. Add site specific condition #15: The Design Review Board approves the revised drawings that were produced at tonight's meeting date stamped 10/9/14, that address the height, color and materials of the project. DR-49-14—Office Building—TCT Risk Solutions LLC: TCT Risk Solutions LLC, represented by Stan Ray with Stetson Homes, Inc., is requesting design review approval to construct a 2,899-square foot office building (First Floor— 1,870-SF; Second Floor— 1,029-SF). The 0.19-acre site is located on the southeast corner of West State Street and South Harlan Place at 92 South Harlan Place. Chairman Grubb introduces the item. Stan Ray, 4544 N. Park Lane Eagle, Idaho, owner of Stetson Homes. Mr. Ray reviews the application. Mr. Ray states that they are proposing 3 storage closets on the west side and therefore would like to not comply with the 50% glass on that elevation. Discusses setback requirements, sidewalk and landscaping. Planner II Barb Williams reviews the staff report. Discussion between the Board and Williams. Discussion amongst the Board regarding sidewalk improvements, glass elevation requirements and parking. Brasher states these are great designed buildings and they are going to bring a lot to the City of Eagle and will be there for a long time. Grubb moves to approve DR-49-14—Office Building with standard conditions of K:\DESI_REV\MINUTES\Temporary Minutes Work Area\DR-10-09-14MIN.doc approval as written and the site specific conditions of approval as written with the with the following modifications. Site specific condition#1: Strike the entire condition and insert: "Board recommends a reduction in glass on the ground floor facing Harlan Place. The reduction is due to the architectural style and location of the building with proximity to existing residential dwellings." Site specific condition #2: Add after first sentence: "The setbacks will be reduced for the north side due to the cross access agreements with several adjoining parcels." Site specific condition #3: Add to the end of 1st sentence: "to incorporate a plaza on the west side of the building between the building and Harlan Place." Site Specific condition #4: Strike the condition. Replace with "The existing sidewalk can remain as is, based on the connectivity to the residential neighborhood and the EASD book requirements are not necessary with the historic lighting or street tree grates; however, street trees shall be required on Harlan Place. Revised landscape and site plan shall be reviewed and approved by staff and 2 members of the Design Review Board." Seconded by Brasher. ALL AYE...MOTION CARRIES. D. DR-52-14—Office Building—Stetson Homes, Inc.: Stetson Homes, Inc., represented by Stan Ray, is requesting design review approval to construct a 5,689- square foot office building (First Floor—3,439-SF; Second Floor—2,250-SF). The 0.28-acre site is located on the southeast corner of West State Street and South Harlan Place at 339 West State Street. Chairman Grubb introduces the item. Stan Ray, 4544 N. Park Lane Eagle, Idaho, owner of Stetson Homes. His property actually ends about 15' from where this landscaping is being required. He inquires how he goes about that process. Chairman Grubb explains that ACHD will have to sign off on his building prior to construction and there is a process through them that will allow you to put in these improvements. Brasher also explains that there is a right of way permit that will need to be obtained. Discussion. Planner II Barb Williams reviews the staff report. She also reviews the different overlay districts that are in the vicinity of this building. Discussion amongst the Board. Grubb moves to approve DR-52-14 with the standard conditions of approval as written and site specific conditions of approval with the following modifications: Site specific condition #1 strike and insert"Design Review approves the elevations on the north and the west of the building with the reduction in glass due to architectural interest the building and the proximity of residential dwellings." Site specific condition #4: leave in the 1St sentence, at the end of the first sentence: along west State Street add "or a design that is an alternative provided by the owner to be approved by staff and 2 members of the Design Review Board prior to issuance of a zoning certificate." Strike site specific condition #5. Make a comment the applicant shall incorporate and show a location for the trash totes on the site plan to be reviewed by staff. Seconded by Baer.
